Government Chief Whip in Parliament, Ruth Nankabirwa

Parliament has amended section 34, sub rule (1) of the Rules of procedure pushing the Prime Minister’s question time to Thursday of the week from Wednesday on justification that the Minister cannot beat the traffic jam on Entebbe road to attend the Parliamentary proceedings in time.

The proposal was moved by the government Chief Whip, Ruth Nankabirwa, while Parliament was handling the amendment of rules procedure.

Nankabirwa, said that since the head of state chose Wednesday to be cabinet day and being that cabinet meeting sit in Entebbe to enable the prime minister to be in parliament in time to answers MPS questions on different matters.

The Opposition Chief Whip, Ibrahim Ssemujju Nganda, had wanted Parliament to reject the proposal to shift the prime minister’s question time to Thursday since tax payers pay money for the President’s office which is in Kampala.

But parliament agreed to approve the government chief whip’s amendment on this matter.

Ministers in the past have been absent or late for Parliament’s proceedings especially on Wednesday ,on ground that they are delayed in Cabinet meeting causing suspension of the sitting for some minutes waiting for their presence for Parliament to transact business of the day .

Parliament has directed the Ministers of Security and Internal Affairs to explain the ongoing killings of people and brief the country under what circumstances police is shooting live bullets to the people.

The matter was raised before Parliament by the Member of Parliament for Nansana Municipality, Wayima Nsereko and Rubaga North MP, Moses Kasibante in relation to cases involving the killing of 2 women in Nansana Municipality and shooting a woman who was in the company of former cranes strike, Godfrey Massa.

Rubaga North MP Moses Kaisbante raised the matter before Parliament and asked government to explain why the police used live bullets to shoot at the former Uganda Cranes captain.

Last Thursday, police reported that Massa’s car was shot at by their officers near the Namboole flyover in Bweyogerere.

The MP for Kapelabyong County, Julius Ochen, criticised the government for not taking action when the civilians are being killed and demanded to know the causes of the rampant killings of people in the country.

The government Chief Whip, Ruth Nankabirwa, says that all the issues regarding killings and shootings will be forwarded to the Security Council that sits every Thursday.

The Deputy Speaker, Jacob Oulanyah, ruled that the Nankabirwa gives the House a report next Tuesday after the Security Council’s meeting.

The Government chief whip Ruth Nankabirwa Sentamu said that the youth should stop complaining  about the increase in nomination fees for parliamentary and presidential seats, saying that it does not favour them financially.

Nankabirwa said that the youth and other people who can afford nomination fees should seek sponsorship from political parties of their choice and raise the required fee. She noted that as youth they should have individual friends who can sponsor them in situations where they do not have campaign money.

He defended government on the nomination fees for the parliamentary seats, saying that as executive they wanted one million shillings from 200.000 shillings but were over powered by parliament that and put the fee to 3 million shillings.

MP Dokolo District Women’s Constituency, Cecilia Ogwal

Opposition in parliament has attacked the NRM party youth members of parliament for promoting the issue of sole candidate for the president and forget demanding programmes addressing the problem of youth unemployment.

The opposition Chief Whip Cecilia Ogwal Atim said that she is surprised that youth MPs keep quiet over unemployment which mostly affects youth and defend things like sole candidate. Ogwal said that the youth must speak out on the issues of unemployment because this matter may cause problems in the country when they decide to take to the streets.

She further attacked government for the declining budget for the Agriculture sector which could have been boosted and create more jobs for the unemployed. She said that she is pained to see that they will be going to look for votes from poor and unemployed Ugandans whose major employing sector is being underfunded every financial year.

It seems the long suffering Uganda opposition leaders and members who have suffered untold looting, harassment and torture from rapacious Ugandan leaders are now fighting back by mobilizing Ugandans and working with the international community such as England and USA to aggressively fight the Uganda National Resistance Movement officials who have reportedly stolen wealthy. Some of the Uganda cabinet ministers who are suspected to have stolen the country’s funds includes Prime Minister, Amama Mbabazi, Foreign Affairs minister, Sam Kutesa and ruling party chief whip, John Nasasira among others.

Col. Kiiza Besigye, the president General of Forum for Democratic Change (FDC) says that opposition members want to make it an increasingly high risk for government officials in Uganda to embezzle public funds. President Museveni all along has been seen by many people as shielding thieving government officials.

Besigye alleges that some officials in Uganda government are dirtiest politicians and computer hackers who can break into electronic vaults and steal the country’s resources. He says that Ugandans no longer want to be grievously robbed by the thieving Uganda government officials.

Opposition MPs have expressed confidence that by the end of their retreat they will be energized to perform even better when the house resumes.

The opposition Mps is set to travel to Jinja this evening for a three day retreat.

Speaking to journalists at parliament today the opposition chief whip and Kasese woman Mp Winnie Kizza said the retreat is intended to allow an internal audit of the opposition performance noting that it is not political.

She says while a lot has been done by the opposition in the 9th parliament, they need to evaluate their performance and forge a way forward.

The National Resistance Movement (NRM) government has called for a retreat in order to solve the internal wrangles, and save the government cadres currently facing corruption charges.

The acting chief whip of NRM, David Bahati says that the one-week retreat is scheduled to start on Thursday January 12th at the National Leadership Institute in Kyankwanzi.

The retreat comes at a time when most of the MPs on the NRM ticket are sidelining with the opposition to fight the increasing case of corruption in Uganda government. Bahati says that the retreat will help NRM to tame their members who are sidelining with the opposition to fight the government in power.

The retreat has also come at a time when the country is in a deep financial crisis and hundreds of Ugandans hardly get one meal a day. Some of the voters in Uganda due to poor sanitation, corruption scandals and political unrest in Uganda, want to recall some of the leaders in parliament.
