Uganda’s opposition leader Col. Kiiza Besigye and 14 other FDC leaders have been charged with staging an unlawful assembly last Wednesday in Kampala central business area that led to the alleged murder of an Assistant Inspector of Police (AIP) John Bosco Ariong.

Besigye and 14 other suspects including FDC Women League leader Ingrid Turinawe, Kawempe Division LC3 Chairman Hajji Mubaraka Munyagwa, Kampala Woman MP Nabilah Ssempala, and FDC woman activist Catherine Dembe appeared before Buganda Road Court Chief Magistrate Eleanor Khainza this Wednesday. Besigye was also charged with injuring a policeman and disobeying lawful orders and blocking traffic flow in Kampala.

Besigye and his co accused were represented by David Mpanga. Besigye and group were granted bail and they are to reappear in court on April 17th this year. Each surety of the suspects was bonded 50 million shillings and each of the suspects produced 20 million shillings not cash. Late Ariong was hit with an object from a building on Ben Kiwanuka Street. Eye witnesses say that a man hit the policeman with an object after he reportedly saw policemen mistreating civilians.

Uganda police have charged eight FDC supporters with the murder of an assistant inspector of police, John Boso Ariongo. Ariongo was hit with a big stone on the head and died on spot on Wednesday.

The FDC supporters who have been charged with murder include Catherine Dembe, an LC5 woman councilor in Mpigi, businessman Yoweri Kintu, Robert Kavuma, James Kirya and Harold Kaija.

The police have also charged Col. Kiiza Besigye, Kampala lord mayor Erias Lukwago, Kampala woman MP, Nabilah Sempala, Kawempe division LC3 chairman, Mubarak Munyangwa with organising an illegal assembly.

The police spokesman, Asuman Mugenyi says that the file of the suspects is with the DPP. He says police is waiting for the reply of the DPP before it takes final action.

Dr. Ian Clarke Busulwa, the LC3 chairperson of Makindye division has quit active politics. Busulwa says he will not seek reelection as LC3 chairperson for Makindye division after his term of office in 2016. Ian Clarke has quit politics at a time when the ruling NRM party was persuading him to accept to contest on its ticket in 2016.

Dr. Ian Clarke was declared the winner of the LC3 seat in Makindye, after he received 26,000 votes in the polls in 2011 general elections. Moses Kalungi, the incumbent, got only 11,000 votes. Rashid Biruma of NRM, FDC’s Livingstone Kizito, and DP’s Deo Kijjambu also competed.

Clarke was the first European to become an LC3 local official inUganda. Dr. Clarke holds both Irish and Ugandan citizenship.

To win the polls, Clarke campaigned largely on a development agenda, focusing on health and public service issues namely water, pit latrines, and roads maintenance.

Clarke was born inNorthern Ireland’s Armagh, but he has lived inUgandafor over 20 years. He is among the founders ofKampalaInternationalHospital.

The central government has increased allowances for LC3 and LC5 councilors in divisions, and districts.

The LC5 councilors will get 3.5 million shillings while those at the division level will earn 2.6 million shillings every month.

Every thing is included in the 3.5 million shillings. It includes constituency mobilization, transport and medical allowances. Councilors at the district and the division level will receive sitting allowance of 230,000 shillings.

But it is one sitting in three months. In addition to the sittings, there are also committee sittings. So if your councilors at the village level tell you that they get little money, you must know how much they earn per month.

Although the money to buy the first batch of bicycles for LCI chairpersons across the country was embezzled last financial year, the government has not yet forgotten the LCI executives.

We are reliably informed that the government has bought the second batch of bicycles for LCI chairpersons across the country.

The sources in the line ministry tells this reporter that each LCI chairperson across the country will get his or her bicycle before the LCI national elections could be held.

The Government first promised to buy LCI chairpersons bicycles in September 2009.

President Museveni in September 2009 told Parliament that the government would buy bicycles for the LCI chairpersons and motorcycles for LCIII.

He said the LC3 and Gombolola chiefs had already got the motorcycles. But we have not yet known when the LCI chairpersons would get the bicycles promised to them.

We have heard that the former mayor of Kampala Hajji Nasser Sebaggala is preparing to get back into the Democratic Party.

May be he has realised that he is not relevant to NRM, lost his political weight and had no capacity of driving opposition members to NRM.

With most of his political capital already spent, we are told by the people near him that he is planning to go back to DP because he is having a hard time wining over the hearts and minds of the NRM high ranking officials except Museveni.

Recently the LC3 chairperson of Kampala Central, Godfrey Nyakaana told the press that Sebaggala adds no value to the ruling party. However, the president general of DP Norbert Mao says that the party will first consult other members before he is accepted back into the party.

It seems the harlots in Uganda no longer fear anyone even if that person has capacity of making a law that can punish them severely.

 The day was Wednesday and the venue was Kisenyi II parish when Buikwe east MP, Lulume Bayiga had gone there to check on his friend Moses Katabu. Katabu is the LC3 councilor representing Kisenyi to KCCA.

 We hear that while the MP was passing near a group of prostitutes they started calling him all sorts of sweet names. The MP kept quiet and kept on moving to Katabu’s home. Suddenly one of the prostitutes came as if she wanted to tell him something and grabbed his phone and ran away.

The time check was 7:00pm and by this time the prostitutes operating in Kisenyi are already moving all over the area looking for men to have sex with. The MP tried to ask the people around to help chase the woman but they all just looked at him.

The shocked MP went away prompting the on lookers to shout to him that he was now welcomed to the true life of people in Kisenyi.
