She listed a number of achievements that the organisation has reached especially during her reign.
“KCCA represent the city and Uganda in many national bodies. We have also established welfare initiatives such as the Medical scheme and Retirement Benefits scheme,” Musisi noted in her resignation letter.
Jennifer Musisi has served KCCA for a period of seven years.
She was first appointed to the ED position in April 2011 on a three year contract after which it was renewed.

MPs have called for a value for money audit of the e-city system employed by Kampala Capital City Authority (KCCA).

The city authority contracted a foreign company TUCKSEE to provide the e-city system for 2.7m dollars.The system is employed to electronically account and manage city revenues.

The Committee on Commissions Statutory Authorities and State Enterprises (COSASE) has however criticised the fact that KCCA failed to collect withholding tax from the vendor of the system.

The auditor general in his report ending 2014 noted that KCCA was according to the contract compelled to pay withholding tax of 6% amounting to 130,000 dollars on behalf of the contractor contrary to the law.

When KCCA tried to amend the contract the contractor lodged a complaint in the court of arbitration and on the 8th of June this year was awarded 211,000 dollars’ worth of withholding tax certificates and late payment costs of 23,000 dollars.

MPs on the committee reprimanded city officials led by the KCCA Executive Director, Jennifer Musisi, for negligently flouting local tax laws leading to loss of funds.

The Deputy Director, Sam Serunkuma, attributed the computation on a special bilateral agreement signed between Uganda and South Africa and the World Bank guidelines on procurement.

However the MPs led by the Deputy Chairperson, Anita Among, refused to acknowledge this response noting that national laws take precedence over trade rules and guidelines.

Musisi tried to argue that there was no loss of funds but was shot down by  Among and Kasilo County MP, Elijah Okupa, who insisted that any breach of the law leads to loss of money.

Among has called for a cost benefit analysis of the entire project.

Musisi justified the expenditure of 2.7m dollars on the acquisition of the systems source code that enabled the authority to upgrade the system at will.

The MPs have asked for a list of all Court cases that KCCA is embroiled in, additionally the MP for Lubaga North Moses Kasibante led a call for KCCA to submit the professional CVs of the heads of its procurement, finance and legal so that the committee can analyze their competencies.

The Executive Director of Kampala Capital City Authority Jennifer Musisi has said that the bureaucratic tendencies under the Procurement law are frustrating its operations aimed at making Kampala a better city.

She was responding to concerns that KCCA is doing little to solve the situation of big potholes and water logged ditches in the old taxi park.

Musisi says that the past regime at City hall had given out contracts to developers to build buildings in most of what makes up the Old Taxi park.

She also says that whereas the Authority has tried to execute its plans and programs of ensuring the city is kept clean and well managed, it is limited by the strict provisions of the Procurement law.

She said that the authority cannot easily access spare parts for the road maintenance equipments or buy the necessarily material to fix the potholes within a short period of time as many people would like.

Musisi also added that KCCA is facing a challenge of inadequate staff to efficiently execute its programs.

All councilors in Kampala at both division and LC5 are full of smiles after the city director; Jenifer Musisi cleared them to get loans from DFCU bank.

This time there was no discrimination. All councilors irrespective of their political briefs have been given loans. The biggest number of councilors at KCCA is from NRM and the second majority is from the Democratic Party.

Sources have told this journalists that councilors at KCCA have been allowed to acquire a loan of 180 million shillings maximum and those at division level can receive a loan of 120 million shillings maximum.

Each councilor at KCCA gets a monthly salary of 3.3 million shillings minus transport and general allowance while those at division level earn 2.5m monthly.

Kampala capital city authority has given an ultimatum of five days to all illegal street vendors to vacate the street, road reserve and walk ways.

Addressing the press in Kampala the executive director Kampala Capital City Authority Jenifer Musisi said the KCCA has identified over 8000 vending facilities in 69 markets in and in and around Kampala city as an alternative for the people involved in illegal street vending.

Musisi advised the illegal street vendors to register with management of the different markets in order to pay dues so as to be allocated space.

Musisi noted that failure to vacate the streets will attract action from Kampala capital city Authority and metropolitan police force which shall include physical eviction detention as well as prosecution of offenders.

The salary structure demanded by the New Kampala Capital City Authority Executive Director Jenifer Semakula Musisi of 43 million shillings per month has raised concern among different members of the public with some arguing that it is too high.

Both the ruling party NRM and opposition supporters have termed the structure as unattainable. According to the proposed salary structure, the KCCA executive director Jennifer Semakula Musisi wants the ministry of local government to approve the structure where the Executive Director is to get 43.7 million shillings, the deputy to get 33 million shillings, the Lord mayor 33 million shillings and the deputy Lord mayor get 27.4 million shillings.

The member of parliament for Rwemiyaga Theodore Sekikubo says for the executive director to demand such salary is an indication that whoever gets in the government top position wants to grab as much as possible for their own interest at the expense of the tax payers money.

He urges the president to ensure people in top positions do not use the law of self enrichment. Sekikubo warned that if this trend is not checked, it would demoralize the NRM supporters and all Ugandans in general.

Many other Ugandans have argued that the government should first accept to increase salaries of teachers and police officers from 200,000 to at least 400,000 before thinking of paying an individual more than 30 million shillings.
