Gun lawMembers of the Uganda Joint Christian Council (UJCC) have petitioned parliament demanding the law on the control of guns and small arms. They also want government to ratify and domesticate the international treaties it has signed on the control of arms.

The leader of the petitioner and executive secretary Uganda joint Christian council Rev. Fr .Sylvester Arinaitwe said that  Uganda took part in signing treaties on the control, prevention and eradication of the manufacture and flow of small arms and light weapons but this has not been implemented. He added that small arms and light weapons were used in Karamoja and from police reports many lives are lost by usage of guns in day to day life. He requested parliament to prevail over government to abide by the arms treaty that was signed in New York which Uganda hasn’t signed and ratified.

UJCC also wants parliament to push for effective implementation  of the United Nations programme of action to combat and eradicate the illicit trade in small arms and light weapons since they have the powers to make laws.

Speaker Rebecca Alitwala Kadaga informed UJCC of the treaties Uganda has signed but most of these have not been domesticated. However as the new parliament starts these issues are to be dealt with, and she promised to mandate the defence and internal Affairs committee once constituted to handle this petition and report to parliament.

If you ask Muslim clerics like Sheikh Nooh Muzaata, he would say it is ridiculous not to allow Muslim clerics and businessmen to own guns just because they are Muslims.

The serial killers in Uganda currently are targeting Muslim businessmen and clerics and they have killed many Muslims when victims cannot fight back, which is so wrong in natural justice.

Muzaata says that the government or the inspector general of police, Lt. Gen. Kayihura is giving the criminals/serial killers a monopoly on the means of violence because ordinary citizens in Uganda are not allowed to hold guns.

The suspected serial killers have shot dead several Muslim business persons and sheikhs in Uganda including Sheikh Yunus and Sheikh Sekimpi.

But in Uganda the people the government allows to possess guns are soldiers, policemen and senior government supporters.

Uganda is also one of the countries in the world with real tragedies of gun ownership that the government may be afraid to run amok: they include accidental shootings, cross fires and crimes of passion, but Sheikh Muzaata says that if the government cannot protect Muslim leaders by providing them with enough security then it needs to allow them to protect themselves.

Muzaata says that if criminals are using guns to shoot at the Muslim clerics and businessmen then the attacked persons should be in position to shoot back at them. “No messing a chance if someone is shooting at the clerics, they should be in position to shoot back to protect themselves. Yes, an eye for an eye is not good as it means all of us will end up being blind, but it looks like the clerics have been left in the tigers den on their own- no protection at all,” he says.

Democratic Party (DP) Deputy organising secretary, who is also the deputy lord mayor, Sulaiman Kidandala has asked the inspector general of police, Kale Kayihura and president Museveni to stop brutalizing their people using all tools of coercion at their disposal.

Kidandala says that the fallen Ethiopian Premier Meles Zenawi was brutal, merciless, power hungry and blood thirsty; terrorized his opponents, gagged the Media and fundamentally killed all freedoms using the guns.

But in his final hours, Kidandala says, the guns could not help Zenawi or even defend him. Kidandala asks Kayihura and Museveni to respect and understand peoples’ interests. He says that people may mourn the dead but never will they mourn or forget brutal autocrats as a matter of principle.

We are told that hundreds of refugees are flocking into Uganda from the Democratic Republic of Congo (DRC) following heavy fighting there since last Friday. Sources in DRC also tell us that some DRC soldiers threw their guns to the rebels and ran away for their dear lives.

One of the groups giving Joseph Kabila’s soldiers sleepless nights is called the Mai Mai rebels. The Mai Mai fighters attacked the Congolese towns of Lubiriha and Kasindi last Thursday night and the fighting has gone on till now.

Reports from DRC indicate that the Mai Mai rebels who attacked the border towns of Lubiriha and Kasindi have a bigger supporter in eastern DR Congo.

Intelligence network in Uganda has started investigating claims that some Ugandans sell guns and ammunitions to Kenya. Sources in Uganda’s security told our informer that some of the people involved in illegal firearms trade include policemen and members of other security organs. It is said that the armed officers in the army, and police collude with civilians in both Kenya and Uganda in selling ammunitions to wrong hands in Kenya.

The Uganda government last week arrested four people including a police officer who allegedly murdered a Belgian tourist at the slops of Mount Elgon in Kapchorwa district while they were smuggling guns to Kenya. The suspects were identified as Fred Kipsang, a special police constable attached to Kapchorwa police station, his brother Patrick Chebules, Kenneth Chepkurui and Moses Chemutai.

The commissioner for political education in Uganda police, Christopher Kwerit, confirms that some of the police officers are involved in arms trade in Uganda and Kenya.

The government of Uganda is in final stages of drafting a bill that will regulate the possession and use of guns in Uganda.

The Firearms, Ammunition and Related Materials Bill is expected to harmonize and regulate use of guns in Uganda once passed into an act. In Uganda guns are accessed mostly by security organs.

The government is also planning to recall all guns from people who will have to reapply for new guns once the bill is passed into an act of parliament. The number of guns in Uganda is not known.

The Director of legal affairs in the internal affairs ministry Lt .Col Godard Busingye says that the government is ready to check on misuse of guns in Uganda. He has also asked Ugandans to support the bill when it comes on the floor of parliament.
