As former Forum for Democratic Change (FDC) president general, Dr. Col. Kiiza Besigye Kifefe doesn’t stop to amuse, even today he has politically done the same.

 

Addressing his supporters in Butaleja district, Eastern Uganda today, Col. Besigye challenged President Museveni Kaguta of the Republic of Uganda that if he is serious about fighting corruption in Uganda as he (the president) recently said then he should be standing on the roadside with Bishop Zac Niringiye and distribute fliers for the anti-corruption crusade.

 

The retired col. says that he was shocked the good Bishop was on Monday last week arrested by police for doing exactly what president Museveni vowed to do, to fight against corruption!!!

 

Bishop Zac Niringiye was arrested with his eight cohorts at Makerere University for distributing anti corruption fliers to university students. He was interrogated for over nine hours at Wandegeya police station before he was released on police bond. The police officers at Wandegeya police station say that they arrested the Bishop on orders from their bosses.

The nine anti-graft activists arrested Monday morning have been released on police bond.

The nine including Retired Bishop Zac Niringiye and Emmanuel Kitamirike of the Uganda Youth Network were arrested as they took part in the BLACK MONDAY campaign.

They had taken their campaign to Makerere University and were arrested while distributing leaflets containing anti-corruption messages.

They were then taken to Wandegeya police station where they had been held for hours.

They have now been set free after recording statements.

According to the police deputy spokesperson Vincent Sekatte, the group faces charges of inciting violence.

They are required to report back to the police on February 14th.

The police however deny blocking the anti-corruption fight.

Ssekatte has rubbished allegation by civil society that the force is frustrating efforts to fight corruption saying that force have been at the fore in the fight against the vice unearthing several corruption scandals.

However, several anti-corruption activists have condemned the arrest calling it a systematic move to block the fight against graft.

The executive director of NGO FORUM Richard Ssewakiraga says such acts will intimidate members of the public from being whistleblowers against corruption.

Ssewakiraga says their campaign is only meant put pressure on government to recover all stolen public funds.

Lyantonde grade two magistrate Stephen Karakire has been denied bail.

The Anti -Corruption court Chief Magistrate Irene Akankwasa refused to set Karakire free on ground that that she was not sure that he will turn up for trial.

Stephen Karakire is charged with two counts of corruptly soliciting and receiving a gratification.

Prosecution alleges that Karakire on November, 15, 2011 while in Masaka solicited for gratification of 1million shillings from one George Taremwa promising to delay issuance of a warrant of arrest against a suspect.

He has been further remanded to Luzira prison and the case adjourned to the 12th December for hearing.

The Uganda National Bureau of Standards has come up with new regulations of reducing imported counterfeit products.

The national Chairman Ben Manyindo says the pre- import verification for conformity will start operating from 3rd December and all imports will first be certified before entering the country.

Manyindo says the regulations are aimed at protecting the local markets from counterfeits especially from china and Dubai among others.

He adds that importers who will fail to comply will pay a  fine of 15%about 2300 dollars charged for each container verified.

The Uganda AIDS Information centre has started offering Arterial-viral treatment services to all its centers country wide.

The move is aimed at addressing the urgent need of ART services among people living with HIV/AIDS.

The executive director of the Uganda AIDS Information Dr Raymond Byarugaba says the first group of people to benefit will be the discordant couples.

Dr Byarugaba notes that they want to ensure that as they offer free HIV/AIDS testing and counseling and free male circumcision they also provide ART services.

He has also promised to intensify the fight a against the virus among groups that are most at risk

Available statistics from ministry of health indicate that of the one million people living with HIV/AIDS over 300,000 are in urgent need of art and, only half of these have access to Anti retroviral treatment.

The Uganda human rights commission has cited torture as the highest form of abuse registered last year.

Peter Ogwang says he was tortured by state operatives

The revelation was made by officials from the commission while presenting its 14th Annual report for 2011 to parliament’s human rights committee.

The commission said the top five alleged violations remained the same as those registered in 2010 and included torture, detention beyond 48 hours, and complaints about the rights of children and deprivation of life.

the acting chairperson Agaba Maguru said torture cases increased from 276 in 2010 to 428 in 2011.

Members of Parliament are pushing for amendments to the constitution and the Anti Corruption Act to reduce on the powers of the president in appointing anti corruption watchdogs.

John Ssimbwa, the Member of Parliament for Makindye East who is one of the MPs spearheading the amendment says they want the president to stop appointing the Inspector general of Government and the Auditor general.

He says when such anti corruption watchdogs are appointed by the president, they tend to fear to investigate corruption where the president or his office is involved.

Ssimbwa also says they way the law amended to allow the attachment of properties of those convicted of corruption, including looking at their family members.

He says many public officers steal money and are convicted to small sentences like one two year imprisonment but they soon come out of prison and enjoy the tax payers money that they embezzled.

Recently, many MPs were angered by President Museveni’s letter to clear former ministers Kiddu Makubuya (Attorney General), Kiruda Kivejinja (Internal Affairs) and John Alintuma Nsambu (State ICT) of causing financial loss of over 200 billion in the National Identity card procurements by the Parliamentary committee that investigated the matter. The President wrote saying the two officials had acted in good faith and not with intention to defraud the country.

The Omara Bashir government in Northern Sudan is in trouble after intelligence reports indicated that the major rebel groups there are planning to carry out massive attacks onKhartoum.

The main rebel forces in Northern include the Sudanese Armed Forces (SAF), the Sudan People’s Liberation Movement North (SPLM-N), the Sudanese Armed Forces (SAF)  and the Sudan Revolutionary Front (SRF).

The Bashir government claims that the rebels troublingNorthern Sudanare being trained and supported by the National Resistance Movement (NRM). NRM is the ruling political organization inUganda.
