Chibita made the remarks while speaking at a consultative meeting on the proposed prevention and prohibition of human sacrifice and harmful practices bill held at parliament’s conference hall organized by the parliamentary forum on children.

He said that child sacrifice has continued due to lack of a serious law, calling for a death penalty as a serious provision to send a loud message to perpetrators of child sacrifice.

He questioned that if   there is a death penalty to persons who murder adults who can defend themselves what about a child.

He also said that the bill should include a section that gives part of the assets of the offenders to the victim of crime to rehabilitate him of her.

He said that there must be a law against finding a strange child with a witchdoctor in a shrine to deter practices of child practices.

The movie dubbed ‘the blood bath’ highlights the police and the judiciary’s weakness in punishing people behind ritual murders.

The film shows that many times the people implicated in the ritual murder use their financial muscles to win cases. The movie was directed and written by Mabirizi Busulwa.

Reports indicate that Busulwa had invited over 200 people to attend the grand launch but unfortunately handfuls of people  turned up.

This followed the suspects clocking 180 days on remand and prosecution lacked committal papers to commit them to the high court for trial.

Grade II magistrate James Wambeya bonded each of the suspects at 1 million shillings non cash and each of the sureties at 2m shillings each non cash.

Hajji Ssessolo is jointly charged with his wife Hajat Zikula Nabukenya and their son Bashir Ssesolo, an A level student of Rise and Shine SS in Ntinda.

Prosecution alleges that on 8/12/2010 at the Northern by pass fly over in Bukoto Kampala, Hajji Ssessolo’s family murdered a baby suspected to be between 6 months and 1 year in ritual sacrifice and dropped the head at the Northern by-pass.

The suspects were arrested after Police sniffer dogs led investigators to Ssessolo’s house.
