I have learnt with shock this morning that the Vice President, Edward Kiwanuka Ssekandi will be the Chief Guest and is to preside over the 50 judges’ conference including the Chief Justice Benjamin Odoki, this morning at Speke Resort Munyonyo in Kampala to, among others, take stock of the previous year and to review the Judicial integrity opinion report.

The public should recall that on the 20th day of October 2011, we filed Msc. Application No. 108 of 2011 an application for prayers that Election Petition No. 19; Mbabaali Jude v Edward Kiwanuka Ssekandi is still before court and should heard and determined. The ruling is coming up for judgment on the 17th day of January 2011 by her Lordship Elizabeth Musoke.

In our opinion Edward Kiwanuka Ssekandi would not have been the right person to preside over such a conference where the Judiciary is going to discuss issues relating to integrity of the judiciary because his image is now tainted in the public eye as he is battling election rigging before the same judges he is going to meet and preach to issues of integrity.

Secondly we have a fear that the presiding over of this conference by the said Ssekandi where the said Justice Elizabeth Musoke is in attendance may have an impact upon her decision in the said ruling that is to be delivered on the 17th day of 2012 at the High Court in Kampala. Or the words the said SSekandi may say at the occasion may influence the said judge not to reach the decision in the said ruling with complete impartiality.

We condemn the Judiciary for having made such a bad choice of Chief Guest given the circumstances and we pray that the said judge avoids the said conference to avoid being influenced in her decision in the said ruling that the whole country impatiently awaits for.

Following the tremendous increase in the HIV prevalence in the country, Uganda has been forced to launch three anti HIV/AIDS strategies that will help in driving down the high rates of HIV among the populace staring 2011 until 2016.

Vice President Edward Kiwanuka Ssekandi

The launched strategies by the vice president, H.E. Edward Kiwanuka Sekandiinclude, the national HIV prevention strategy, Prevention of mother to child transmission of HIV strategy.

Speaking at the launch of the strategies, Sekandi cautions the experts to be extra careful as they implement these new preventive tools noting that they have to fully inform nationals that the disease is still with us.

But the health minister, Christine Andoa reveals that govt is to sign US.$.270M to be used in fighting malaria, T.B and other related disease which tend to break down the persons’ system when infected with the disease adding that much emphasis is to be put on islands.

However, the chairman, Uganda AIDS Commission (UAC) Prof. Vinand Nantulya challenges teachers to re-embark on teaching pupils and student the dangers of the disease and preventive methods as it was it the past.

He also stresses that men are now leading in transmitting the disease to their wives and children which now calls for change in men’s behaviors.

Vice President, Edward Kiwanuka Sekandi is again in deep trouble with his main political rival in Bukoto central, Jude Mbabaali.

This time, Sekandi’s problems arise after a group of voters in Bukoto Central re-petitioned the High Court seeking to have Sekandi out of parliament. In the first instance it was Mbabaali who petitioned court seeking the same.

However the Catholic Church and the Buganda kingdom sat down with Mbabaali and requested him to save Sekandi, because when he removes him from parliament, Sekandi will consequently lose his post as Vice President.

The Bishops headed by Bishop Kaggwa of Masaka Catholic Diocese have now recalled Mbabaali, Sekandi and the petitioners for a meeting due to take place on Sunday in Masaka.

Mbabaali says that it is Sekandi’s government that has failed to split Bukoto Central into two constituencies as earlier agreed. He says that the voters in Bukoto know that Sekandi rigged his way to parliament and they don’t want him.

So Sekandi has to fulfill whatever he promised Mbabaali if he wants to stay in the house and perhaps remain on the post of Vice president.

Buganda Kingdom's charles peter mayiga

Information from Kabaka Muwenda Mutebi’s palace at Bulange Mengo has it that prominent lawyer Peter Mayiga is planning to resign his post such that he concentrates on laying down strategies of replacing Bokoto central’s (Masaka) MP, Edward Kiwanuka Sekandi. Sekandi is also the Uganda’s Vice President.

The development has come because Jude Mbabali of DP, who used to contest against Sekandi recently announced that he was not going to contest against Sekandi anymore.

Mbabali recently withdrew an election petition against Sekandi something which angered opposition politicians not only Masaka but across the country. Many opposition politicians were heard publicly alleging that Mbabali was bribed to withdraw the case against Sekandi.

Mbabali however denied being bribed by Sekandi. Sekandi too rubbished claims that he bribed Mbabali to withdraw the case against him, instead reasoning that the constituency is to be divided into two soon, and him (Sekandi) will be from different parts (constituencies). But now here comes Mayiga to give more headache to Sekandi.

The Vice President Edward Sekandi has challenged member states in the East African Community to involve the common person in the integration process.

Sekandi was today speaking at the opening at the 3rd East African Conference on good governance.

He observed that the countries have ignored the common person in the entire intergration process, limiting its impact.

Sekandi advised that involving the common man will make the integration process more meaningful.

He called on the countries in the East African Community to work together towards ensuring that the rule of law prevails in the region.

Sekandi further urged the countries to find solutions to the problems plaguing the region such as the high inflation rates and increased cost of living.

Edward Kiwanuka Ssekandi

In his first public address since he became the Vice President this month, Sekandi told the Christians who were at the Martyrs day celebrations at Namugongo in Kampala on June 3 that like the church, the government of Uganda also condemns some western cultures like homosexuality, lesbianism, drug abuse and other immoral acts.

The Vice President (VP) thanked the churches for the good partnership they have with government in shaping the society.

The VP said that the immoral acts are not only a threat to the Church or nation but also to the entire humanity.

He said that government will not condone immorality in the context of human rights as the western countries commend.

Democratic Party member Jude Mbabali has filed a petition at the office of the inspector General of Government demanding for the arrest of the newly appointed vice president of the republic of Uganda Edward Sekandi .

Edward Kiwanuka Ssekandi

Mbabali accuses Sekandi of abusing his office during the election campaign for Bukoto north parliamentary seat in which he used government vehicles and fuel. During a press briefing at their Democratic Party headquarters in Kampala, Mbabali said he has video evidence to prove his case.

Mbabali further said he has given the Inspector General of Government one week to have Sekandi arrested or else he goes to court himself to have Sekandi charged in courts of law for abusing his office.

Mbabali has already filed an election petition challenging his nemesis Sekandi in Masaka High Court, which is still pending. Efforts to get a comment from Ssekandi or the IG’s office about the matter were futile.

President Yoweri Museveni has praised his new Vice President Edward Kiwanuka Sekandi as “a clean, trustworthy and consistent man”.

Museveni earlier on Tuesday named Sekandi as Vice President as he started unveiling his new cabinet. Sekandi replaces Prof. Gilbert Bukenya who has been Vice President since 2003.

Amama Mbabazi John Patrick, new prime Minister of Uganda

According to a State House statement, Sekandi is the right person to asset the President as Vice president, especially in initiating polices and ideas, mobilize the people for development, supervise implementation of government programmes. Museveni said the VP will also help him in dealing with issues of foreign affairs, defence and Security.

Ssekandi who said he was greatly touched by the appointment promised “total positive commitment to government, loyalty to the President, NRM and all Ugandans”. The former Speaker of parliament promised to be intellectually honest and give the president his honest advice.

President Yoweri Museveni also named Security Minister and current NRM Secretary General Amama Mbabazi as the Prime Minister. The President said Mbabazi wll have to resign his post as Secretary General of the NRM, the second top most post in the ruling party. Mbabazi agreed accordingly.

Museveni defended Mbabazi’s appointment despite some protests from some NRM MPs, saying Mbabazi is one of the most “ideologically reliable cadres of the NRM, disciplined and with vast legal knowledge”.

“Mbabazi is loyal, never deviates from the ideologies of the NRM,” the President said according to the statement. Mbabazi thanked the President for the trust, and promised to contribute effective service delivery to the country.

Other members of the cabinet are expected to be named soon.
