The Lord Mayor of Kampala Capital City Authority (KCCA) is not supposed to inform the police or not even president Museveni/ Uganda government when doing his work including road inspections, touring city markets, visiting hospitals, churches, mosques, political party headquarters, night clubs, taxi parks and business centres.

On the other hand, the President of Forum for Democratic Change (FDC), Col. Kiiza Besigye and all other political party presidents have a right like other Ugandans to go any where in Uganda whether in markets, churches etc without informing police.

FDC deputy spokesman, Toterebuka Bamwenda asked Museveni to avoid politics and look at the issue of freedom of assembly, movement and expression with a sober mind. Bamwenda asks whether Museveni ask for a permission to tour Kampala markets or to pass on the roads.

The FDC spokesperson says he has never seen civilians in Uganda attack police until after the police tear gasses them.

Vendors in both Old and the New Taxi Parks are in shock wondering their next step after the police and Kampala capital City Authority (KCCA) evicts them. The police and KCCA had planned to evict these vendors today.
However, fortunately on traders’ side, the inspector General of Police Kale Kayihura halted the eviction. Kayihura just directed his officers to give the vendors chance to leave the taxi parks in peace.

The director of KCCA had earlier issued a directive last week that the vendors get stalls in city markets and leave Old and New Taxi Parks today.

Kayihura halted the eviction after receiving reports that the vendors were planning to burn taxis during the eviction. A source in police says that the traders will still be evicted soon.

General Elly Tumwine has told off president Museveni to stop playing around with the blood of those people who sacrificed for freedom.

This was during the PAC report debate on the financial scandal involving NRM’s entrepreneur, Hassan Basajjabalaba who was given the compensation of over 142 billion shillings as compensation for losing tenders in the city markets.

The parliament was discussing whether the bank of Uganda Governor Tumusiime Mutebile should be fired because of his reported role in awarding the above sum of money to Basajjabalaba.

The corridors of power were saying that the president had instructed the ruling party MPs not to support any move that would lead to the firing of the Central Bank Governor.

Gen. Tumwine said that Mutebile has to go in the same way the former ministers, Khiddu Makubuya and Syda Bbumba went. He reportedly added that the time for Uganda to get ride of the corrupt public officials in now.

Gen. Elly Tumwine is remembered to have fired the first bullet in 1981 NRA war and he lost his eye during the bush war which brought President Museveni and his government to power 26 years ago.

Police the whole of last month was investigating Abdulla Kitata, the NRM chairperson of Lubaga division in Kampala over allegations that he calls himself an aide to the Inspector General of Police Lt. Gen. Kale Kayihura and cons people of millions of shillings and property.

The probe started after a member of NRM in Lubaga told police that Kitata in addition to conning people, mobilizes youth to takeover administration of city markets whose chairpersons refuse to give him money.

The police also heard that Kitata recently was seen at Busega roundabout market mobilizing the youth who reportedly assaulted police officers. And that Kitata conned Kayikura after informing him that he knows all the groups of opposition youth whom opposition parties use to stage riots in the city.

Kayihura reportedly gave the rioting groups motorbikes, chicken and hard cash in order to persuade them to stop the habit. Kayikura was later informed that the items did not reach the beneficiaries.

The police further investigated Kitata over allegations that he mismanaged the 500 million shillings president Museveni donated to boda boda riders in Lubaga and that he receives bribes from people who build structures in wetlands located in Lubaga.

However the police investigations found out that Kitata was a victim of political interests among NRM members in Lubaga. The report by a police detective inKampala, Moses Muhairwe indicates that Kitata, a resident of Kitaka zone in Busega parish has never conned market vendors, mismanaged Museveni’s funds meant to benefit boda riders, and has never assaulted any policeman as it was earlier reported. In fact the report shows that Kitata is a law abiding citizen who has helped the police in Lubaga to eliminate thugs in the area. When contacted Kitata also confirmed that he is not a policeman so there is no way he could call himself an aide to Kayihura.

The ministry for finance and Bank of Uganda are currently involved in a row over repayment of city tycoon Basajjabalaba’s shs142 billion compensation funds to the central bank coffers for losing city markets.

Bank of Uganda  Governor Tumusiime Mutebile told the public accounts committee that much as the then finance Syda Bbumba assured him that his money would be paid back, the matter continues to a subject of fists between the central bank and finance ministry.

He says the bank is now in losses on its account because the two entities have not finalized on who will pay, adding that the new minister for finance (Maria Kiwanuka) has however asked him to wait  to allow negotiations.

Mutebile says that the central bank has already paid out shs120 billion (USD26m) to various city banks to which he gave letters of comfort (guarantees) to give Basajjabala loans; on understanding that the ministry of finance was going to pay this money and that talks are ongoing between Bank of Uganda  and these banks regarding the balance of US$20m.

He explained that he gave the guarantees to those banks including Tropical bank, UBA, Orient and bank of Baroda after then finance minister Syda Bbumba assured him that Basajjabalaba was owed by the government 142 billion shillings and that this money was to be paid back after parliamentary approval.

He said they sought his assistance to help Basajjabalaba to secure loans which he offered.

The high court judge Billy Kainamura has told the public accounts committee of parliament investigating the compensation by government that all the claims that were paid had been authorized by the president.

Kainamura who appeared before the committee in camera told mps that he got the letters for authorization of payment for different claims of compensation while he was still solicitor general of government from the former attorney general khiddu makubaya and there was no reason for him to doubt these letters that they were coming from the president.

Kampala business tycoon Hassan bassajabalaba appeared before the committee and said the president Okayed his claim of 142 billion shillings the loss of the contracts to manage city markets that caused government a loss of billions of money.

The chairperson of the committee Wadri kassiano says the committee will meet with the president to ask him about the claims before they make the report.

The president has disowned Basajjabalaba’s claims.  Recently state house issued a statement and the head of legal department in the state house Joy kabatsi said that the President never mentioned a figure, either by word or in writing as a basis for Basajjabalaba’s compensation.
