According to Sheikh Shaban Ramadhan Mubaje, the chairperson of the IRCU the national dialogue will not be just an event but rather a process to national cohesion.

“We envisage that the first phase of the process will culminate into national conference to take place in June 2019,” Mubaje said.

He added that the political party dialogue will be led by the national consultative forum and the inter party organisations for dialogue.

Among the prominent activities of the dialogue is the negotiations between the National Resistance Movement (NRM) and Forum for Democratic Change (FDC) alongside the constitutional review which will be spearheaded by the constitutional review commission.

“We hope that all citizens here and in diaspora will embrace this nonpartisan and inclusive process so that together we can build on the progress of the last 56 years of independence and shape the future of our country,” Mubaje added.

 Kassiano Wadri (Independent) has won the Arua Municipality parliamentary seat after getting 6,528 votes representing 38% of the vote in the by-elections.

Although Wadri was not able to cast his ballot as he’s still in police custody in Gulu, he beat 11 others, among them, Nusura Tiperu, a member of the ruling National Resistance Movement (NRM) party who finished second position.

Tiperu got 4,763 (27%) followed by Robert Ejiku (Independent) with 2,703 (15%). Bruce Musema of the FDC followed with 1,372 (4%).

At some polling stations in Oli B Cell, a group of youths jubilated in front of the soldiers and policemen after Wadri won there.

The former Terego county legislator now takes the seat previously occupied by Col Ibrahim Abiriga who was gunned down in June this year. The total number of votes cast were 17,089 while invalid votes were 613.

The ruling National Resistance Movement (NRM)party says it is planning to take disciplinary action against its members who would be found guilty of breaching electoral laws.

This comes in the wake of the numerous court cases in which NRM MPs were sued for various irregularities in the 2016 elections.

Speaking to media in Kampala, the NRM deputy secretary general, Richard Todwong, said that all political parties must take keen interest in guiding their members on how to respect electoral laws.

He said it has become a habit for many members to breach electoral party laws yet they consent to abid and follow the written laws but instead do otherwise, Todwong said.

NRM financingNRM party has been ranked first in spending money in the previous concluded general elections. According to the final report released by Alliance for Campaign Finance Monitoring- ACFIM on campaign financing, NRM spent about 91.7% followed by Independents, FDC and the rest.

According to the Country director of  Alliance for Election Campaign Finance Monitoring (ACFIM)  Henry Muguzi the money spent by all candidates in the campaign race amounted to 2.4 trillion shillings. The report further shows that the said money was highly spent in districts of Kampala, followed by Luwero and Masaka. Muguzi says this money was spent in forms of donations and religious institutions like churches and mosques are the main beneficiaries.

Meanwhile the alliance has appealed to both of the ministry of justice  and electoral commission to cause enactment of a law to regulate campaign financing, best definition of voters bribery and also enforce the Political Party and Organisation act.

President Yoweri Museveni has said that the National Resistance Movement (NRM) Government will work out a system to fund the Kampala Taxi Drivers group in order to enable them purchase buses. The President made these comments at State House Entebbe when he met a delegation of 2,300 Kampala Taxi Drivers.

“The Government is making plans to reduce vehicles in Kampala City. With the introduction of buses, we shall have fewer vehicles transporting more passengers,” he said. He agreed with their request to be enabled to operate bigger vehicles so as to ensure a good transport service system in Kampala. He said that the move to fund and enable them operate buses, would protect their employment.

Regarding levies exacted on them by Kampala Capital City Authorities (KCCA), President Museveni observed that taxi operators should be levied only once in a year. He directed that excess charges that are exacted on taxi drivers should stop and the other Town Councils and Municipalities in the country should not exact extra fee charge on taxi operators.

President Museveni expressed concern over reports that some traffic Police officers have been in the habit of extorting money from taxi drivers. He also called on them to provide evidence over allegations of them being tortured or mistreated by the Police and other related organs; adding that this would enable the Government to take appropriate action.

Turning to the issue of capitalizing the taxi drivers’ Savings and Credit Co-operative Organizations (SACCOs), the President assured them that the Government would work out modalities and means of funding their SACCOs. He also informed them that there was a possibility of providing funds for one 60- seater bus for every stage at a cost of Shs. 300 million each, noting that the use of wide-body vehicles was in line with the KCCA guidelines.

The Vice-Chairman of the Jinja Stage, Mr. Mohammed Mulindwa, requested the President to intervene and help stem the confusion and commotion that is being experienced in the taxi operation industry in the country. He said that the Taxi Drivers Association has a 30,000-strong membership nationwide.

Opposition MPs welcomed the Former Premier John Patrick Amama Mbabazi’s decision to stand as an independent presidential candidate for 2016 General elections. They said that Mbabazi’s quitting of NRM will give the opposition a platform to win.

Speaking to reporters at Parliament, the Leader of Opposition Phillip Wafula Ogutu said any percentage taken from NRM during elections will definitely affect president Museveni. He stated that the division in the NRM might cause a re-run of the elections as most NRM party members are likely to vote for former Premier Amama Mbabazi. He noted that it is not clear whether anyone would win on the 1st round of election

Busiro South MP in Wakiso District Joseph Mutebi Balikuddembe said NRM will be affected if Mbabazi run as an independent Presidential candidate and it was a big blow to the NRM Party.

Former National Resistance Movement (NRM) Secretary General Amama Mbabazi decided to run as an independent candidate in the 2016 elections. Mbabazi said he was not quitting the NRM but that he was not willing to participate in the party primaries because the rules of the game are not fair.

Speaking to journalists at his Kololo home, Mbabazi said that he would be the duly elected president of Uganda come next year. He said that he is going to start a journey and at the end of it he will be the elected President of Uganda, adding that he is now waiting to be nominated as presidential candidate by the national Electoral Commission.

He said that as a lawyer, a founding NRM member and patriotic citizen he could not allow himself to be part of an illegality.
