More ex-official ministers have taken oath today before chaired by the deputy speaker Jacob Oulanyah. These include the second deputy prime and minister of East African Affairs Ali Kirunda Kivejinja, the minister of Energy and mineral development Irene Margaret Muloni and the minister of state for Gender Peace Mutuuzo.

Three ex-official ministers are still missing to take the oath and these include the minister of justice and constitutional Affairs Kahinda otafire, the minister of security David Tumukunde and the minister of state for Teso Affairs Agnes  Akroro.

Parliament Swearing inTwelve ministers appointed by president Museveni have taken oath in Parliament as ex- officials.

The ministers include Ruhakana Rugunda, Monica Azuba Ntegge, Joy Kabatsi, Janat Mukwaya, Philemon Mateke, Janet Kataaha Museveni, Beti Kamya and Florence Nakiwala. Others are  Dr. Jane Acen, William Byaruhanga, Abdul Nadduli, and Alex Onzima. Six ex-officials missed the swearing in and these include Kahinda Otafire, David Tumukunde, Peace Mutuuzo who is the minister of state for Gender, Kirunda Kivejinja, Agness Okroro and Irene Muloni.
The deputy Speaker of parliament Jacob Oulanyah who was presiding over the House asked the ex-officials of parliament to perform their duties diligently in service of all Ugandans. Oulanyah also handed each of the ex-officials a copy of the constitution and rules of procedure of Parliament.

Buyaga west MP Barnabas Tinkasiimire says that  Members of parliament should stop spending sleepless nights looking for how they enter into the pending cabinet since the old ministers will be many in the cabinet. Tinkasimire, speaking to journalists at parliament, said that the majority of NRM members are with high expectations of being ministers and they might end up collapsing once missing on cabinet list. He advises them to concentrate more on serving people who elected them to parliament than thinking about ministerial posts. Tinkasimire says that the President’s loyal old ministers will resurface in the new cabinet list.

Tinkasiimire also asked President Yoweri Museveni to take  action against  UNRA officials who diverted the authority’s  funds. The commission of inquiry into mismanagement of the Uganda National Roads Authority (UNRA) in a report released showed that  4 trillion shillings was lost in seven years through dubious deals, notably through collusion between its own staff and contractors; inflating cost of road projects; and delayed action on recommendations listed in the Auditor General’s reports. Tinkansimire says it’s upon Museveni to prove his talk on fighting corruption or leave the implicated to be scot free like others who are in government.

ParliamentAs Ugandans await the president to release a new cabinet, Members of parliament have expressed mixed reaction on the cabinet they desire to be named by the president as he runs a new term of office. The member of parliament for Igara west  in Bushenyi district Rapheal Magyezi says that the people advocating for a small size of cabinet should  cause constitutional amendments since the president bases on the constitution  to appoint the number of ministers in the cabinet.

The Member of Parliament for Gulu municipality Leander Komakech says that the president should have ministers who have the technical capacity to deliver services to the intended community. The woman member of parliament for Mitoma district Jovah Kamateka says that the new cabinet should be focusing on the NRM party manifesto.

MPS Bernard Atiku and Joshua Anyarach want cabinet of youth and one which will own government projects.

As Majority of the longest serving ministers and members of parliament lost in the just concluded parliamentary elections, those who survived speak out on how they made it. One of the ministers who has been in parliament for more than two terms Ruth Nankabirwa says although  the election process was too tough,  including her being  challenged  for over stay, she explains that her success was  a result of  using her office to fullfil the pledge made by Government. Nankabirwa also says that she explained to the constituents that the president they support had served longer than her.

Those long serving ministers and MPs who lost include  Lubaga South MP John Ken Lukyamuzi, Minister of defense  Crispus Kiyonga, Geoffrey Ekanya  Tororo  county, Rujumbura County MP also Information minister Jim Muhwezi,  Ruhinda County MP also Justice  and constitutional affairs  minister, Kahinda Otafire, Rubanda west MP also Minister of State for Investment Henry Banyenzaki, former  vice president Gilbert Bukenya and Veteran politician and First Deputy Prime Minister Henry Muganwa Kajura who has been in cabinet since 1989.

Some longest serving Ministers and MPs who survived and will be serving their fourth term are Minister of disaster preparedness and Refugees Hirary Onek, Ruth Nankabirwa, Vice president Edward Sekandi, Elijah Okupa, Cecilia Ogwal and Speaker Kadaga; these two have been in parliament since the Constituency assembly.

Parliament has today vetted and approved three newly appointed ministers. The approved include 3rd deputy Prime minister and minister for East African Affairs Kirunda Kivejinja, Internal Affairs Rose Akol and Michael Werikhe state minister for industries. Kirunda Kivenjinja, East African Affairs after appearing before the appointments Committee promised to serve Ugandans, especially the youth, despite his old age which he said will not be a stumbling block because his wealth of experience is still needed.
Rose Akol newly appointed minister of Internal Affairs said her first task will be to handle the issue of National identity card which she says is very vital ahead of 2016 general elections. Akol also promised to handle issues related to migration department. Micheal Werikhe  who is replacing the late Mister for Industry James Mutende told Journalists that his focus will be to implement Government’s policy on the ban of polythene bags commonly known as Kavera as one way of protecting the environment.
The three now await the swearing-in ceremony before taking full responsibility.

The new minister of state for Urban Planning Rose Mary Najjemba has called for consistent messages from the leaders on family planning.

Najjemba who was speaking during the consultative meeting for the members of parliament on London family planning commitments said that what the people need on the grass root are constant messages that will not confuse them.

She said that leaders including the president must clearly give messages that create awareness for family planning other than expressing commitments which cannot be fulfilled.

Recently the president made commitments on the issue of family planning while in London and later he urged Ugandans to produce as much as they can when they are not yet in the middle class the statements Najjemba says are inconsistent.

She says that as parliament they will follow up on the commitments and sensitize the public about family planning.

The president while in London said that government will increase its allocation for family planning from USD 3.3million to USD 5 million and mobilize an additional USD 5million from donors.

Norbert Mao, the president general of DP Uganda has caused laughter in Kampala this morning when he told his party members a story of when President Museveni reportedly went to the Queen of England and asked her why his government is losing popularity yet he has done every thing to improve its image.

Mao says that the queen advised Museveni to surround himself with intelligent people. Museveni reportedly informed the Queen that he has surrounded himself with professors, doctors among other intelligent persons and scholars.

The queen reportedly called her prime minister and asked him to answer the following riddle.

”Your mother and father have a child. It is not your brother and it is not your sister. Who is it?” the prime minister answered that that child is ‘me.’

Museveni reportedly returned to Uganda and asked the following question to his cabinet ministers but none of them laboured to answer the question. Mao alleges that Museveni reportedly went ahead to ask the same question to all his friends in NRM. The DP President says that if Museveni had asked the same question to DP members, none would fail to rightly answer him. So Mao asked Museveni to sack all his ministers, quit politics and let DP takeover power, causing laughter among DP members.

The motion seeking  the suspension of the Prime Minister Amama Mbabazi and Internal Affairs minister Hillary Onek from the house has dominated the debate in parliament this afternoon.

According to the motion moved by Kween county MP Chemaswet Kisosi, the MPs want the two to step down pending investigations into allegations to taking massive bribes from oil companies.

The motion was seconded by MP Vincent Kyamadidi and Theodore Sekikubo.

 

The Prime Minister and minister Onek have insisted on their innocence and refused to step aside ahead of the said investigations.

While Mps insisted that the Ministers respect the house’s resolutions and step aside, the attorney general Peter Nyombi has maintained that parliament has no powers to suspend the ministers
