In politics every person is important. Makerere University councilor Bernard Luyiga is now full of smiles after the president general of the Democratic Party (DP) Norbert Mao appointed his party’s special envoy in charge of universities.

Luyiga formerly a member of DP made an alliance with NRM councilors at Kampala City Council in a bid to become the deputy Lord Mayor. His actions politically shifted him from DP to NRM, at least in the eyes of political analysts.

Luyiga even went ahead and acquired police body guards. The people who may have queries’ on this issue (of gun) should ask Kampala Lord Mayor Erias Lukwago. But Luyiga’s critics have been baffled after Mao appointed him the DP envoy in charge of Universities. Luyiga we hear has already accepted the appointment. Luyiga however denies reports that he crossed to NRM. He says it is only Lukwago’s questionable leadership in Kampala what makes him (Luyiga) to support NRM plots against Lukwago.

The Members of Parliament on the committee of Presidential Affairs are probing into the bickering at Kampala Capital City Authority (KCCA) and the bribery cited in job allocation.

The MPs have planned to investigate the bickering and corruption at KCCA within only two weeks and then give a report of their findings to the speaker of parliament.

The MPs are probing activities of the KCCA after the staff of the defunct Kampala City Council cried out to Parliament for help, accusing KCCA, of sidelining them in favour of new workers.

The committee investigating KCCA is being chaired by Bernabas Tinkasimire (NRM). Tinkansimire says his committee will give recommendations on how the city management should be streamlined after its investigations.

Kampala City Council Authority (KCCA) is demanding 950 million shillings as compensation costs and damages for the case against UTODA.

The KCCA lawyers led by Caleb Mugisha and Robert Kwanza have computed the figures of the money they want UTODA to cough to them.

They sent the demand note to UTODA lawyer Abbas Bukenya and copied it to the high court judge Charles Mwanguhya who presided over the case.

The development has come at a time when KCCA has taken over the control of both the Old and New Taxi Parks after High Court in Kampala ruled that the case UTODA had filed against KCCA was erroneously filed as an application for judiciary review.

The court advised UTODA to file an ordinary suit to establish the validity of UTODA’s contract.

UTODA has managed Old and New taxi parks since 1993 when it first signed its first contract with Kampala City Council now KCCA.

Its contract expired on October 31, 2011.

Kampala Capital City Authority has issued another notice to property owners, outdoor advertising companies and the general public in connection with illegal billboards and other advertising tools in the city.

This notice served to ask persons or companies that erected illegal billboards and other tools to remove them within 28 calendar days from today.

The KCCA director for planning, George Agaba says that failure to remove illegal structures, KCCA shall not hastate to remove them as well as prosecution of the offenders.

However Agaba says that the people who built illegal structures with permission from the defunct KCC must contact him in room b106 at city hall.

The Former evicted vendors from Kampala streets under their umbrella Kasiva Vendors Association, have petitioned Parliamentary Committee on Trade and Tourism to compel Kampala city Council Authority allocate them venue where they can sell their merchandize during this festive season.

The Vendors say for the last three months since KCCA evicted them form the city streets poverty is biting hard at least parliament should intervene so that they can survive during this festive season.

The committee Chaired by Burahya MP in Kabalore District Steven Kagweya has promised to assist the vendors acquires temporary venues to work as government seeks for the permanent land to settle the vendors.

Makindye East MP John Simbwa and Kampala District Woman MP Nabila Nagayi say that this committee will do everything possible to help vendors get venues to sell their merchandize and already few venues have been spotted in Kampala suburbs.

Kampala Central MP Muhammad Nsereko says the Nakivubo Stadium was been booked by a few of Council Authority officials for the Bazaar at Nakivubo Stadium to solicit money from the poor vendors.

Former Kampala city council workers have started complaining of being denied access to the available job description under the newly created Kampala capital city authority.

Janipher Musisi Semakula was recently appointed as Executive Director of the new city authority  under the Kampala city authority Act 2010.

Over 1500 employees under the former KCC now accuse the new director of implementing the law without meeting them.

According to one of the employees Alex Wasswa says there is panic at city hall as some people are not sue of their jobs under the new arrangement.

On March 1st 2011 Kampala ceased to be a district and workers are to be subjected to fresh interviews by the ministry of public service.

They fear to loose their jobs, Semakula recently issued a memo that all workers and head of departments  indicating that they have to first to undergo fresh interview and those who don’t wish to continue under the new arrangement shall be given termination package.

Kampala city council executive director Jenipher Musisi Semakula has said KCC administration is going to be restructured to ensure more efficiency and accountability.

She has today announced that KCC corporate structure was undergoing review to ensure more defined roles for the staff.

Semakula says the KCC administration will be divided into ten departments each with specific goals assigned.

Selective interviews will be held to fill positions in the new structure.  Jenipher Semakula says the new structure will also help restore a new sense of duty and accountability, order in management and proper stewardship. She has promised notable changes within the city in the near future.

Semakula assumed the leadership of KCC following the implementation of the KCC Act which put the administration of the city under the central government.

Court in Kampala has ordered Kampala City Council to file their defense by December 22nd 2010 in the matter of failing to fix the pothole roads and falling to manage garbage in the city.

Potholes are all over Kampala

Kamapala High Court Judge Eridadi Mwangusha noted that this matter is of public interest which should be handled quickly.

Three city resident who include a city lawyer Richard Omongole and two Makerere university students Asumputa Namande and Evelyne Agowe took KCC to court accusing the city authority of sitting idly by the city goes to waste.

Kampala city council was sued together with the five divisions namely Kampala central, Lubaga Kawepe, Nakawa and Makindye.

Omongole says his car has several times got broken on Kampala roads causing a lot of money to be spent in repairing his car.

The three residents want Court to declare that Kampala city council failure to rehabilitees and maintain Kampala roads is a violation of the right to live in a clean and healthy environment.

They are further seeking court to order Kampala city council to cover the potholes in the city.

The Metropolitan Regional Police Commander, Andrew Sorowen has said the he does not think closing bars by 10PM will be any viable solution to the security threats that Uganda faces after the recent bomb blasts that have left nearly 80 people dead and over fifty injured.

This comes after Kampala City Council proposed to come up with a by law that will make it mandatory for bars to close by 10PM up to a time when the tension that has been raised as a result of the bomb blasts has cooled down.

Sorowen has told journalists at Parliament that closing bars by 10PM will do little or nothing in counteracting the security threats that the country faces after the recent bomb blasts.

Sorrowen says it is rather advisable that at every event where big gatherings of people are expected to be there should be thorough security checks of those people such that there are few chances of terrorists using such events to kill innocent people.

He has also revealed that the cars that were retained at Kyadondo after the bomb blasts will not be realized until investigations related to the bomb blasts have been concluded though he is not aware of the time within which these investigations will be concluded.

The police recovered many vehicles after the bloody bombs. The vehicles belonged to the dead, injured and other people who ran away for dear on that fateful Sunday July 11 when they had come to Lugogo to watch the finals of the 201 FIFA World Cup.

Kampala Mayor - Nasser Ssebagala

Kampala city council in collaboration with local council leaders and police has embarked on registering all residents in the city as one of the ways to prevent terrorist attacks.

The development comes two days after bomb blasts hit Kampala city killing a over 76 people, scores injured and property worth millions of shillings destroyed.

The Deputy Mayor of Kampala, Rose Namayanja says the registration is to help in identifying particulars of both citizen and foreigners in the city.

Namayanja says that it going to be mandatory for every village leader to posses’ registration of their residents for security purposes.
