The executive Director Uganda National Bureau of standards Ben Manyindo says, effective 3^{rd December the Bureau started using the pre-export Verification of conformity to verify the goods.}

He says, now the goods are being inspected at their country of origin before they are exported into the country.

He says in total six companies have been contracted to carry out the inspection of the goods on behave of the UNBS.

He reveals that the companies include, S.G.S Company, Intertek and Bureau veritas will deal with inspecting the general goods entering the country.

He says other 3 companies Jevic, EAA and Jabal Kirimanjaro will deal in inspecting vehicles imported into the country.

President Museveni might have used his powers to direct his minister for energy to sign an oil deal with Tullow Oil without the support of the people he rules, but the wrath of Ugandans keeps on growing every day. The members of the Democratic Party, the oldest opposition party in Uganda have vowed to petition European Union Parliament asking it to investigate the deal oil companies, Tullow Oil and Total signed with Uganda. The party has also threatened to mobilize its supporters to stage demonstrations in case diplomacy fails.

START’s Africa Initiative (AI) seeks Pre-Proposals from African scientists for one-year projects on global environmental change in Africa.

Proposed research must be field-based and should seek to address substantive policy-relevant challenges facing African policymakers in one or more of the AI areas of conflict resolution, energy, food security, health, migration, and the cross-cutting theme of climate change.

Special consideration will be given to proposals that are amenable to cross-country comparison and develop benchmarks for measuring policy outcomes.

Particular attention will be given to proposals that deal with one or more of the following topics:

• Distribution of food and water as a public good
• Financing for innovative solutions to challenges in the areas of climate change and energy
• Emerging donors in Africa, such as India, China and Brazil
• Implications of demographic change and urbanization
• Policy implementation gaps in local health care delivery and treatment of infectious diseases
• Sources of funding for rebel movements

The Africa Initiative encourages proposals from relevant fields of physical sciences and social sciences. Eligible applicants are African-based scholars, and early-to-mid-career Canadian-based researchers.

Applicants must have a post-graduate degree or be in the advanced stages of a doctoral program.

While the Africa Initiative will give due consideration to any proposal consistent with the overall aim of this project, special consideration will be given to proposed research that:

• Aims to develop innovative approaches to addressing policy challenges in the Africa Initiative’s thematic areas
• Seeks to collect data that can be used by policy makers in Africa
• Attempts to inform both policy makers and academics
• Involves questions that are especially amenable to cross-national comparison

The Ugandan representative to the East African Legislative Assembly Dan kidega has demanded the East African governments through the East African council of ministers to agree on the method of dealing with the problem of water hyacinth reported on lake Victoria again.

This followed the EALA committee on  Accounts on the East African community for year 2010 chaired by Bernard Mulengan reporting that water hyacinth on lake Victoria is a burden to the vessel’s operation and no efforts are in place to stop the hyacinth .

Kidega said that the East African countries should agree on the methods to remove the water hyacinth on Lake Victoria by use of mechanical approach, use of insects like beetles or use of chemical to spray the hyacinth.

The East African MPS who are now sitting in Uganda parliament noted that the vessel given to the East African community by UK’s Department of international Development in 2004 for use on Lake Victoria to improve safety of navigation and research is not operational due to water hyacinth reported on Lake Victoria waters.

Some people around the country have been baffled and wondering where the legal advisor of DP, Mukasa Fred Mbidde is getting all the money he is splashing in town.

Many people have been overheard alleging that Mbidde gets the money from statehouse, fraud and others claim that the young lawyer receives money from homosexuals.

 But our reporters have learnt that Mbidde doesn’t get the money from any of these sources. We have learnt that Mbidde who owns a series of vehicles and houses in town has two main sources where he gets the dime.

 One is that Mbidde is a land dealer and property blocker. He goes to Europe, china and Middle East and persuades investors to come to Uganda after convincing them that land in Uganda is cheap yet the market for their products is largely available.

So when they come, Mbidde connects them to big people in government who also connects them to the president. On this deal Mbidde gets the commission in dollars. Another source of money for Mbidde is his law firm of Mbidde and company advocates.

When asked whether he gets money from statehouse he had this to say, “I earn more than an ordinary Uganda minister per month, does it mean that statehouse loves me more than ministers or any of this official?’

 After making a joint deal with a Kampala Businessman Sebalamu to build ‘Freedom city’ shopping mall in Namasuba PWD zone, the Kabaka now wants to start up a bank on his new arcade in Katwe.

The Kabaka’s arcade is called Muganzirwaza. A source in Mengo, a seat of theBugandaKingdomtold us that the Kabaka will use some of the rooms of Muganzirwaza to house Buganda bank.

 We hear that preparations for Buganda to start own bank are in high gear and that the Katikkiro of Buganda, JB Walusimbi is in charge of making all the arrangements for the Bank to start. We shall give you more details as the all process matures.

The son to president Museveni, Col. Muhoozi Kainerugaba was the guest of honour at the party that was organised by Kampala Kindergarten in Nakasero when the school was celebrating its 60 year anniversary this week. 

Muhoozi after giving his key note speech donated five million shillings to be used to construct the new school block. In total 25 million shillings were contributed by all the guests and parents who attended the party.

However the money the son to the head of state contributed has sparked controversy among opposition members. The president of the Democratic Party, Norbert Mao asked Muhoozi to come out and tell the citizens whether it was not from bribe some of the government officials reportedly got recently from oil deal.

Ibrahim Kasozi, the FDC Youth chairperson inBugandasays that this could be a ploy by statehouse to start portraying Muhoozi as man who cares to improve the country’s education such that in future he contests for president.

The legal advisor of DP Mukasa Mbidde says that the party members suspect that the thugs’ interest was not in stealing the computers but in the information that was stored in the computers. Police investigations into the matter have started and the party suspects that the suspects will be arrested.

One of the computers stolen belonged to the party president, Norbert Mao. Mbidde says that the good information is that the party has a backup of the information that was stolen.

 He says that the stolen information will not cause great impact on the daily management of DP affairs because whatever was stolen is in the party backup system.

Asked whether the party doesn’t have security at the headquarters, Mbidde said the guard could have been asleep or part of the deal. The police have already interrogated the guard, Issa Muwonge and the party has suspended him indefinitely.

We are told by a family pal that immediately after Ronald received the money from the sister he realised that it had some blood stains. The following day he lost his senses and his pals took him to his dad in Fort portal to seek the services of witchdoctors.

It seems the services worked because he stayed there for a few days and he regained his senses. On returning to Kamokya where he resides, he reportedly found his room broken and the money and the property he left there stolen.

The first suspect who came on his mind was his sister Grace Katima. When Katima visited Mugasa a day after, the two reportedly fought and Katima was injured in the process.We are told Mugasa also threatened to kill his sister. Katima rushed to Kiira road police station and reported the case registered as SD 5/12/12/2011. As usual the police swung into action and arrested the boy.

The case was recorded by police detective Charles Tibagwa. At the police, we are told by the detectives that Mugasa pinned Katima of stealing his property and misguiding him to divorce his wife of three kids, Grace Namakula. The police also intervened into this issue of divorce and reunited Namakula with Mugasa.
