Parliament
Parliament has constituted the parliamentary committee leadership and membership with government chief whip designating MPs perceived to be opposition on different committees causing anxiety.
The chairpersons and deputies of the 26  parliamentary committees of the 10th parliament as approved by parliament include:
  • Mohammed Nsereko, MP Kampala central heads Equal opportunities committee deputized by Helen Asamo, MP for person with disability;
  • Syda Bumba chairs National Economy her vice chairperson is the MP for Hoima municipality Lawrence Bategeka;
  • Budget committee is headed by the MP for Ntenjeru north Amos Lugolobi deputized by Wamakuyu Mudimi;
  • Member of parliament for Nakifuma county chairs science and Technology and his vice is the MP for Kigulu north Fred Kyakulaga;
  • Hiv/AIDS committee headed by Aliek Judith;
  • Jovah Kamateka heads Human rights committee and her vice is Safia Nalule;
  • Finance committee is chaired by Henry Musasizi and deputized by Joy katali;
  • Health committee is headed by Dr.Micheal Bukenya and the vice chairperson is Ann Logiel;
  • Public Accounts committee is chaired by Angelina Osege and her deputy is Gerald Karuhanga;
  • Foreign Affairs committee is headed by Rose Mutonyi and deputized by Janet Akolimo;
  • Judith Nabakoba is designated as the chairperson for defence and internal Affairs her vice is Kezekia Mbogo;
  • Natural resources committee is chaired by Alex Byarugaba and his vice chairperson is Dr. Kefa Kiawanuka;
  • Presidential Affairs committee is headed by Fred Mwesigye his vice is Suzan Amero;
  • Denis Sabiti heads Physical infrastructure committee and his deputy is the woman MP Luwero district Lillian Nakate;
  • Public service and local government is chaired by Rapheal Magyezi and his vice is Godfrey Onzima;
  • COSASE committee is chaired by MP for Bugweri county Abdul Katuntu and his deputy is Annet Among;
  • Gender committee chaired by Margaret Komuhangi her deputy is Beatrice Anywar;
  • Trade and tourism committee is headed by Keneth Lubogo deputized by Alex Ruhunda;
  • Legal committee is under the leadership of Oboth Oboth as chair and his vice is the woman MP for Gomba district Robinnah Rwakojo;
  • Education and sports committee is chaired by Konnie Nayenze Galiwango and deputized by Jacob Oplot;
  • Rules, privileges and discipline is headed by Keneth Obote Ongalo
But  the member of parliament for Lwemiyaga county in Sembabule district Theodore Sekikubo protested giving the chairmanship of the Rules, privileges and  discipline committee to the member of parliament for Kalak county Keneth Ongalo Obote and leaving out MPs with long standing legal minds like Sam Bitangalo.
Surprisingly, the government chief whip designated UPC MP for Maruzi county Maxwell Akora as the vice chairperson of the ICT committee yet the opposition chief whip had also designated him to another committee causing confusion among some MPs. MPs were also concerned about the outspoken member of parliament for Kitgum district Beatrice Anywar being designated by government whip but the deputy speaker says that what is not prohibited and is allowed, adding that if it is wrong some else has to interpret for parliament.
The woman member of parliament for Buvuma district Egunyi Nantume  said that it was wrong for the government chief whip to designate opposition MPs on committee membership yet the rules of procedure was not changed. Latigo said that the designation can be challenged since it was done using the parliamentary rules of procedure of the 10th parliament.

Abdul Katuntu noted that government  chief whip designating opposition MPs on various committee means that those designated have crossed to the ruling party and may lose their seats in parliament .

Members of Parliament have criticized the chairpersons of the committees of parliament for sitting on peoples petitions  sent to parliament seeking for interventions on the matter they think that government had failed find solutions.

Mps said that people take their petitions to parliament for quick solution but the peoples petitions are not handled by committees and most of them are taken by events and rendered useless.

According to the rules of parliamentary procedures the committee of Parliament is supposed to discuss a petition summon the relevant people and Authorities mentioned in the petition and then present a report in parliament within 45 days but most of the reports take more than three months in these committee.

This issue was raised by Serere District woman MP Alice Alaso saying that since she presented the petition of pharmacist of Uganda against the governments’ delay to admit them to practice but to date there has been no report by the former social service committee (which is currently the committee on Health).

Mukono Municipality MP Betty Namboze Bakileke also pinned   committee Chairpersons for delaying to present petitions in the parliament for debate saysing that it’s now three months since she presented three petitions  for parliament intervention but nothing has been done to her

Bulisa county MP Stephen Mukitale says, these petitions should directly be handled by the whole parliament so that the ministers responsible give answers

The deputy speaker of Parliament Jacob oulanyah  directed the Committee Chairpersons to dispose off the petitions that were referred to their committees to make reports to parliament to dispel public fear.

Oulanyah  says that if petitions are not handled in time this will create suspicion from the public that parliament is inefficient in performing it duties and public will also lose trust in parliament for not handling their petitions.

Groups of motor cycle (boda boda) riders and operators have vowed to stage a violent demonstration at Entebbe International Airport because the government has banned them from accessing their airport.

The government banned them on Tuesday, a decision that left many boda boda riders disappointed. Fred Kaggwa, a boda boda operator in Entebbe told our informer that a demonstration is likely to erupt at Entebbe Airport anytime if the ban is not reversed.

The ban was instituted by joint security committees at Entebbe international Airport with effect from Wednesday this week in a bid to ensure security.

Moses Kafeero, the Entebbe Airport police commandant confirms that the boda boda riders have been stopped from accessing the airport.

The ban followed security reports that the notorious Al Shabaab fighters in Somalia were plotting to bomb Uganda over its involvement in the Somali insurgence.

 The Electoral Commission has discovered that some LCI executives forge commission’s appointment letters.

The commission’s chairperson, Eng. Badru Kiggundu has asked the police to investigate all persons on LCI committees who forge the commission’s appointment letters.

Kiggundu says that the commission has received information that in Makindye Division in Kampala, some people last week forged EC appointment letters purporting that the commission had appointed them as LCI chairpersons.

Kiggundu says that most forgeries of the commission’s appointment letters have been taking place Sekindi, Upper Katuuso and Bukasa in Makindye division among others.

Kiggundu has told our informer that the Inspector General of Police, Maj. Gen. Kale Kayihura has promised the commission that the force is to investigate those alleged forgeries to the last end. Kiggundu also says that the commission is preparing to organise fresh LCI polls. The LCI polls were last held in 2001.
