Gen Aronda Nyakairima

The Earthly life of  Gen.Aronda Nyakairima has come to an end leaving many in shock.

The Internal Affairs Minister died of a heart attack, according to Ofwono Opondo, the government spokesperson.

The former Chief of Defence Forces died from Dubai on his way from South Korea back to Uganda.

The life and times of Gen. Aronda Nyakarima, the fallen General.

Gen. Aronda Nyakarima was born in Rukungiri District.

He attended Kitgum High School in Kitgum District before joining Makerere university where he graduated with a Bachelor of Arts in political science in 1981.

He later joined the National Resistance Army in 1982 after his completion at Makerere university.

Took on Basic Officers Course in 1989 and later went to  Fort Leavenworth in Kansas, USA for a course in Strategic Studies. he also attended the Egyptian Military Academy in Cairo.

The fallen General has served in various positions in the National Resistance Movement Government.

He served as an intelligence officer in the military before being appointed Assistant Director in the Directorate of Military Intelligence in the Uganda People’s Defense Force (UPDF).

Later joined the Presidential Protection Unit as an Intelligence Officer and then took on the role of Commanding Officer of the Armored Brigade.

In 2003, Nyakairima became the first person to serve as the Chief of Defence Forces (CDF) a position he served for 10 years.

He was in 2013 appointed minister of internal affairs.

Museveni 2President Yoweri Museveni had only nice things to say about the Uganda Police Force affirming that it has the capacity to decisively deal with criminals since it is now composed of educated officers and has increasingly become professional.

“The Police Force we have today has the capacity to eliminate or minimize crime because you have educated people unlike the former force that was illiterate or semi-illiterate,” he said.

The President who is also the Commander in Chief of the Uganda Armed forces was yesterday speaking at the pass out ceremony of Police Officers and Constables who have been undergoing a 10 months training course at Police Training School in Kabalye – Masindi district. The officers comprised 788 Cadet Assistant Superintendent of Police 218 of whom are female, 4,076 Probation Police Constables 708 of whom are female and 1000 Field Force Police Officers all from various universities.

The President advised them to diligently follow clues, investigate all sources, get the facts and not listen or rely on rumors. General Museveni pledged to enhance their methods of investigation by providing them with the necessary modern equipment.

He urged the new officers to be disciplined and committed while carrying out their duties saying these are crucial for our security and assured them of a bright future in their new career as the country is today peaceful and the economy is growing.

“Discipline and commitment by you graduands is very crucial.” He noted, “You have a bright future ahead of you. Our economy is growing and if you serve with commitment you will not regret. A good career is before you.”

The President assured the Police and other security agencies that government will work on the improvement of their infrastructure as well as welfare, explaining that currently the focus is on the provision of electricity and construction of roads that will in turn help them in the execution of their duties.

He advised the graduands not to squander their youthful lives by indulging in bad habits like imbibing alcohol and promiscuity. He commended the leadership of Uganda Police Force and the Commanders of Police Training School Kabalye for the good training given to graduands.

The Minister of State for Internal Affairs James Baba who represented General Aronda Nyakairima noted that in a democratic environment prevailing in Uganda today there was need to increase the number of police to have their presence felt in every parish.

The Deputy Inspector General of Police Okoth Ochola urged graduates to be exemplary while executing their duties.

The pass out ceremony was graced by the Ambassador of Trinidad and Tobago to Uganda who is also the head of the Diplomatic Corps Ambassador Patrick Edwards, The North Korean Ambassador to Uganda H.E. Nyong Kyong Choi and the Algerian Ambassador to Uganda H.E. Farid Boulahbel and delegations from neighboring sister countries.

Others present included Cabinet ministers, MPs’, Masindi district leaders as well as delegations from neighboring districts, Religious and Cultural leaders.

President Museveni later rewarded the outstanding students in the course. At the level of Cadet Assistant Superintendent of Police, the overall winners in Leadership were Mubiru Andrew and Nakatunde Winnie. Musketry prize was scooped by Keke Bilal while Matovu Kassim took the prize for being the best in Academics. The prize for discipline went to Kalikwera Patrick while that of Smartness was taken by Twikirize Carolyn and Atukwatse Alex. Innovation prize was won by Awio Morris.

In the Probationer Police Course, Awili Lilian won the prize of being the best in Academics, Discipline prize went to Mpumwire Geoffrey, while Nakityo won the Smartness prize and the innovation prize was shared by Okello Lek Anthony and Adome Moses.

In the Field Force Police course those who excelled included Mpabaisi Johnson who scooped the prize for being the best Disciplined student, Okello Jimmy Okwera took the Martial Arts prize and Akello Teddy took the Musketry prize.

The Chief of Defense Forces, Gen. Aronda Nyakairima has been sued in court for knocking down a boda-boda cyclist.

Joseph Male who was knocked down by one of the cars in Gen. Nyakayirima’s convoy says that the incident occurred on 16th of July 2009.

In his, Male says that when he was riding to Matuga one of the cars escorting Gen. Nyakairima knocked him at Watuba after failing to negotiate a corner turning to Bombo barracks.

Male says that the army picked him and took him to Bombo army hospital where he got partial treatment. He adds that he went to Mulago hospital where he got treatment that cost him 7 million shillings.

Members of parliament have expressed concern over what they termed as growing habit of senior army officers deploying their juniors to attend to their cattle instead of doing army related work.

MPs on the defence and internal affairs committee of Parliament today instructed the Chief of Defence Forces Gen. Aronda Nyakairima to ensure the practice is immediately stopped.

According to the committee chaired by Kigulu south MP Milton Muwuma, the deployment of soldiers to look after cattle belonging to senior UPDF officers is abuse of the army profession.

Lwemiyaga constituency MP Theodore Sekikubo also noted that some officers have gone to the extent of deploying colleagues to guard their concubines there by abandoning their official work.

Gen. Aronda condemned the act and requested the public to volunteer more information in that regard so such officers so they can be disciplined accordingly.

Tthe presidential candidate on Inter-Party Cooperation (IPC)/Forum for Democratic Change (FDC) ticket Retired Col. Dr. Kiiza Besigye has written a letter to the Chief of Defense Forces Gen. Aronda Nyakairima asking him not to involve the army in the elections.

Speaking to Journalists in Kampala today, Besigye said that army officers’ utterances that army will be involved in the elections has created fear in the supporters of the opposition parties.

Besigye added that army involvement in elections will let people fear to go to polling stations. He said that those who will risk going to the polling stations will not wait until the end of elections process which will jeopardize the electoral exercise.

He warned against the army getting directly involved in the election process saying that they intimidate people and cause the public not to trust the election results.

Besigye said that the army’s work is to protect the citizens and their property and protect the country from foreign attacks but not to create phobia in elections.

He also warned that if elections are not free and fair, his supporters will take to the streets in massive protests as has been seen in Tunisia and Egypt.

Besigye who has lost the last two previous elections to former ally President Yoweri Museveni of the National Resistance Movement has said he will this time not go to court to challenge the election results.

After the 2001 and 2006 elections, in which he scored 27% and 39% respectively, Besigye challenged the election results in the Supreme Court and on both occasions, judges ruled by a 75% majority that while the elections were not free or fair, the irregularities did not substantially affect the result.

Besigye now says he will appeal to the highest court of “the public” and the onus is on the government and the electoral commissions to ensure the elections are free and fair.

Security forces in Uganda have however warned against any attempts by losers to protest, with warnings that such people will be arrested and “strongly dealt with”.
