State Minister for Finance David Bahati is among the many MPs crying foul

Several Members of Parliament have made a cry to Police and Uganda Communication Commission to intervene in the ongoing scams that are highly targeting them and other high profile people by con-men.

This comes at a time when cases of fraud are apparently being reported by almost every MP about thugs that hack into their phones and Face book accounts and con their friends’ money.

The latest is one involving Kasiro County MP, Elijah Okupa, who narrated to parliament how his number was hacked by thugs who asked money from a number of MPs claiming that Okupa was stuck in Eldorate.

Gulu Municipality MP, Lyndro Komaketch, reported that he is currently paying back 17 million shillings to friends who were conned in the same manner using his name.

Okupa asked the Uganda Communication Commission and telecommunication companies to devise means of stopping this practice.

The state minister for planning in the ministry of Finance, David Bahati is among the many MPs crying foul over this cybercrime as his  Facebook account was hacked into hence used to con the public.

The minister of Internal Affairs, Obiga Kania,  assured  the MPs that measures were being taken by both police and UCC to clear the loop holes that are still leading to such cyber-crimes.

Parliament proceedings on day two of the Second Reading of the presidential age limit bill was suspended to 2 pm on Tuesday to ascertain whether there were alleged soldiers in the parliamentary chapel.

The woman Member of Parliament for Amuru district Lucy Akello said she had found soldiers occupying both the Catholic and Anglican Chaplaincy prayer places at parliament.

Bukoli central MP Somon Silwany was confronted by Hon. Odonga Otto defended the soldiers, saying that they were praying prompting the speaker to suspend the proceedings to 2 pm to establish who the people in the chaplaincy were.

However, in the course of the lunch time recess, “I also got complaints from the Anglican chaplaincy; i got complaints that there were also plates. I want the Minister of internal affairs to explain who those people are. I want an explanation.” The speaker of parliament said.

Last week The Speaker gave a directive that non-Parliament security be withdrawn from the precincts of Parliament. It would be an abuse of the authority of the Speaker, if indeed it’s confirmed that there were other security personnel in the precincts. Chris Obore parliament spokesperson said.

Minister of Internal Affairs, Maj. Jeje Odong

The Minister of Internal Affairs,General  Jeje Odong and National Identification and Registration Authority (NIRA) last week were summoned by the Defence and Internal Affairs Committee to explain reported cases of  rampant irregularities and the progress to the registration to learners in schools across the country.

The members of the committee chaired by Mityana district MP, Judith Nabakooba, observed that the entire exercise of registration of pupils or students aged 5 to 16 years in both public and private schools is tinted with illegality.

The committee members raised this alarm while interfacing with General  Jeje Odong.

MPS said that there should be investigations into the funds given to NIRA to conduct this registration exercise in schools since there are complaints related to discrepancies in payment of NIRA enrolment officers.

Nabakooba noted that the exercise which started on 5th June is supposed to be completed by 31st August but they are suppressed it lacks guidelines to date.

She questioned why NIRA did not recruit enrollment officers for this exercise from the areas where these schools are located so as to cut on the costs.

Ntoroko County MP, Rwemurikya Ibanda, said that most of the machines being used for the exercise are old and freezing.

MPS quizzed the minister to make them understand why the enrollment officers are concentrating in government schools yet the project is meant for both private, government schools and institutions so as to enable government establish credible and functional register for learners.

School going children waiting to be registered by National Identification Numbers (NIN) officials recently.

The vice person of the committee, Kezekie Mbugo, blamed NIRA for considering the registration of more number of learners from   24,542  schools to 2,858 schools ,saying that this could invite ghost schools again .

However, Jeje Odong defended the exercise having started in government schools, saying that government wanted to weed out ghost schools which have benefiting ghost schools.

25.2 billion shillings was provided for the exercise

The Minister of Internal Affairs General Aronda Nyakairima has promised to be rough on any illegal brigade that is created to disrupt and do violence against the people in the 2016 elections. Aronda said that no brigade, whether that of Major Roland Kakoza Mutale or any other, will find a reason of being involved in the electoral process. He added that the intelligence committee is investigating possible allegations if Major Kakooza Mutale has committed a crime or not. He added that the law provides for only police to be in charge of security for elections.

MPs had called on government to arrest Major Kakooza Mutale noting that he should be arrested for last elections crimes.

However, General Aronda said that despite the recent high profile murders the crime rate is going down. He said that between January and June there was 143 deaths by shooting in 2014 and they are less in the same period in 2015.

While briefing parliament on the state of security in the country the Minister said that it would not be correct to conclude from the recent incidents that the situation is getting out of hand. He told parliament that to consolidate and deepen the positive gains in the fight against crime, the Police and other law enforcement agencies have put in place strategies and measures that aim at both prevention of crime as well as effectively hunting down criminals.

Aronda noted that remnants of ADF are still hiding in the jungles of Eastern Democratic Republic Congo, and have cells in Uganda, adding that killings of prominent personalities like Muslim Sheikhs could have been done by ADF terror cells, and a new group linked to Dr. Aggrey Kiyingi.

MPs asked government to be to realistic and fight the hiring out of guns to criminals and corruption in police by improving on police officers pay.

Parliament is to have a sitting on Thursday this week to consider the Anti-Terrorism (Amendment) Bill, 2015. The Bill was referred to the Defence & Internal Affairs Committee chaired by Mubende Woman Member of Parliament Benny Namugwanya  on 30th April 2015 for scrutiny. Surprisingly the parliament is being summoned after the Speaker Rebecca Kadaga had adjourned parliament during the budget speech to 23rd June.

According to the draft Anti-Terrorism Amendment Bill 2015, any person who willingly collects or provides funds, directly or indirectly, by any means, with the intention that such funds will be used for terrorism activities will be liable for the offence of terrorism financing. The bill seeks to empower the Inspector General of Police (IGP) to freeze any account held in financial institutions upon getting evidence that such an account holds funds intended for terrorism activities. The IGP would also have powers to seize properties owned by terrorism convicts.

The bill which was reintroduced  by the Minister of Internal Affairs , General  Aronda Nyakairima in parliament, further states that any  person convicted of terrorism financing would be liable to imprisonment for 20 years or to a fine not exceeding five hundred thousand currency points (Shs 10bn) or both if the bill is passed. Previously, the offence of terrorism financing was not clearly spelt out under the Anti-Terrorism Act 2002.

According to government, the amendment aims to harmonize Uganda’s legal regime on anti-terrorism with the international standard envisaged by the International Convention for the Suppression of the Financing of Terrorism.

Parliament has blocked the immediate former minister of state for internal affairs Matia Kasaija from presenting a government statement on what happened on Thursday during FDC party president Dr. Kiiza Besigye’s return.

Kasaija was called upon by the government chief whip to present the statement as the minister of internal affairs the order that was opposed by MPs saying that he has no powers to present as a minister since his term ended on Thursday.

The speaker ordered him to just lay the document on table and use other venues to communicate to the public.

In the statement Kasaija said that government is yet to confirm the death of people yesterday but says that they have not yet confirmed any death.

He however says that if anyone died he regrets the death. Kasaija says that government is in place to protect the lives of the people but not to eliminate lives.
