Police have secretly issued a directive to all policemen and women in Kampala to arrest Kampala Capital City Authority (KCCA) councilor representing Makerere University, Bernard Luyiga.

Police sources told us that Bernard Luyiga would be arrested in case he is seen around the precincts of Kampala Road and charge him for attempting to distract businesses in Kampala.

The inspector general of police, Lt. Col. Kale Kayihura nullified Luyiga’s plans to hold a demonstration on Monday 26^th August 2012 over the high prices of products in Uganda, injustices and vote rigging and government violence on poor Ugandans.

But Luyiga told our informers that he is   determined to proceed with this demonstration on Monday 26th and the venue remains at the constitutional square.

Luyiga says that Kayihura may succeed in arresting him, jailing him, or even charging him of unfounded cases or even shooting him but it will not succeed in killing the ideas in him!

He says that his views of objecting to the proposal of holding the KCCA budget meetings from a hotel in Entebbe is the basis on which some of the city councilors base on to castigate him.

The KCCA councilors want Bernard Luyiga to explain why he leaked this information to the public and apologise to the council for that matter. But Luyiga says that apologizing to the council on the subject is really out of Order!

“ I know the laws of Uganda and international laws very well. No one will intimidate me into submission. I know some of my friends are KCCA councilors/politicians and I hope they get my stand! I will not apologize for having brought this matter to the attention of the Public. One thing I have to say. I stand my ground and won’t retract what I shared with the Public,” Luyiga states

“This is freedom of speech. I am ready for any consequences if fellow councilors deem it fit for me to be subjected to any disciplinary measure. For God and My Country just continue to do what you think is good for the people , maybe they lucked what to say in council and wanted to build on you.”

The sources in DP say that the brigade is being sponsored and recruited by Makerere University councilor to Kampala Capital City Authority, Bernard Luyiga.

We have learnt that most of the members of the newly formed brigade are students of Makerere University, youth living in the slums of Katwe and Kisenyi among others.

Luyiga says that the brigade members are highly committed, determined to face off with vote thieves, and so courageous. The voting exercise will take place on July 12th.

I wish to first and foremost convey my greetings to you in the Name of the Almighty God. This week marks my first anniversary on three grounds, first, my first year in office as the L.C.5 councilor under my campaign theme-“your rights, my priority.” Secondly, it marks one year after staging a three days hunger strike peacefully demonstrating against police’s brutality against Col. Besigye and others which was an attack on the fundamental rights and freedoms of Ugandans.

Lastly, as a family at KCCA, we are celebrating our first anniversary. Thank you all for your support and advise I have freely enjoyed from you .May God bless you! On my part, I also pledge to diligently and faithfully serve you without fear or favour, being guided by my campaign theme!

Interestingly, amidst the anniversary mood, I heard media utterances attributed to my good friend, Dr. Tanga Odoi, the chairperson of MUASA-the lecturers association, criticizing me for siding with students and students’ Guild leaders in demanding for exams! He was wondering how Luyiga, a friend to both MUASA and Dr.Tanga Odoi, had decided to side with students to demand for exams. I did this in respect of Article 34 of the constitution-right to education! However provocative those media attacks were, I vowed not to answer back in the media, as he possibly expected, because I achieved the noble goal of ensuring that exams are given!

However, I want to remind him and all those who think like him that I cant compromise justice, rights and freedoms of the many, just for the sake of friendship. Even if it were my mother attempting to infringe on the rights and freedoms of others, I would have opposed her, no matter the consequences! I promise to continue supporting Dr.Tanga and MUASA, as long as their interests do not drastically affect and sabotage the future of innocent students. This is my leadership principle which I won’t and I am not about to compromise for the next four years! Anyways, I am excited to believe that exams will go on, as earlier scheduled since government positively responded to MUASA’s concerns!

Friends, while it’s not my duty to tell you what to do during this examination period, I am obliged to encourage you to attach seriousness and determination to the exams so that you are in position to accumulate good grades. Therefore, on behalf of Kampala Capital City Authority (K.C.C.A) and on my own behalf, I wish you success in your exams, AS WE BUILD FOR THE FUTURE!
