Masaka national referral hospital has reportedly tortured out patients over identity cards. Dozens of patients in Masaka were on Wednesday this week left stranded at the gate of Masaka Regional Referral Hospital after they were denied entry because of lack of identification.

The development came after new guidelines announced by the hospital’s director, one Dr. Florence Tugumisirize, that require out patients and their attendants to present identification or letters from the local councils before they are allowed into the hospital.

Dr. Tugumisirize says that the move is intended to deter “wrong elements” who want to sneak into the hospital to cause chaos.

The doctor claims that the hospital received information that Muhammad Ssegirinya, an opposition activist, had mobilised “political thugs” to enter the hospital disguising as patients and launch a protest in the hospital.

But the Police restrained several patients and their attendants who were blocked from entering the hospital for lack of identification. Some of the people who were attending to their sick relatives cried after they were blocked by the police from entering the hospital after exiting to buy food. The health minister, Christine Andoa says that there is no policy requiring patients to carry LC letters and identity cards to hospital.

Patients at Kawolo hospital and residents of Buikwe district have threatened to demonstrate over the lack of an X-Ray facility at the hospital.

They have given the ministry of health upto the end of this month to repair the x-ray unit that was closed two months ago due to a mechanical breakdown.

Kawolo hospital that also handles patients from Buvuma, Mukono and Kayunga districts, has not been offering x-ray services to patients for the last 2 months.

The hospital administrator Haruna Wamala said the hospital requires 3 million shillings to have the machine fixed.

He adds that the money they receive from government is conditional and cannot be diverted.

Patients that require x-ray services are now referred to Rippons, a private unit in Jinja, which many say is very expensive.

The ministry of Permanent secretary Dr. Asuman Lukwago tells KFM that they have already contacted Phillips, the supplier of the machine to have the fault fixed.

Kawolo hospital built in 1968 is in the sorry state with many inadequacies including shortage of water as well as dilapidated structures.

Parliament of Uganda

The mps who were interfacing with officials from national planning authority at parliament said that the said vision was not got from the NPA officials but from the executive that lack expertise.

They say that such a long term vision should come from the people themselves because they know better the issues that affect them.

They also said that jumping on vision 2040 before fulfilling vision 2025 is a sign of lack of capacity within the planning authority.

Uganda’s problem is locked in lack of moral values, norms and virtues and unless Ugandans themselves address this even if president Museveni’s government exits power it will be a mere change of guards.

Our writers have been able to exchange their thoughts with many people and organizations but everyone’s mind has been engraved with formulas of how to get financially empowered quickly.
When you read in the newspapers published in Kampala today, one notices that there is too much lack of morals. For example when you open our newspapers you can not fail to find stories such as woman accused of stealing baby at party, former ministers Kirunda Kivenjinja, Khiddu Makubuya face sanction over corruption, top sex slave dealer nabbed, man sacrifices neighbours son to get wealth etc.
The women and men of Uganda are daily charged with abuse of office and corruption related cases. The university lecturers are often reported in newspapers exchanging examination marks for sex.

The Court of Appeal has nullified the election of Jinja Municipality East MP Nathan Igeme Nabeta and ordered for fresh and immediate elections in the constituency.

The three judges led by Constance Byamugisha cited the lack of requisite academic qualifications and voter bribery to nullify Nabeta’s election.

The judges faulted the High Court in Jinja for reaching at a wrong decision when it dismissed a petition filed against Nabeta by Paul Mwiru of the Forum for Democratic Change.

Jinja High Court Judge Monica Mugenyi on June 28th dismissed Mwiru’s petition for lack of evidence to support the petitioner’s claims of voter bribery and lack of minimum academic papers.

Mwiru lost to Nabeta in the February 2011 parliamentary elections.

But the Court of Appeal judges evaluated the evidence on record adduced by Mwiru’s lawyers, Joseph Kyazze and Ambrose Tebyasa and ruled that the National Council for Higher Education breached the law when it accepted Nabeta’s certificate of A-Level equivalent without consulting the UNEB.

The judges also addressed their mind on the bribery evidence against Nabeta and found out that it was sufficient enough to succeed in the High Court.

Mwiru had told court that Nabeta gave out compressors and wielding machines to four garages in his constituency during campaigns, which amounts to a bribe.

The judges ordered Nabeta to pay Mwiru costs of the petition.

Grade B hospital in Entebbe town has failed to reopen due to the long hours of load shedding.

The hospital’s medical superintendent, Dr. Martin Okmal says that the hospital has failed to handle complicated cases like operating on delivering women due to lack of electricity in the hospital.

He says that they recently closed the hospital due other problems among others the scarcity of water but after rectifying the problem electricity also went off.

Dr. Okmal has asked UMEME to connect the hospital to the State House power line, which he says rarely goes off.

He notes that the hospital runs on a very meagre budget that cannot sustain buying fuel for the generator daily.
