Buganda Premier Charles Peter Mayiga,Kyaddondo East Member of Parliament Bobi Wine, Lord Mayor Erias Lukwago, Minister Beti Olive Namisango Kamya among 12 others make a list of those targeted by assassins.

Lubaga North legislator Moses Kasibante found the list dumped into his compound, a list in which he is also in.

The list does not only include politicians but also religious and Cultural leaders.

Kasibante said he has no knowledge of where the list has come from but insisted it even includes politicains and religious leaders.

I don’t know what it means but it contains about 16 names of politicians and religious leaders,” Kasibante said.

When I contacted police, they assured me that they would investigate the matter. Apparently, this case is to be handled by Old Kampala Police Station,” added.

The other names on the list include; Ntungamo Municipality MP, Gerard Karuhanga who recently reported to police about these threats, Kawempe South Legislator Mubarak Munyagwa and NRM Chief Whip Ruth Nankabirwa.

The others are Titular head of muslims, Kassim Nakibinge, Kampala Metropolitan South Commander Siraje Bakaleke and deputy Police Spokesperson, Patrick Onyango, Saddam Rashid Lukwago, a herbalist, Sheikh Matovu and Bereko Muhammad who could indeed be Muhammad Nsereko, the Kampala Central MP.

Emilian Kayima the Police Spokesperson as police, it will provide necessary investigations and security into the matter.

We ask those people to be cautious of their personal security and safety, report anything suspicious. Our commanders will have an engagement with each of the people on the list to share information with a view of protecting them.”

The targeted list could follow former Buyende police commander Muhammad Kirumira and former Arua Municipality MP Ibrahim Abiriga who alsoreceived death threats before they were killed.

Rubaga North MP, Moses Kasibante

The Member of Parliament for Rubaga North in Kampala district, Moses Kasibante, has warned religious leaders against being used to entrench political leaders over stay in power.

This after St. Luke Church of Uganda, Kinoni in Mbarara district unveiled records showing that President Yoweri Kaguta Museveni was born on August 3rd in 1947, which gives him life line to contest for another term of office for the presidency in 2021 without first seeking for a constitutional amendment.

He said that religious leaders are supposed to guide the people from the evil to the right and should not be used to establish leadership of political self-seekers.

He said that religious should guide the people properly.

Parliament has directed the Ministers of Security and Internal Affairs to explain the ongoing killings of people and brief the country under what circumstances police is shooting live bullets to the people.

The matter was raised before Parliament by the Member of Parliament for Nansana Municipality, Wayima Nsereko and Rubaga North MP, Moses Kasibante in relation to cases involving the killing of 2 women in Nansana Municipality and shooting a woman who was in the company of former cranes strike, Godfrey Massa.

Rubaga North MP Moses Kaisbante raised the matter before Parliament and asked government to explain why the police used live bullets to shoot at the former Uganda Cranes captain.

Last Thursday, police reported that Massa’s car was shot at by their officers near the Namboole flyover in Bweyogerere.

The MP for Kapelabyong County, Julius Ochen, criticised the government for not taking action when the civilians are being killed and demanded to know the causes of the rampant killings of people in the country.

The government Chief Whip, Ruth Nankabirwa, says that all the issues regarding killings and shootings will be forwarded to the Security Council that sits every Thursday.

The Deputy Speaker, Jacob Oulanyah, ruled that the Nankabirwa gives the House a report next Tuesday after the Security Council’s meeting.

Members of Parliament are furious over what they say is government’s move to send a team of climate change experts in their constituencies without their knowledge.

The matter was raised by the Speaker of Parliament, Rebecca Kadaga, with backing of MPs who included that for:Kawempe North, Latif Sebaggala and the Adjumani district Woman MP, Jessica Ababiku.

Kadaga, told Parliament that the group that was sent in the various constituencies de-campaigned them and questioned why government left them out of this programme yet they should have been important in monitoring its progress.

The Speaker who raised this recently also asked the prime minister’s office  to order the climate change team to concentrate on issues of climate change other than making it political.

However, the first Prime Minister, General Moses Ali, apologized over this omission of the MPs on list of persons supposed to be part of the climate change team saying it was an oversight on their part.

He said that government sent this team because it   was concerned that some part of the population is facing famine due to climate change.

However, section of the MPs were visibly angered when Ali told them that even if they were to be told, they could not have reached  in time given that the  programme for this particular assignment was done hurriedly.

“How can he say that a programme was done hurriedly yet such tours have to be planned in advance? Does he want to tell us that this is the way they have always be operating without planning and giving proper accountability to tax payer’s money?,” wondered, Moses Kasibante, the MP for Rubaga North in Kampala.

President, Yoweri Kaguta Museveni last week appealed to the Parliamentary Commission to consider extending the payment of pensions and gratuities to include all the former MPs not just those of the 9th and 10th Parliament.

Museveni said this recently during the Golden Award Ceremony of 1162 MPs who served the country right from the 1st to the 9th Parliament when Uganda celebrated its golden Jubilee.

The President says the government cannot fail to look after 1,000 people who in the last 50 years made a contribution to the development of this country.

The appeal was made when one of the Golden Jubilee Medalists asked that as former legislators, Parliament considers also accompanying their awards with some token of appreciation in form of money.

Mathias Nsubuga, the former Bukoto South MP expressed the need for a resource envelop that can cater for families of former MPs most of whom cannot cater for themselves.

Another MP, Gilbert Oulanya, the Kilak County Member of Parliament did not also differ much saying that government needed to do more for these families either by either schooling their children than giving simply empty medals.

Meanwhile former Rubaga South MP, John Ken Lukyamuzi does not support attaching monetary value to the medal. Lukyamuzi was however, among the few opposition politicians who turned up to receive the medals.
He said boycotting the ceremony is meaningless and he received a medal not for President, Yoweri Museveni but for his own contribution to Uganda’s democratic struggle.

Some of the prominent opposition politicians including Dr. Kizza Besigye, wife Winnie Byanyima, Forum for Democratic Change (FDC) Party President Mugisha Muntu, Leader of Opposition in Parliament, Winfred Kiiza  did not show up  for the Golden Jubilee medal awarding ceremony.

Others are Democratic Party (DP) president and former Gulu Municipality MP Norbert Mao, former Mbarara Woman MP Miria Matembe, former Kampala Central MP Erias Lukwago and others.

The awarding occasion is provided for under the National Honours Award Act, 2001.

The medalists were read out by, General Elly Tumwine who is the Chairperson of the Presidential Awards Committee.

Museveni was later invited to decorate the medalists who were recognised for work done in building Uganda’s democracy.

However, Gen.Tumwine cautioned those who received the medals to handle them with care and put them on with pride since they remain a property of the republic of Uganda.

About 300 Members of Parliament since 1962 to 2012 did not pick their Golden Jubilee award medals, though 600 million shillings was injected in for their procurement and preparations to about 1400 beneficiaries.

Reports from the officials who were giving out invitation cards and identification tags to the beneficiaries of the medals say that most of the Opposition MPs shunned the awarding ceremony and hence causing wastage of funds used for making   invitation cards, identification tags and booking eats they said.

The award is in recognition of the present and former MPs for their contribution to the democratization of the country and some of them missed the medals due to lack of transport facilitation especially to those who served in the first Parliaments.

The awarding ceremony held at Serena hotel on Monday and officiated by the President was attended by few opposition MPs because others did not want to associate with the President and prefer to pick them after without the President’s hand shake.

Among of those who boycotted the function include; the former  Democratic Party President, Dr.Paul Kawanga Ssemwogerere,John Sebana Kizito ,Mukono Municipality MP, Betty Nambooze Bakireke ,Leader of Opposition Winfred Kiiza ,Kampala Central MP, Mohammed Nsereko , Erias Lukwago ,Bugweri County MP, Abdul Katuntu ,Soroti Woman MP, Angelina Ossege ,Lubaga North MP, Moses Kasibante ,Busiro South MP,  Merdad Segona ,Masaka Municipality MP, Mathias Mpuga among others.

Others are the former FDC Leader, Dr.Kiiza Besigye’s wife Winnie Byanyima ,former Leader of Opposition, Wafula Oguttu  and Latigo Ogenga ,Democratic Party President, Norbert Mao ,former Mbarara district MP, Maria Matembe among others.

The few opposition MPs who attended the function include the Kilak North MP,  Gilbert Oulanya, Kasilo County MP, Elijah Okupa ,Lira district Woman MP, Joy Atim , Aswa County MP, Regan Okumu among others.

The Parliamentary Committee on Statutory Authorities and State Enterprises has today Tuesday August 2, 2016 given Margret Muhanga, the Burahya County Member of Parliament in Kabarole district an ultimatum for Friday this week to produce a land title for the Uganda Broadcasting Corporation (UBC) in Bugolobi which they say she obtained fraudulently

Margaret Muhanga was implicated among those who engaged in stealing over 23 acres of land that belong to the state broadcaster accord.
Muhanga through her lawyer, Joseph Kyazze,had earlier informed the committee that UBC sold the said land to a company Habour Group at tune of 11.5 billion Uganda shillings.

However, the company later went to court challenging the transaction and court ordered Habour Group together with Deo and sons company advocates who were in charge of the property by then to return the title to UBC.

According to the agreement, UBC was meant to compensate the group within 60 days but failed to meet the deadline and hence with the help of court bailiffs, the land was later sold to Muhanga at 10.5 billion shillings.

Simon Kaheru, the newly appointed managing director of UBC however informed the committee that they appealed to the Supreme Court which ruled that the land should be returned to UBC as it was acquired through fraudulent means.

This prompted the chairperson of the committee, on. Anita Among to direct Muhangi to return the land title by Friday.

Moses Kasibante, the Lubaga North Member of Parliament who also a committee member however argued that given the MP up to  Friday will enable her make that ‘title to change names like it was done in court before’.

He said the accused should instead produce the said land title by Wednesday.

The Parliamentary Committee on Presidential Affairs has expressed shock over the poor state of USAFI market land despite government advancing Kampala Capital City Authority (KCCA)at total of Uganda Shillings 37billion to buy and  refurbish the market to accommodate vendors.

The market was purchased from one Umar Ssekamate as a way of increasing the authority’s revenue and relocate vendors who roaming the streets to a more centralized place.

However, Members of Parliament sitting in the committee chaired by Col. Fred Mwesige while discussing the matter noted that KCCA had not put the money in good use. They said most building in the market are dilapidated with most vendors failing to operate their business there sighting a high cost of operations in doing business there.

Suzan Amero,the committee’s  vice chairperson and also woman MP Amuria district, said they considering summoning City Director of Planning, the Lord Mayor,Erias Lukwago, former minsters for Kampala, Frank Tumwebaze and the KCCA’s Executive Director, Jennifer Musisi to come and explain to members were the market is not operational to the expected standards.

The MPS are also concerned on why the city authority enforcement officers continue to harass and confiscate properties of vendors on the streets.

Simeo Nsubuga, the Kasanda South MP in Mubende district questioned why there are uncoordinated finance reports from KCCA saying the authority has indicated dishonesty in the procuring process of this market.

Nabagareka Primary SchoolMembers of Parliament have demanded that government secures land belonging to schools.
The legislators who include Theodore Sekikubo, Moses Kasibante, Joseph Sewungu and Noemi Kabasharira  while appearing before the probe committee on illegal demolition of schools in Kampala chaired by Buvuma Member of Parliament Migadde Ndugwa said that government should have land titles for all  government schools  to stop their illegal demolition.
The Member of Parliament for Kalungu West Joseph Sewungu and Moses Kasibante said that the Ministry of Education should explain why it has failed to obtain titles for the schools.
The Members of Parliament also questioned why most of the schools do not have playgrounds yet this is a requirement for setting up a school
In a related development the committee has ordered Kampala City Council Authority to pull down the fence on the former land of Nabagereka Primary School.
Members of Parliament and KCCA agreed that this land was fenced off illegally and the Executive Director KCCA Jenifer Musisi assured the legislators that the directive will be effected before Easter day.
The Commitee barred KCCA from approving the building plan for possible structures on the former Nabagereka primary school land.
The Members of Parliament also ordered KCCA to evict all encroachers on Nateete Primary School, Nakasero primary school and Kawempe Muslim Primary School land.

Jenifer Musisi told that committee that land of about 75 schools in Kampala is under threat in the land grabbing wave that has swept the country.
KCCA pleaded with the  committee to prevail over Uganda Land Commission and stop the commission from dishing out school land.

There was drama at the headquarters of the electoral commission today when the embattled Lubaga North MP, Singh Katongole stormed the office of the chairperson of the commission and pleaded with him not to gazette his polirical rival, Moses Kasibante, as the dully elected Rubaga North MP.

Singh who reportedly went secretly to the commission asked Eng. Badru Kiggundu to delay the process such that it gives him a change to challenge the court ruling which threw him out of parliament last week.

Singh’s pleas have come at a time when the court of appeal had already instructed the Electoral Commission to gazette Moses Kasibante. However the commission’s secretary Sam Rwakoojo says that there is no way the commission could not gazette Kasibante since there is a court directive on the effect.

Three Court of Appeal justices led by Constance Byamugisha threw away Singh’s appeal that he had sought to overturn a High Court judgment that first threw him out of Parliament over electoral malpractices and ordered for the reinstatement of his rival, Kasibante, in his place.

The amended Parliamentary elections act 2010, Section (66) clause 3 provides that the Court of Appeal is the final court pertaining Parliamentary election petitions. Singh Katongole’s case was trashed by the court of appeal.

Embattled NRM cadre and former Lubaga North MP, Singh Kantongole (NRM) on Monday petitioned the Supreme Court asking it to cancel last week’s Court of Appeal ruling which threw him out of Parliament and replaced him with Democratic Party’s Moses Kasibante. Singh also asks the court to block Moses Kasibante’s swearing in ceremony as MP for Lubaga North.

The court of appeal on Thursday last week upheld an earlier ruling by the High Court ruling that nullified Singh’s parliamentary election victory for Lubaga North.

Singh says that he has petitioned the Supreme Court because the he thinks the ruling by the court of appeal was unfair to him and to those people in Lubaga North who voted him into office.

The court of appeal reversed Singh’s MP victory after the court discovered that the mechanism under which Singh used to go to parliament was done illegally under suspicious circumstances.
