The Deputy Speaker Jacob Oulanyah

The Deputy Speaker Jacob Oulanyah cautioned both former and current Members of Parliament to avoid luxurious life and spending.

Oulanyah made the remarks while opening the 14th Annual General Meeting of the Parliamentarian cooperative Savings and Credit Society held at Parliament.

Oulanyah says some MPs buy themselves expensive clothes to impress people yet they can also buy the same things from down town at a low price with a spirit of saving money for their future in case they do not make it to parliament again.

He says the MPs who borrow money from Parliaments SACCO should plan for the money before they acquire it.The speaker also asked the formers MPs not to give up on the spirit of coming back to parliament.

Deputy Speaker Jacob Oulanyah

Parliament has paid tribute to the late MP for Ruhaama county William Beijukye amidst boycott from opposition members of parliament during a special sitting.

The sitting that was chaired by the deputy speaker Jacob Oulanyah saw the Leader of Opposition, Winfred Kiiza, Chief Opposition whip, Ibrahim Ssemujju Nganda, and other chief whips of the opposition parties including Democratic Party and UPC absent.

The opposition side in the chamber remained nearly empty with a few independent MPs and in an unusual manner, a number of ministers laid wreath of the opposition parties on the casket.

The NRM chief whip Ruth Nankabirwa laid for the Leader of Opposition, minister Bright Rwamirama laid the one for chief opposition whip, state minister for East African Affairs Julius Maganda laid the wreath of DP whip while Deputy Attorney General Mwesigwa Rukutana laid the wreath of UPC whip.

A motion for the resolution of parliament to pay tribute to Beijukye was moved by the 2nd Deputy Prime Minister Hajji Ali Kirunda Kivejinja.

The Dean of independents in parliament Andrew Balyayanga supported the motion noting that the country has lost an MP a time when a lot is expected of him.

The minister of Education and sports who is also the former MP for Ruhaama county Janet Kataaha Museveni described the late Beijukye as a good servant to his people who did not practice sectarianism.

Ntungamo Municipality MP Gerald Karuhanga urged leaders to emulate   the   humility that the deceased exhibited during his leadership in Ruhaama.

Beijukye had replaced first lady Janet Kataaha Museveni in the 2016 election as Ruhama county MP in Ntungamo district after she quit active politics.

Member of Parliament for Kasanda South in Mubende district, Simeo Nsubuga

Kasanda County South MP, Simeo Nsubuga, last week accused the opposition for being behind the attacks and humiliation of MPs who debate and discuss on the issue of lifting the age limit of the President.

This was during the plenary sitting in Parliament last week as he explained circumstances for his scuffle in Mubende where a one ‘Kyuma Kya Yesu’ almost roughed him up during the 25th Kabaka Ronald Mutebi’s Coronation ceremony.

Nsubuga claims that it is the opposition that is fueling such attacks accusing them of inciting the public at the rallies on their ongoing sensitization campaigns about the constitution amendment bill 2017 in regard to government forceful acquisition of land from the owners.

However, citing the example of Minister Kahinda Otafire’s incident at Namboole where he where leaders splashed with water during a Local Government meeting, the Opposition Chief Whip, Ibrahim Semujju Nganda, says the opposition cannot be accused of the growing anger amongst the public against their leaders.

Otafire was quick to respond emphasising that it is the opposition that humiliated him at Namboole especially those from FDC.

Meanwhile, Deputy Speaker, Jacob Oulanya, retaliated and cautioned MPs to desist from discussing issues in anticipation for their own safety.

The State Minister for Internal Affairs, Obiga Mario Kania, says Simeo’s incident is being investigated by police that will come with a report over it.

The parliament of Uganda has said that Mabira forest give away reports that have hit headlines of different media in Uganda are mere hearsay.

Speaking to the media inKampala, the Deputy Speaker of Parliament, Jacob Oulanyah said that the issue has never been presented to parliament by the government for discussion.

He says that he has never sat in any forum to discuss matters concerning the give away of the said forest land.

 

Oulanyah says that parliament cannot base on media reports to respond on a matter that is of national importance.

Recently, President Museveni is said to have proposed to give away part of Mabira forest to Sugar Corporation of Uganda Limited (SCOUL) for sugarcane growing to combat the sugar crisis in the country.

The reported proposal has attracted wide condemnation especially from the opposition politicians and members of the civil society.

Musevini is said to have asked those opposed to his proposal to produce a clinical report that issuing part of Mabira forest is disastrous to the environment and the extent to which it will affect the environment.

Deputy Speaker of Parliament Jacob Oulanyah has challenged adults to nurture children in ways that will reflect their good characters if children are to be responsible and resourceful to their communities and the country.

Launching a five-year strategic plan for the Uganda Parliamentary forum for children at Parliament, Oulanyah said it’s the responsibility of all leaders to determine the character of children saying they are born blank.

He says if members of parliament do not speak for children’s issues, their future is destined for trouble arguing that children are voiceless and need someone to speak for them.

The UPFC elected new office bearers with the chairperson being Namutumba district MP Florence Mutyabule, Margret Babadiri (Koboko) as her vice, Benson Obua (Moroto ) is the secretary and Idd  Isabirye  (Bunya south) as treasurer. Others are Flavia Kabahenda (Kyegegwa) for publicity while Lydia chekwel (Kween) shall represent eastern among others.

Mutyabule says that in her responsibility she is going to focus on covering the gaps in the laws that concern children.

She however says that the forum will be conducting its activities on the ground rather than staying at parliament.

The Renowned pastor of the victory Christian centre Kampala pastor Joseph Serwadda has called upon government to discover the dormant resources within born again Christians and tap their talents for development.

Serwadda made the call through his book entitled “untapped resource in Uganda’s development” which delivered to the deputy speaker of parliament Jacob Oulanyah today.

In his statement while delivering the book Serwadda said that there are a lot of resources among the born again and therefore if well utilized Uganda will easily develop.

Serwadda says that to write such a book he was inspired by the president, the bishop Zac Niringiye and a book that he read when he visited turkey.

On receiving the book the deputy speaker of parliament Jacob Oulanyah congratulated Serwadda upon writing a book which he said is will act as an eye opener to other Ugandans in adopting the culture of reading and writing.

Oulanya said that as implementers of the law they will always support freedom of worship as it is in the constitution.

The Deputy Speaker pledged to give full support to the religious beliefs as long as they are not violating human rights

The deputy speaker of Parliament Rt. Hon Jacob Oulanya has rubbished media reports that the appointments committee of Parliament was wrong in dropping some ministerial nominees on academic grounds.

Oulanya says the committee did what the Constitution mandates it to do.

Four nominees were dropped by the committee vetting ministerial appointments on issues ranging from academic qualifications, morality and integrity among others.

This morning media reports run stories that the National Council for Higher Education had declared the academic qualifications of both Nasser Ssebaggala and Saleh Kamba an equivalent of A- level.

Oulanyah says they looked at a number of issues although the President can still send the same candidates back to the entire Parliament to be vetted.

The fate of the four including former Mayor Nasser Ssebaggala, Saleh Kamba, former minister of state for health James Kakooza and Hajji Mbabali is yet to be determined as the President has not yet spoken out on the issue.

The deputy speaker of parliament Jacob Oulanyah has called upon Africans to change their attitudes towards donor funds.

Speaking as a chief guest during the launch of the book “THE Audacity to change” breaking the Berlin wall in Africa by Professor Michael D Kaluya, Oulanya said that Africans just wait for money in order to plan than planning before getting the money. He said that if Africa is to develop they should adopt vision led Aid than Aid led vision as a solution to over dependence.

The writer of the book Michael Kaluya however says that the book is so essential towards the economic development of countries in Africa and therefore it should be used appropriately.

He pointed out one of the advantages of the book as evoking a discussion amongst African leaders and intellectuals to find solutions rather than complete dependency on foreign aid.

Kaluya also says that the book seeks to provide practical solutions to the problems of Africa.

 

The writer professor Michael Kaluya is an adjunct at Cedar valley college, Lancaster, Texas; where he teaches economics, business and management.

He is a Ugandan but currently living in USA. He is now pursuing a PHD in business administration at north central university studying institutional effect.

Opposition mp Odonga otto that was beaten by Jacob Oulanya of NRM on the post of deputy speaker of parliament has conceded defeat and said he will closely work with his opponent.

Otto however says that the public shouldn’t expect much from the opposition side as they cannot do much to check the executive since the decisions will be done by the NRM MPS who are majority in the  house.

He says that opposition will not stop fighting but their fight may yield no results given their number

The FDC secretary general who is also the woman mp for serere district Alice Alaso however says that opposition’s participation in yesterdays election for Speaker of Parliament was mainly to show the public that they also have the alternative but not to win.

She says that they knew that they were not going to win due to their numbers in parliament but says that they are happy since their voice was also brought out. Alaso however promised to work with the current leadership as long they work for the public good.

Earlier on, FDC’s Budadiri West Mp, Nadala Mafabi also conceded defeat to NRM’s Alitwala Rebecca Kadaga in the race for Speaker of Parliament after the former got 57 votes to the latter’s 302 votes.
