Obongi County Member of Parliament Hassan Kaps Fungaroo has said that the peace agreement which South Sudan President Salva Kiir signed with the rebels this week will not yield any results unless the factors that failed the implementation of the previous agreement get solved.

Fungaroo said that the key players in the peace deal should be left to build trust in each other for the negotiations to take place rather than external forces forcing them to sign the agreement. The agreement aims at ending a war in which tens of thousands of people have been killed.  

On the other hand, Kapelebyong County Member of Parliament Julius Ochen said that the United Nations also needs to appoint a competent panel of experts to help the South Sudan Institutions sieve the interest of foreign countries that are involved.

He said that Uganda has an interest in the cease fire agreement adding that south sudan instability directly affects the economy of Uganda by the virtue of its geographical position as neighbors.

South Sudanese President Salva Kiir and Sudan People’s Liberation Movement-in-Opposition (SPLM-IO) leader Riek Machar recently signed an agreement providing to implement a comprehensive and lasting ceasefire in the country ahead of the formation of an inclusive transitional cabinet.

Refugees in West Nile have resorted to stealing food and animals from local communities due to low supply of food to refugees in their region.

This was disclosed by West Nile Members of Parliament  who include; Women representative for Adjuman district, Jesca Ababiku and Obongi County MP, Hassan Kaps Fungaroo, while briefing the media on the problems faced in refugee hosting communities in west Nile.

Ababiku said that refugees at household level in West Nile are given 300,000 shillings from refugee agencies to cater from themselves but its not enough which some time force some of them to go to communities gardens and steal food and animals.

She said that the refugee agencies and government should reconsider giving supplying food to refugees together with some money for refugee to be with enough food so as they do not encroach on the local people’s food.

Officials from the Ministry of Internal Affairs were today grilled by MPs on the Defense and Internal Affairs over delay in implementing the National Identity Card project.

The project overseen by German company, Mulbauer Technologies will see at least 5 million Ugandans receive national IDs. The MPs are concerned that the project has lagged behind.

Obongi County MP, Hassan Kaps Fungaroo noted that the center where the IDs are to be printed is in poor shape and the staff underpaid.

Fungaroo says there should be a probe on the matter as government has injected billions of shillings to fund the project.

Uganda is lagging behind her East Africa Community neighours in issuing of national IDs to its citizens as the EAC member states seek to achieve a political federation by 2013.
