Aronda in Parliament
Parliament pays tribute to the minister of Internal Affairs late General Aronda Nyakairima’s military professionalism and being loyal to serving Ugandans. This  as most Members of Parliament Shan away from paying tribute to the fallen General and minister of internal Affairs as they concentrated to campaigns in their constituencies  in preparation for party primaries.
The Speaker of parliament Rebecca Kadaga commended the late Aronda for his performance in attending to parliamentary work. The Prime Minister Dr.Ruhakana Rugunda recognized Aronda for working hard to fight the LRA rebels out of northern Uganda and professionalization of UPDF. Rugunda also remembered late Aronda’s contribution towards the national ID project where by most of Ugandans currently  are owning national identification cards which is now a travel document in most of the East African countries.
 
On the postmortem report, the Prime minister said that late Aronda died of heart attack and the report was laid before parliament, indicating there was massive bleeding in the heart after heart muscles were damaged.
The government is satisfied with the report of the pathologists.
The leader of opposition said that Aronda was a humble man though with military back ground. He emulated him for improving the living conditions on UPDF officers in some military barracks. Wafula also remembered late Aronda  for not being accused of committing crimes against humanity and corruption.
The minister of Defense Dr.Crispus Kiyonga recognized Aronda for fighting terrorism and disarmament of Karamajong warriors. However, Dr. Kiyonga  warned  against  developing   suspicious  statements about the death  of late Aronda without scientific evidence, adding that  there should not be any one using Aronda’s death to incite the public.
The late Aronda’s family was present to hear the condolence motion by the Prime minister, high profiled government officials, foreign dignitaries  and some MPs who were in grief during the tributes.

The Speaker of Parliament Rt. Hon. Rebecca Kadaga has described the late General Aronda Nyakairima as a person of integrity and humility and one who listened to everyone and yet only spoke after ascertaining the facts.

Kadaga who was commiserating with the family and mourners at the Aronda family residence in Buziga, said she was in disbelief when she got word of the incident. Kadaga praised the fallen Internal Affairs Minister for his work on the colossal National Identity Card project that had faced a lot of opposition in Parliament.

She further described Gen. Aronda as a distinguished officer who had served diligently in the previous Parliaments. Kadaga inferred to the mourners that the greater family of Gen. Aronda was the people of Uganda, because he had treated all people equally, regardless of whether they were civilian or military.

Maj. Gen (Rtd) Henry Tumukunde, who presided over the night mass as Master of Ceremonies, expressed his gratitude to the Speaker, and the public at large for the support that had been extended to the family following the tragedy.

The Speaker informed the mourners that a special parliamentary sitting had been called for Thursday 17th September 2015 to honour the late Gen Aronda Nyakairima.

A Statement by Prime Minister RT Hon. Dr. Ruhakana Rugunda made earlier read:
12 September 2015:

“We have today learnt, with great sadness, of the sudden death of Hon Gen. Aronda Nyakairima, the Minister of Internal Affairs. General Aronda Nyakairima was returning from South Korea, on official duties, transiting through Dubai.  The cause of his death is not yet known. His family has been informed. Government has set up a task force, led by Defence Minister, Hon Dr Crispus Kiyonga, to coordinate all matters relating to this tragedy. A team of doctors–pathologists—is also being sent to Dubai, United Arab Emirates, to assist with the post-mortem and the repatriation of the body.

We will keep the country informed of any further details. General Aronda Nyakairima, who also served the country as Chief of Defence Forces, was a dedicated servant of the people of Uganda and his death is a tragic and huge loss to the country. We extend our deep condolences to the family and friends of General Aronda during this most trying period, and pray that the Almighty God comforts them,”

Mutale

The Minister of Internal Affairs General Aronda Nyakairima has promised to be rough on any illegal brigade that is created to disrupt and do violence against the people in the 2016 elections. Aronda said that no brigade, whether that of Major Roland Kakoza Mutale or any other, will find a reason of being involved in the electoral process. He added that the intelligence committee is investigating possible allegations if Major Kakooza Mutale has committed a crime or not. He added that the law provides for only police to be in charge of security for elections.

MPs had called on government to arrest Major Kakooza Mutale noting that he should be arrested for last elections crimes.

However, General Aronda said that despite the recent high profile murders the crime rate is going down. He said that between January and June there was 143 deaths by shooting in 2014 and they are less in the same period in 2015.

While briefing parliament on the state of security in the country the Minister said that it would not be correct to conclude from the recent incidents that the situation is getting out of hand. He told parliament that to consolidate and deepen the positive gains in the fight against crime, the Police and other law enforcement agencies have put in place strategies and measures that aim at both prevention of crime as well as effectively hunting down criminals.

Aronda noted that remnants of ADF are still hiding in the jungles of Eastern Democratic Republic Congo, and have cells in Uganda, adding that killings of prominent personalities like Muslim Sheikhs could have been done by ADF terror cells, and a new group linked to Dr. Aggrey Kiyingi.

MPs asked government to be to realistic and fight the hiring out of guns to criminals and corruption in police by improving on police officers pay.

Parliament is to have a sitting on Thursday this week to consider the Anti-Terrorism (Amendment) Bill, 2015. The Bill was referred to the Defence & Internal Affairs Committee chaired by Mubende Woman Member of Parliament Benny Namugwanya  on 30th April 2015 for scrutiny. Surprisingly the parliament is being summoned after the Speaker Rebecca Kadaga had adjourned parliament during the budget speech to 23rd June.

According to the draft Anti-Terrorism Amendment Bill 2015, any person who willingly collects or provides funds, directly or indirectly, by any means, with the intention that such funds will be used for terrorism activities will be liable for the offence of terrorism financing. The bill seeks to empower the Inspector General of Police (IGP) to freeze any account held in financial institutions upon getting evidence that such an account holds funds intended for terrorism activities. The IGP would also have powers to seize properties owned by terrorism convicts.

The bill which was reintroduced  by the Minister of Internal Affairs , General  Aronda Nyakairima in parliament, further states that any  person convicted of terrorism financing would be liable to imprisonment for 20 years or to a fine not exceeding five hundred thousand currency points (Shs 10bn) or both if the bill is passed. Previously, the offence of terrorism financing was not clearly spelt out under the Anti-Terrorism Act 2002.

According to government, the amendment aims to harmonize Uganda’s legal regime on anti-terrorism with the international standard envisaged by the International Convention for the Suppression of the Financing of Terrorism.
