Deputy Attorney General, Mwesigwa Rukutana.

Government has tabled before Parliament a constitutional amendment bill 2017, seeking for compulsory land acquisition by government for development projects.

The was last week tabled before Parliament by the Deputy Attorney General, Mwesigwa Rukutana.

Rukutana brought the bill for its first reading a day after he told the house that the government has not drafted a bill regarding the lifting of article 102(b) for the presidential age limit of 75 years.

Some MPs tried to disrupt proceedings such as the shadow attorney General Wilfred Niwagaba who accused Rukutana of defying the Speaker’s ruling against amending the constitution in piece meal.

However, the Speaker Rt.Hon, Rebecca Kadaga, asked the house not to act in anticipation because herself has not read the contents of the bill.

She urged the house to give Rukutana an opportunity to read out the object of the bill.

She  referred the bill to the  Legal and Parliamentary Affairs Committee Chaired by  the West Budama North MP, Jacob Oboth Oboth and deputized by Gomba West MP  Robina Rwakojjo for consideration.

Fred RuhindiThe Parliamentary Appointment Committee is to vet the Attorney General and his Deputy on Thursday this week following their recent appointment by the president.

The Deputy Speaker of Parliament Jacob Oulanyah during Monday’s parliament sitting informed the house.

Fred Ruhindi will be vetted as the new Attorney General replacing Peter Nyombi whom the president dropped in the recent Cabinet Reshuffle after he had served in that capacity for only three years.

Mwesigwa Rukutana will also face the committee for possible approval as the Deputy Attorney General Rukutana has been the Minister of State for Labour.

Tokodri Tagboa appointed to be the Minister of State for Higher Education and Science and Technology will be among those that will have to prove their credentials for confirmation of their appointment by the committee

This committee chaired by the Speaker of Parliament, Rebecca Kadaga last week vetted the first group of Ministers and Presidential Appointees will vet another group of Presidential Appointees this week

Some of the appointees that the committee approved last week are the new Chief Justice Bart Katurebe and his Deputy Steven Kavuma.

Sam Kutesa, Uganda's Foreign Affairs Minister

The Anti Corruption Court has begun hearing a case in which three ministers Sam Kutesa of Foreign Affairs, Mwesigwa Rukutana of labour and John Nasasira the government Chief whip are accused with abuse of office and causing financial loss to the government totaling to 14 billion shillings.

The ministers who resigned their posts on Wednesday appeared before the Anti Corruption Court Chief magistrate Irene Akankwasa and denied the charges.

The magistrate released the on a cash bail of 40 million shillings each, and ordered them to deposit their passports with the court. Their sureties were each bonded at 1 billion shillings not cash and ordered to deposit their passports as well.

Three ministers on Wednesday announced their resignation from cabinet pending their investigation and trial in a case where they are accused of mismanaging funds during the Commonwealth Heads of Government meeting that Uganda hosted in 2007.

Ministers Sam Kutesa of Foreign Affairs, Mwesigwa Rukutana of Labour and John Nasasasira the rulling NRM Chief Whip have announced they have stepped aside from their positions.

The three ministers are due to appear in the Anti Corruption Court on Thursday to start defending themselves against charges by the Inspector General of Government of abuse of office and causing financial loss to the government.

According to the IGG prosecutor Rogers Kinobe, the three while performing their duties, did, in abuse of authority, irregularly convened a consultative cabinet meeting and decided to that the government would fully fund the construction cost of the drive ways, parking areas and marina at Speke Resort Munyonyo hotel, which decision caused the government a loss of 14 billion shillings. Now called Commonwealth Resort Munyonyo, the Sudhir Ruparelia owned facility was meant to accommodate visiting Presidents attending the CHOGM.

“We have, in order to allow for the due process of the Court, which we highly believe in, and in the interest of the party to which we belong and the Government we serve, deemed it prudent and desirable to seek leave from our Appointing authority so as to step aside, until this matter is concluded,” reads the statement signed by the three ministers.
