Eastern Uganda is among the worst performing regions in terms of education according to a new report released by the Equal Opportunities Commission in Uganda.

The findings are contained in a 2015/16 report that was handed over to Speaker of Parliament, Rebecca Kadaga at the Parliamentary building by the Chairperson Equal Opportunities Commission, Sylivia Muwebwa Ntambi on Wednesday.

Kadaga later lamented that the report was a total embarrassment to the eastern region where she also hails from.

“This is the reason I have started giving text books to schools in Busoga to narrow the gap. We need to bring on board all stakeholders so that we reverse this trend. Children need to get quality education throughout Uganda and we need to see good results,”Kadaga said.

According to the report, the worst performing sub region primary education include Busoga, Teso and Bukedi and these are followed by West Nile, Lango and Acholi. The report mentions the best performing regions in Primary Education as those in Buganda, Ankole, Kigezi, Toro and Bunyoro.
The report further shows that the Eastern region contributes 73% of the poor performing districts of which six are in Busoga  and these include kaliro,Iganga,,Luuka ,Bugiri ,mayuge and Buyende.

It indicates that schools in municipalities perform better than those in main district local governments with performance disparity of 21% for male against 22% of female students.

The findings also reveal that districts within the northern, eastern and West Nile regions are trailing in terms of primary education performance as the chairperson Equal opportunities explains

Ntambi attributed the performance disparities in schools to  poor school inspections by districts education officials, lack of head teacher commitment ,high pupil text book ratio ,poor relationship between the school and the community and refusal of parents and the community to execute their roles in the process of educating a child.

Kadaga

MPs from Buganda are sharply divided on whom to back between speaker Rebecca Kadaga and her deputy Jacob Oulanyah for speakership. Whereas last week a group of 25 MPs nationwide led by Buganda caucus chairperson Godfrey Kiwanda came out backing Oulanyah, this morning another group specifically from Buganda led by Benny Bugembe [Mubende woman] addressed scribes backing Kadaga for speakership.

The members said that they want Kadaga back into the chair for speakership because according to them, she respects members; supports members in doing their legislative work by giving them time to speak in addition to protecting them from all kinds of teasing and intimidation.

Bugembe added that the members want a lady [Kadaga] to head the 3rd arm of government [Legislature] since the other two arms including executive are headed by a man [president Museveni] and the judiciary is headed by a man [CJ Bart Katureebe].

Last week on Wednesday, the Kiwanda team declared support for Oulanyah on grounds that he is non-sectarian, he advocates for all members regardless of their regions, knows the law and above all, he has helped government have sticky issues sail through parliament unlike Kadaga whom they accused of dodging such matters. They vowed to oust Kadaga from speakership on grounds that she is sectarian, doesn’t know the law and has not helped the ruling party on tough matters on the floor of parliament.

Buganda kingdom Minister for Lands, Agriculture and Environment  Martin Seremba Kasekende  calls  for preservation of indigenous foods  so as they avoid a risk of suffering from some diseases associated  with  foreign foods. Martin Kasekende was officiating at the closing of the 5th Annual indigenous food fair organized by PELUM-Uganda at UMA hall in Nakawa division.

He said that preservation of indigenous foods will showcase the Ugandan heritage in relation to local foods. He said that the growing of local foods helps farmers to get seeds which can be replanted unlike the imported foods.
 
He further asked government to prioritize  the indigenous foods so as they are given attention for resource allocation for their preservation, adding that the farmers should be helped to have agriculture value chain so as they benefit from their agricultural produce on market. He demanded  actions against fake seeds and fertilizers on the market so as there no compromise of agricultural produce .
The Executive director Buganda Cultural and Development Foundation (BUCADEF) Fredrick Kabuye said that there could be a possibility of losing indigenous foods in Uganda if the young generation is not encouraged to identify themselves with local foods.

Sources tell us that Nsambu is expected to use his financial martial to battle it out with DP’s Mathias Nsubuga in a parliamentary by-election in Bukoto south, in Masaka district.

Meanwhile FDC is also in search for a candidate following a bitter verbal exchange with DP over EALA elections.

The seat fell vacant after the nullification of the former area MP Muyanja Mbabali over lack of enough academic papers. Nominations for the post are slated between 13th to 14th June, 2012.

People in their hundreds have besieged Buganda Road Court premises. The people stormed the court premises to hear by themselves the charges the government accuses opposition leader Col. Kiiza Besigye, Kampala Lord Mayor, Erias Lukwago, Kampala woman MP, Nabillah Sempala and FDC woman leader, Ingrid Turinawe.

The government accuses Besigye and group of organising an illegal assembly in Kampala last Wednesday in which an assistant inspector of Police, John Bosco Ariong was killed.

The policemen have been seen exchanging bitter words with civilians inKampalaas they drove to Buganda Road Court in a procession chanting opposition slogans and V signs.

Police spokesperson Asuman Mugenyi says that the police blocks peaceful processions by opposition politicians because sometimes they degenerate into chaos; leading to riots, loss of lives and damage to property. Large groups of civilians have been overheard cursing present Museveni’s military regime.

Many of the civilians at the Bugandaroad court wished Museveni hell and Besigye all the good things on earth. Asuman says that the police will continue to break down assemblies by opposition leaders.

The 36th Kabaka of Buganda Ronald Muwenda Mutebi II has welcomed back the patriotic people of Buganda who on Monday went to visit the Buganda riots suspects at Luzira prison and those who contributed a lot as a sign of solidarity, restoring hope, re-energizing and above all cementing and strengthening the kingdom’s tie towards the struggle for liberation of the suspects of Buganda riots.

These 25 suspects have been in prison without trial for over two years. Under Ugandan law it is illegal for suspects to stay in prison without trial for over 120 days. ButBugandariots suspects have spent in prison over two years. They were arrested in September 2009.

We are told the Kabaka has met with some of the people who visited the suspects at his palace inKampalaand thanked them so much. The people who visited the Buganda riots suspects at Luzira prison were led by Nkobazambogo chairman, Kigoye Francis Mukasa, leaders of Baganda Ngabo workers Association (BANGAWA), former Lubaga MP aspirant Moses Kasibante, Sekubulwa Edwin Bruno Lukanaso, Youth presentatives in Buganda Lukiiko led by Elijah Kyobe and Buganda kingdom Ministers Florence Bagunywa Nkalubo (Youth minister) and Namudala Kabuuza Mukasa (Minister in charge of royal travels).

Due to local and international pressure, the government in Kampala has allocated Buganda riot suspects a judge to hear their case. The suspects were arrested in September 2009 and since that time they have not been tried.

The development has come at a time when opposition parties mainly FDC and DP, Buganda kingdom and human rights organisations petitioned UN human rights department to intervene into the issue. Bukenya Church Ambrose, told Walakira Nyanzi, a journalist based in Kampala that he has been receiving calls from the Kampala government persuading him not to involve UN in the issue of the Buganda riots suspects. Bukenya is the coordinator of Gwanga Mujje, a group of human rights activists in Kampala with branches in UK and US.

We have learnt that on Tuesday judiciary working on a directive from statehouse assigned the Masindi High Court judge Ralph Ochan to hear the case of the 23 suspects facing treason charges and where applicable give them bail.

Due to the pressure, a source in the High Court told one of our reporters that the government has requested the judiciary to hear the case of the suspects so soon before the UN diplomats visit them in Luzira prison. There is a rumour going in Kampala government that some UN officials want to storm Luzira prison without notice and meet the Buganda riot suspects. The fear is that the UN diplomat could discover that many people have been locked up in Luzira for more than five years without trial due to political influence.

 

Recently the relatives of the suspects broke down into tears after Prison authorities failed to produce the suspects to court as it was earlier communicated. Many people were heard cursing president Museveni’s government, his NRM party and wished US president Barrack Obama comes for their rescue. Another source at the Kampala High Court told our underground informers that the Buganda Riots suspects have stayed for all long without trial because the head of state, who is the appointing authority of the judiciary reportedly had an interest. The suspects were arrested after the UPDF soldiers and some few Police officers stopped the Buganda Katikkiro, J.B. Walusimbi, from visiting Kayunga district in preparation for Kabaka Ronald Mutebi’s visit to mark the annual youth day.

Inmates at Luzira prison have petitioned UN to register their claims which involve the long detention in prison without trial. Some of the prisoners who have petitioned UN include those who were arrested during theBugandakingdom riots in 2009.

The inmates in their petition indicated that many prisoners are languishing at Luzira prison and other unknown places after theBugandakingdom riots when President Museveni’s security agents blocked the Katikkiro of Buganda Eng. JB Walusimbi from visiting Kayunga ahead of Kabaka Ronald Muwenda Mutebi’s visit in the area.

The Kabaka was scheduled to visit Kayunga to openBugandakingdom youths day cerebrations. A number of the suspects were reportedly picked from their homes, places of work and places of worship. Painfully to note, the whereabouts of some of the suspects ofBugandariots is not started. The inmates want UN to assist them to urgeUgandagovernment and security agents to release them.
