Security has been beefed around Kampala today as Uganda’s opposition leader

Dr/Col. Kizza Besigye is anticipated to tour Owino (St. Balikuddembe) market. Yesterday Besigye appeared at Buganda road court to answer charges of violence that resulted into the murder of Assistant Inspector of Police (AIP) John Bosco Ariong last week. As he (Besigye) was returning home the police fired tear gas on him and beat up his supporters. Besigye’s appearance in court followed the Chief Magistrate Eleanor Khainza decision to issue criminal summons to Besigye and 14 others.

Besigye and group were charged with four counts emerging from unlawful society that is contrary to Section 56 and 57 of Uganda’s Penal Code Act.

Ariong was hit with a blunt object, suspected to be a stone thrown from a building on Ben Kiwanuka Street, as Police battled with the crowd that involved opposition political leaders, who were in the demonstration.

Uganda’s opposition leader Col. Kiiza Besigye and 14 other FDC leaders have been charged with staging an unlawful assembly last Wednesday in Kampala central business area that led to the alleged murder of an Assistant Inspector of Police (AIP) John Bosco Ariong.

Besigye and 14 other suspects including FDC Women League leader Ingrid Turinawe, Kawempe Division LC3 Chairman Hajji Mubaraka Munyagwa, Kampala Woman MP Nabilah Ssempala, and FDC woman activist Catherine Dembe appeared before Buganda Road Court Chief Magistrate Eleanor Khainza this Wednesday. Besigye was also charged with injuring a policeman and disobeying lawful orders and blocking traffic flow in Kampala.

Besigye and his co accused were represented by David Mpanga. Besigye and group were granted bail and they are to reappear in court on April 17th this year. Each surety of the suspects was bonded 50 million shillings and each of the suspects produced 20 million shillings not cash. Late Ariong was hit with an object from a building on Ben Kiwanuka Street. Eye witnesses say that a man hit the policeman with an object after he reportedly saw policemen mistreating civilians.

Kampalacity is on tension as the opposition leader, Col. Kiiza Besigye and the city Lord Mayor Erias Lukwago appeared at Buganda Road court on Wednesday amidst tight security to answer charges linked to the last Wednesday city violence in which the Assistant Inspector of Police (AIP) John Bosco Ariong was killed. Lukwago did not appear in court in person because he is out of the country on official duties.

Besigye, Lukwago and many other suspects were summoned to appear at court today    by the Chief Magistrate of Buganda Road Court, Eleanor Khainza.

The accused took plea on four counts of managing unlawful society, contrary to Section 56 and 57 of Uganda’s Penal Code Act. Ariong was hit with a blunt object, thrown from a building on Ben Kiwanuka Street, as Police cruelly dispersed a crowd of opposition Activists who were in a peaceful procession.

Other notable suspects jointly charged with Besigye are FDC Women League boss Ingrid Turinawe, Kawempe Division Mayor Mubaraka Munyagwa, Kampala Woman MP Nabilah Ssempala, FDC woman activist Catherine Dembe, Harold Kaija, Robert Kavuma, Mohammed Ssebugwawo, Hanifah Nakitende, Abdu Mutwalib Kayondo, Malik Nsubuga, Ismail Kirya, Farida Nalubega and Hajj Twalib Kakande.

The government alleges that on March 21, between Kafumbe-Mukasa road,Namirembe Road and Mini-Price building onBen   Kiwanuka Street inKampala the suspects formed an unlawful assembly with the purpose of inciting members of the public against the police leading to the death of Ariong and injuring of AIPs Wabwire, Police Constable Julius Olweng.

The officials of the opposition Forum for Democratic Change (FDC) who are facing treason charges in the High Court in Kampala have complained that appearing every month without trial is so costly for them as individuals and the party in general.

The officials include Ingrid Turinawe (FDC woman leader), Sam Mugumya (FDC Presidential aide), LC3 chairman for Nangabo Sub County in Wakiso district, Tony Ssempebwa, John Walakira and Patrick Mayanja and FDC youth chairman, Francis Mwijukye.

Turinamwe told court on Monday that the government is using the Directorate of Public Prosecutions (DPP) to delay their trial such that they run out of pocket.

Mugumya warned that they are about to boycott the court process if the DPP fails to complete investigations into their trial.

The Nakawa chief magistrate, Esther Namabayo adjourned the matter to April 16 for mention. The case was adjourned after the state prosecutor; Beatrice Odongo requested court to adjourn the matter to April month saying that the DPP was still compiling the facts to be used in courts against the suspects.

The government side alleges that the suspects between August and October 2011 in Kampala, Hoima, Wakiso and Mityana district planned to overthrow the NRM government by use of guns. The suspects are being represented by their lawyers Akello Patricia, and Ernest Kalibbala.

The members of Forum for Democratic Change (FDC) are smiling from west to left because their party has received $2m from German to be used in the legal battles the party is currently facing.

As we talk now FDC is battling a court case at Nakawa Chief Magistrate’s Court in which three Forum for Democratic Change (FDC) officials and others are charged with treason in connection with walk-to-work protests.

 The chief magistrate of Nakawa court, Esta Nambayo heard last week that the case was still before the Director of Public Prosecution (DPP).

Nambayo last week adjourned the case to March 12, 2012 for hearing. The three FDC officials facing treason charges include Ingrid Turinawe (FDC women league leader), Francis Mwijukye (leader of FDC youth), and Sam Mugumya (FDC president Col Kizza Besigye’s aide). Sources say that FDC is going to use the money to pay the lawyers defending its officials at Nakawa court.

Household properties belonging to Kampala Deputy Mayor, Sula Kidandala have been attached by court bailiffs over accumulated house rent.

Kidandala has been occupying a fully fledged residential house in Kawempe and failed to pay the land lord his rent amounting to 1,500,000 million shillings.

We hear the house which Kidandala has been renting belongs to Bashir Kalimu, a business tycoon in Kampala .

Pursuant to section 3 of the distress for rent act and chief magistrate’s court at Nabweru authorised the bailiffs to attach the lord mayor’s property.

The properties attached included a fridge, carpet, sofas, dinning tables and side boards among others. By the time the bailiffs invaded the mayor’s home, he was not around.

However, we hear that when he was informed about the development, he came immediately and cleared the debt and the costs of the bailiffs.

The former Member of Parliament for Lubaga North, Singh Katongole has reportedly developed high blood pressure after losing his seat to his rival, Moses Kasibante on Monday 24/oct/2011.

We have been reliably informed that Singh has not eaten anything and he is bedridden at home since Monday when the High Court sitting inKampala declared Moses Kasibante the duly elected Member of Parliament for Rubaga North saying he was the rightfully elected member of constituency.

This was contained in the Monday High Court judgment which lasted more than one and a half hours. The High Court Judge Justice Kibuuka Musoke faulted the Mengo Chief Magistrate for issuing a vote re-count order and abdicating the re-count process to a third party which should not have been the case as stipulated by the Parliamentary and Presidential Elections Act which led to the mess that followed the process later.

Kibuuka Musoke’s ruling brought to an end Singh’s brief parliamentary career that saw him a couple of weeks making a submission during the heated oil agreements debate in the house in support of the NRM party.
