Dr Stephen Kasiima, Police Director in charge Traffic and road safety

The Parliamentary Physical Infrastructure Committee recently made a discovery that the traffic police refused to enforce inspection of vehicles under SGS Company which was awarded a contract to carry out inspection, verification, testing and certification.

The committee chaired the Woman MP for Luwero district, Lillian Nakate, while interfacing with the Police Director in charge Traffic and road safety, Dr Stephen Kasiima, in probing the illegalities surrounding the SGS contract for vehicle inspection noted that police had no date of the inspected vehicles to enforce the operation of removing vehicle in poor mechanical conditions from the road.

The Vehicle inspection was entirely under traffic police before the contract was given to SGS.

Kasiima told the committee that traffic police could not affect the operation against non-inspected vehicles because many had been not inspected due few existing inspection centers across the country. Adding that the available centers are around Kampala.

The commissioner of police in charge of vehicle inspection and drivers testing Eng.Franlin Kugonza said that giving SGS a contract for inspection of vehicles rendered some of the traffic officers for vehicle inspection redundant.

He pointed out that the difference between vehicles inspected by traffic police and SGS or other companies is that traffic police inspection report can be used in courts of law to pin the offender.

He said that it was wrong to place vehicle inspection under SGS from police because there people who borrow tires and go for inspection of the vehicles  to centers which they know are not under police inspection and after the process they take back the borrowed tires and fix again the worn out.

The lord mayor Erias Lukwago has been warned against his intended roads inspection and rally in  kalerwe tomorrow unless he follows a set of guidelines given  by police.

Police wants the mayor to make a clear description of the  road  works  he intends to  inspect and their exact  locations, the  names of leaders  that  intend to  accompany him during the inspection  and also make sure that the rally is not an extension of the  activities of the 4GC.

The spokesperson Kampala metropolitan police Ibin Senkumbi says police has decided to set guide lines to avoid a repeat of an inspection exercise  by the mayor that turned into a political procession that led to the death of a police  officer AIP John Ariong early this year.

He advises the mayor not to put the rally on a public road, a market or a car park.
Senkumbi says if Lukwago does not comply with the guidelines, the police will not provide security or allow the activities to take place.

Buganda kingdom has issued fresh lease requirements on Kabaka Ronald Muwenda Mutebi’s land. The requirements are seven and they read as follows:  You pay registration, inspection and processing fee of 200,000 shillings to the Buganda Land Board cashier in office number 7 and obtain the lease application forms and fill them. After one is required to obtain a form from Buganda Land Board to be filled and signed by Kabaka’s parish and sub parish chiefs confirming that the plot or the land is owned by the applicant. The applicant has to pay 40,000 shillings to the offices of the Kabaka’s chiefs in sub parishes and parishes.

The applicant is also required to produce copies of relevant documents relating to ownership of the plot applied for. The person applying for lease also has to draw a sketch map directing how the place applied for can be reached.

In case of a company, submit a copy of the articles and memorandum of association together with a certificate of registration.

The applicant is also supposed to produce photographs of the existing developments on the plot applied for and afterwards attach passport size photographs on the forms obtained from Buganda Land Board.
