Uganda Police in Kasangati, Besigye’s residence

Members of parliament on the legal and parliamentary Affairs committee have grilled the Uganda Human Rights commission officials over their slow intervention on the house arrest of the FDC leader Dr,Kiiza Besigye by security agents. This was raised by the member of parliament for Busiro south Joseph Balikudembe on the legal committee  while the officials of the Uganda Human Rights led by the commission’s commissioner Agaba Maguru and the secretary to the commission Mr.Gordon Mwesigye  appeared before the committee over the commission’s budget for the financial year 2016/17. The MPs queried that the Uganda Human Rights commission has not done much to restore the rights of Dr.Kiiza Besigye .

However, the commissioner Uganda Human Rights commission Agaba Maguru confirmed to the committee members that Dr. Besgye filed a case with the commission and it’s hearing is delayed because of there being another case in court. He said that the Besigye case hearing by the commission will start if the case in court is concluded. Agaba added that the Uganda Human Rights commission is going to meet president Yoweri Museveni  and the prime minister Dr. Ruhakana Rugunda over Dr. Besigye’s house arrest and other human rights related cases.

Dr. Kiiza Besigye has been kept at his home by security since after the February 2016 presidential and parliamentary elections.

Rwandan army generals and officers who were suspended from the force last week by President Paul Kagame and placed under house arrest have spoken out on their ordeal.

Lt. Gen. Fred Ibingira, the chief of staff of the Reserve Forces, Brig. Gen. Richard Rutatina, the military intelligence chief, Brig. Gen. Wilson Gumisiriza, commander of the Rwanda Defence Forces 3rd Division, and Col. Dan Munyuza, head of external intelligence, were placed under confinement on January 18 this year. President Kagame toldUgandajournalists that the officers were arrested over indiscipline. 

Kagame did not disclose what acts of indiscipline his military officers were involved in. However the accused army generals have told our informers in Kigali that none of them has ever participated in wrong dealings. The generals have also denied intelligent reports that they were secretly working to over throw the government inKigali.

The head of the Forum for Democratic Change (FDC) Women League, Ingrid Turinawe has been rearrested and detained at Kasangati police station.

Ingrid Turinawe was arrested near her home on Gayaza road on suspicion that she was preparing to prelaunch ‘walk to work’ protests. The police officers who arrested her were commandeered by Sam Omara, the police officer who recently kept FDC president, Col. Kiiza Besigye under house arrest.

There was no an arrest warrant for Turinawe. Turinawe says that she lost some of her properties at the time police arrested her. She says unidentified policemen ran away with her mobile phone.

The police have also surrounded the home of Turinawe. Police spokesman, Asuman Mugenyi confirmed the arrest.
