Forum for Democratic Change President Patrick Oboi Amuriat was today arrested on his way to Kasese for a party meeting.

Amuriat and Busongola North MP William Nzoghi had earlier escaped Police at Rwamiti where road blocks were all the way with an attempt of cancelling their journey.

Forum for Democratic Change President Patrick Oboi Amuriat was today arrested on his way to Kasese for a party meeting.

Amuriat tried to exchange words with the police officers and is seen in the photo trying to remove the spikes that were placed across the road by police.

FDC deputy secretary, Harold Kaija said the whereabouts of their President is not yet known after the arrest.

“We are still trying to find out where they took him; we don’t know where he is,” Kaija told PLM Daily.

“Chairman Saulo Maate of Kasese had organized a meeting of FDC leaders in the district as seen in the program. Public Order Management Act does not in any way stop Political Parties from doing their work. POMA indicates that @PoliceUg is violating the law,” FDC tweeted.

Mr Vincent Twesige, the police public relations officer for Rwenzori east said Mr Amuriat and his delegation were blocked at Kikonzo-Hima town council on their way to Kasese town and advised to return to Kampala until their programme was officially cleared by the IGP.

Tumwesige said they received a letter from the Kasese District FDC chairperson, Mr Saul Maate on October 9 requesting for space to have their consultations and rallies.

On October 10, police advised him to meet all the requirements before they could be cleared, which he did not.

We advised the party chairman in Kasese to get clearance from the IGP and meet all requirements to support their request for the party president’s visit which he didn’t submit in time,” Mr Twesige said. .

However, Kasese District FDC chairperson, Mr Saul Maate said they are disappointed with the actions of the police even when they have obtained clearance from the Police.

We are very disappointed as FDC members of Kasese to see that our president and other leaders were blocked from coming to town yet we agreed with police. I have a letter from police dated October 9, clearing our programme and we shall not accept this,” Mr Maate said.

Former opposition leader and Kasese Woman Member of Parliament, Winnie Kiiza has officially handed over the office of the Leader of Opposition to Betty Aol Ochan, the new Opposition Leader.

“It was a humbling experience and I am very grateful. It has given me wide exposure and an opportunity I know will take my career ahead,” Kiiza said before officially handing over.

Kiiza commended FDC party for giving her a platform and opportunity towards leadership as the first women leader of opposition.

Upon receiving the office files,Aol pledged to work hand in hand with her predecessor for the betterment of the opposition.
“Let your day continue to be open to us,” she urged Kiiza.

“The first thing I thought was ‘where are we going to deploy her? Where is her office going to be?’ Those are questions I kept on asking,” Aol remarked.

although there are a lot of  differences in the opposition, Kiiza believes that they can be ‘sorted out and we find one front’.

Following yesterday’s shooting of Robert Kyagulanyi’s driver, Yasin Kawuma, motormouth Tamale Mirundi has come out to give his two cents on the incident saying criminal gangs have infiltrated Bobi Wine’s circles.

According to Mirundi, Ugandans should first understand that it’s criminal to raise your hand up while holding a stone when the presidential convoy is passing.

He further states that Bobi Wine’s ‘People Power’ circles have been permeated by criminal gangs who are only experts in causing chaos.

Mirundi then heaved in former FDC president, Dr. Kiiza Besigye, saying he has handed his “hooligans” to the Kyadondo East legislator.

“Bobi Wine has inherited Besigye’s hooliganism groups of unemployed Baganda youths. It is evident that the so far registered death in Arua is of a Muganda man,” Mirundi alleged. 

Over 34 people have been arrested including journalists. The whereabouts of Bobi Wine together with fellow MPs are yet to be known.

Sustained gunfire greeted the arrival of slain Arua municipality Member of Parliament Col. Ibrahim Abiriga (Rtd) on Sunday as security forces clashed with wild youths.

The youths chanted “we don’t want yellow” apparently castigating the ruling National Resistance party’s symbolic colour and waved the opposition Forum for Democratic Change’s V sign.

They burned one police motorcycle and forced the security detail that accompanied the body from Arua airfield to Anyafio cell, where Mr Abiriga had a home to withdraw.

Along the procession, the youths overwhelmed the security detail and grabbed the body from the transporting ambulance which they then carried on their shoulders while shouting Islamic chants.

Upon reaching home, the rowdy crowd described by the Arua Resident district commissioner Peter Dibele as an organized group of hooligans started destroying everything yellow including the plastic chairs and utensils.

The violence forced a heavy reinforcement of police by the Uganda Peoples Defence forces who responded with heavy gunfire to take back control of the town but also causing earlier closure of the shops and business centres.

Several people injured in the fracas including one reportedly hit by a stray bullet in the stomach were rushed to Arua hospital.

Mr Abiriga died in a gory assassination on Friday evening when gunmen sprayed his yellow vehicle with bullets killing both the legislator and his younger brother and bodyguard late Saidi Butele.

Survived by a widow Sijali Abiriga and 10 children, Maj Abiriga will be accorded a state burial on Monday in a funeral at his ancestral village in Rhino Camp that President Yoweri Museveni has confirmed attendance as chief mourner.

Main  Political Parties with members of parliament  to  miss government funding  their activities as no money has been availed in the budget of the financial year  2018/2019 .

The revelation was made by Simon Byabakama, the Chairman of Electoral Commission while appearing before the Committee of Legal and Parliamentary Affairs to present the Commission’s budget.

Government provided 10Billion shillings  in 2017/2018 for political parties and organisations with representation in government, but only 7.50Billionshillings was released and no provision has been made for the financial year 2018/2019 budget.

Byabakama told the Committee that Government has been providing funds in the Financial Years 10 billion shillings for the financial year 2014/2015 15 billion shillings for  2015/2016 and 10 million for 2017/2018, however, during the budget preparations for 2018/2019 no provision for this purpose was made.

The Commission also revealed that although Shs10Billion was approved for 2017/2018 budget, the Ministry of Finance only released Shs7Billion.

In a related development, the Commission is also in need of 16 Billion shillings that will be used for conducting elections and operationalizing of new districts.

Below is the full press statement. 

Fellow Ugandans,

I would like to take this opportunity to thank you for all the support you showed our campaign over the last three months. We travelled to all the regions of the country and were overwhelmed by the amount of passion and determination Ugandans have to change the political fortunes of our country.

During the course of the campaigns, it became very clear to all of us that the political culture that has been established by the regime is not only detrimental to our development as a nation, but also very unpopular. People are tired of politicians lying, cheating, pretending and selling to them hot air. Ugandans are ready for change, and with a little more organisation and grassroot mobilization, we can all be a part of that change.

As I speak to you today, doctors have just called off a strike because of horrible working conditions, public prosecutors are on strike because of poor working conditions, the number of decent jobs available are declining, crime is rising and Ugandans are being plunged deeper and deeper into desperation. In the midst of these challenges, the only thing General Museveni is interested in is changing article 102(b) of the constitution to allow him to stand in 2021 and changing the land laws to disadvantage the already disadvantaged Ugandans.

In light of these facts, I would like to announce today that starting next week, we will be going back to doing what we were doing before the campaigns began: joining hands with all like minded Ugandans and partners in building the structures and networks necessary to resist General Museveni’s attempts to change our constitution and to empower Ugandans to take back their country. Specifically, we are going to be doing the following:

  1. Mobilizing all Ugandans to participate in the election of LC1 chairpersons and women councils as and when these elections take place
  2. Encourage, support and mentor pro-change Ugandans across party lines to offer themselves as candidates in these elections as and when they take place
  3. Mobilize Ugandans across party lines to pressure government to drop their efforts of changing the provisions of our constitutional provisions on presidential age-limits and land

Lastly, I know that there are many among you that have been asking me about the recently concluded party elections. As I stated on Saturday morning, I fully respect the outcome of our party’s elections and congratulate the new party president. It is also clear that there are significant, undeniable issues and differences that exist within the party. Some emerged during the campaigns while others have been long-standing. There are some who feel these differences are irreconcilable while there are others that feel they can be resolved. The only way to know what is true is for us to have a frank, open and exhaustive discussion about this not just with the newly elected FDC leadership, but with other stakeholders right from the grassroots to national level. We intend to pursue this consultative process and will have an opportunity to start it on Friday this week (1st December) when I officially hand over office at Najjanankumbi.

Regardless of the outcome of these consultations, I would like to reiterate this to Ugandans: let us all put the interests of the country ahead of personal or even party interests. Let us focus our efforts on doing whatever we can to build a Uganda we can all be proud of. A country that truly offers each of her citizens the opportunity to prosper, access justices and be united in our diversity and just. This is a vision I have worked towards ever since I was 23 years old and by God’s grace, it will be the vision I work towards for all my waking days. God bless you and God bless this beautiful nation we all call home.

Rtd Gen. Mugisha Muntu lost to Amuriat as president of The Forum for Democratic Change (FDC) on Friday evening during the 7th National Delegates Conference at Mandela National Stadium, Namboole.

The incumbent, Muntu was facing off with Patrick Amuriat Oboi (former Kumi CountyMember of Parliament), Malcom Dan Matsiko (former FDC youth leader and mobiliser) and Moses Byamugisha

The party top leadership has been divided between the top two candidates, with the former party presidential candidate Dr Kizza Besigye, party secretary general Nandala Mafabi and Joyce Ssebugwawo supporting Amuriat while others such as Ssemujju, Amanya Mushega, Alaso, Maj. John Kazoora and Wandera Ogalo back Muntu.

Gen. Muntu is seeking for the second and last term as FDC president

A total of 1,209 delegates from the Forum for Democratic Change (FDC) party will today cast their votes to decide the next party president for the next five years.

The delegates, who convene today at Namboole Stadium, will decide on who will be their next president with the choice appearing to be between internal institutional building and transition to a new direction.

The delegates include national executive committee (NEC) members, district chairpersons, mayor, youth and women league delegates, diaspora official, MPs and eminent persons.

The incumbent, Maj. Gen. Gregory Mugisha Muntu is facing stiff competition from Patrick Amuriat Oboi (former Kumi CountyMember of Parliament), Malcom Dan Matsiko (former FDC youth leader and mobiliser) and Moses Byamugisha.

However, the race is tight between Muntu and Amuriat. But there have already been counter accusations about plans to rig the elections, between the two factions.

Gen Muntu seeks for a second and last term and his manifesto is based on reinforcing party organs, right from the grassroots while Patrick Amuriat Oboi represents defiance and ‘radicalism’ which describes FDC’s foundation politics.

President Yoweri Kaguta Museveni has said that there are two groups of people against the proposed amendment to the land law. President Museveni who was accompanied by the Deputy Attorney General Mwesigwa Rukutana and the Minister for Housing Chris Baryomunsi made the remarks last evening at Spice FM radio station in Hoima municipality where he was addressing the nation on land matters.
“There are two people in this fight against the amendment to the land law. These are thieves and those that are against the development of the country and want to stall government work,” he said.

The President said that the opposition politicians are spreading falsehoods about the proposed land law because they do not want to see government working, as they will have something to criticize about when the government is performing well.  He said the it is not true that government wants to grab people’s land as the opposition
politicians are telling people but rather ease government acquisition of land for development of public infrastructure such as roads, electricity and the railway.

He assured the listeners that the National Resistance Movement (NRM) government’s take on land is known as it was the first government to allow people to own land and will not therefore turn around and say land belongs to the government. He explained that with the proposed amendment to the land law, government must acquire land after compensating the owner and where a landowner is discontented, he or she can appeal in order to get fair compensation but at the same time ensuring that public infrastructure projects are not stalled.

Citing the Kamwenge-Fort Portal road that he had earlier on commissioned President Museveni said that there are some greedy people who want to loot government stall government projects with the hope of being compensated more money.  “The Kamwenge road works got stalled when a one Kasangwa wanted a billion shillings for a quarter an acre and yet the piece of land had been valued at UGX 89 million. The contractor had to change where the road would pass.

The President said the amendment would allow discontented landowners to let government projects continue on as they appeal for fair compensation. He revealed that during the construction of the Mpigi-Kanoni-Kabulasoke-Maddu-Ssemabule–Masaka road, government acquired 21 acres of his land in Gomba; he did not refuse government
to acquire the land because he knew the road would be of use to him.

President Museveni said if the Uganda is to develop, it must allow infrastructure development such as factories.
“Stop fighting factories and again saying that the youth do not have jobs. You are the same people sending the youth to work in factories abroad and yet you are refusing these factories back home,” he said.
The President said that although he has always fought for the construction of more factories so that the youth get jobs time and again he has been accused of having shares in those factories. He asked the public to welcome factories citing that small countries such as South Korea and Japan have been able to develop because of factories. “In the USA, only 2% of the population are into farming and the rest into manufacturing and factories,” he said.

He also asked people to desist fighting factories according to tribes or race saying that all Ugandans have freedom of movement and can set up factories anywhere they want as long as they acquire the land to do so.  “There are people who say that is an Indian factory but all factories in Uganda are Ugandan,” he said.

President Museveni also warned people against encroaching forest reserves and swamps saying that these had greatly contributed to the long dry spells and drought in some areas of the country. He said the country has so many water bodies and government was going to secure pumps to promote irrigation. He also asked the media to teach the
public about the dangers of swamp encroachment such as desertification.

“The media should teach the people that we need that water for irrigation. We do not want our country to become a desert,” he said. On the issue of the forthcoming Local Council elections, the President called upon Ugandans to participate in the elections and to vote for the NRM party. He asked the voters to desist from voting along tribal
lines but rather according to ability.
“There are so may refugees in Bunyoro and it is good that the Banyoro welcomed them but do not vote along tribal lines like in Kenya because you will lose out a lot,” he warned.

Kasanda County South MP, Simeo Nsubuga, last week accused the opposition for being behind the attacks and humiliation of MPs who debate and discuss on the issue of lifting the age limit of the President.

This was during the plenary sitting in Parliament last week as he explained circumstances for his scuffle in Mubende where a one ‘Kyuma Kya Yesu’ almost roughed him up during the 25th Kabaka Ronald Mutebi’s Coronation ceremony.

Nsubuga claims that it is the opposition that is fueling such attacks accusing them of inciting the public at the rallies on their ongoing sensitization campaigns about the constitution amendment bill 2017 in regard to government forceful acquisition of land from the owners.

However, citing the example of Minister Kahinda Otafire’s incident at Namboole where he where leaders splashed with water during a Local Government meeting, the Opposition Chief Whip, Ibrahim Semujju Nganda, says the opposition cannot be accused of the growing anger amongst the public against their leaders.

Otafire was quick to respond emphasising that it is the opposition that humiliated him at Namboole especially those from FDC.

Meanwhile, Deputy Speaker, Jacob Oulanya, retaliated and cautioned MPs to desist from discussing issues in anticipation for their own safety.

The State Minister for Internal Affairs, Obiga Mario Kania, says Simeo’s incident is being investigated by police that will come with a report over it.
