]]> The Minister for the Presidency, Muruuli Mukasa has revised the salary structures of public servants and councilors working in Kampala district. This follows a directive by parliament requesting him to table before the House the salary structure for the Kampala Capital City Authority staff. According to the sources in the minister’s office, the Executive Director of Kampala earns 36 million shillings per month while the deputy directors who are nine in number each earns 28 million shillings per month.

 The Lord Mayor of Kampala, Erias Lukwago earns 16.7 million shillings while his deputy earns 11 million shillings.

The chairpersons of Kampala divisions/Division Mayors receive 10.7 million shillings each and their deputies get 8.2 million shillings. Kampala district councilors receive 4.45 million shillings and the division councilors get 3.5 million shillings.

The least paid staff member in Kampala district earns 1.8 million shillings according to the new salary structure and that person is a messenger.

]]> President Museveni has appointed a woman as the de-facto chief executive officer of the Uganda Parliamentary service. Ms Jane Kibirige was appointed yesterday.

This brings the number of women in the top administration of parliament to three. Others are Rebecca Kadaga, the speaker of parliament and Helen Kaweesa who is the public Relations officer of parliament.

Ms Jane Kibirige will officially takeover office this month of February this year. Ms Kibirige has officially replaced former clerk to parliament, Aeneas Tandekwire. Tandekwire left the office four months back.

When Tandekwire left office two people acted as deputies. These were Paul Wabwire in charge of Legislative Duties and Kaija Kwamya in charge of Administration.

The speaker of parliament Rebecca Kadaga has met ms Kibirige and Kibirige also gave her an acceptance letter to take the new task.

Professor Mondo Kagonyera today Thursday was installed at MakerereUniversityas the university chancellor for the second in office.

Prof. Mondo was installed by the Vice President of Uganda, Edward Kiwanuka Ssekandi, who was flanked by the education minister Jessica Alupo. The function was attended by the

acting Vice Chancellor Prof. Venansius Baryamureeba and his two deputies, deans of students, and students’ leaders and representatives from Kampala Capital City Authority.

Kagonyera was appointed by president Museveni on December 22nd 2011 to run the topMakerereUniversity seat for the next four years.

]]> The students of MakerereUniversity have demanded the Vice Chancellor of  Makerere University, prof. Venancious Baryamureba and his deputies to vacate their respective offices alleging that they are acting illegally.

The public standing orders provides that a public officer will act in an acting capacity for only six months of which the Vice chancelor and his deputies have violated because they have so far stayed in office for more than two years.

Winston Nsibirwa, the chairperson ofMakerereUniversityconcerned students association, says that “we have contacted our lawyers to drag the university council and the persons bearing the said offices to court.”

Baryamureba’s deputies are prof. Lilian Tibatemwa who is the deputy vice chancellor in charge of academics and prof. Kikodri Togboa who is in charge of finance and administration.
