The Parliamentary Appointments Committee has vetted and approved the 2nd deputy Inspector General of government for the second term office.

The Committee Chaired by the Speaker of Parliament, Rebecca Kadaga, examined the 2nd deputy IGG Mariam Wangadwa.

Who was reappointed by the president to serve for another four year term.

After the committee Wangadwa said that her main focus will be ensuring that declaration of assets by public leaders is easy using on line declaration system so as there is no delay

She said that IGG office is focusing more to have more case investigators so as inspectorate wins these cases.

She also reported that her office is faced with challenge of court injunctions which most cases delay their investigations on some cases.

She observed the need for better pay of the staff who conduct investigations on corruption cases so as are not compromised.

The IGG, Irene Mulyagonja appearing before the Parliamentary Appointments Committee

The parliamentary appointments committee has vetted and approved the Inspector General of government for the five year second term of office. The president renewed the IGG’s  Justice Irene Mulyagonja term of office contract after serving the first five years battling the cases of corruption. Justice Mulyagonja today morning appeared before the parliamentary appointments committee chaired by the speaker of parliament Rebecca Kadaga.

A source says that Justice Irene Mulyagonja is approved by the appointments committee though she was grilled over being lenient on some corruption cases where she promised to improve.

After a closed meeting with the committee members Justice Mulyagonja says that her office is to establish a special investigation unit focusing on the large spending of government ministries and agencies. She admitted that in the IGG’s office there are staff who connive with the corrupt people to frustrate investigations, adding that many of such staff have been known and chased and prosecuted. She also says that there is still political interference while carrying out her work in search for corrupt officials but vowed not be derailed.

The IGG called on the government to increase on number of staff in the office of the IGG so as many corruption cases are dealt with in time.

The Parliamentary appointments committee chaired by speaker Kadaga has vetted and approved Prof. Emmanuel Tumusiime Mutebile as the governor bank of Uganda for the next five years, after he was re-appointed by
President Museveni for the fifth term. According to Sources which attended the meeting, the committee approved Mutebile after serious grilling for having assisted the ruling NRM party with large sums of money from the Treasury to fund the party’s electioneering activities.

However in response, he said that he has never been used by the politicians to print more money, adding that the Bank has suspended printing of money during elections fearing that such money would end up facilitating political campaigns. When asked what he was doing to control the increasing commercial Bank rates, Mutebile said, the high lending rates are determined by the forces of demand.

Mutebile was first appointed as the Central Bank governor on January 1, 2001 but was re-appointed for a second five-year term on January 1, 2006. In November 2010, he was re-appointed for a third five-year term, running up to January 12th, 2016.

The Parliamentary appointments committee approved the members of the Board of the Petroleum Authority. The committee that approved the Board of the Petroleum Authority was chaired by the Speaker of parliament Rebecca Kadaga.

The Board of the Petroleum Authority vetted Dr. Jane Nambakire Mulemwa as Chairperson and two members to the board counsel; Kiryowa Kiwanuka and Eng. Patrick Nakoko Masuba. Mr. Michael Olupot Tukei was also vetted as the Deputy Executive Director of the Financial Intelligence Authority which is intended to prohibit money laundering into the country.

The Board chairperson of the Petroleum Authority Dr. Jane Nambakire Mulemwa said that she will ensure that the Authority has guidelines and policies which stop loopholes which can expose it to abuse and temptations like corruption.

A legal member to the board, Kiryowa Kiwanuka, said that they will focus much on making sure this authority benefits Ugandans so as they do not regard oil as a curse.

The same committee has approved all 12 Judges appointed for Supreme Court and court of Appeal. Judges included Augustine Nshimye, Faith Mwodha, Eldad Mwangushya, and Lady Justice Prof. Lillian Tibatemwa. The vetted  Alphonse Owiny Dollo, Lady Justice Elizabeth Musoke, Paul Mugamba, Simon Byabakama, Catherine Bamugemereire, Cheborian Barishaki, Hellen Obura and Cheborion Basrishaki .

Sources say that MPs questioned the judged over high case backlog and concerned about the alleged corruption in judiciary. The judges were questioned about the loss of case files in courts and lack of supervision of lower courts.

Shortly after vetting, one of the Supreme Court Judges, Eldad Mwangushya, pledged to clear all cases they will find in Supreme Court.

These  judges have been appointed by President Yoweri Museveni and approved by parliament as the country prepares for 2016 election process which could bring in some election petitions filed by aggrieved parties in court and some go to the level of the supreme court

Fred RuhindiThe Parliamentary Appointment Committee is to vet the Attorney General and his Deputy on Thursday this week following their recent appointment by the president.

The Deputy Speaker of Parliament Jacob Oulanyah during Monday’s parliament sitting informed the house.

Fred Ruhindi will be vetted as the new Attorney General replacing Peter Nyombi whom the president dropped in the recent Cabinet Reshuffle after he had served in that capacity for only three years.

Mwesigwa Rukutana will also face the committee for possible approval as the Deputy Attorney General Rukutana has been the Minister of State for Labour.

Tokodri Tagboa appointed to be the Minister of State for Higher Education and Science and Technology will be among those that will have to prove their credentials for confirmation of their appointment by the committee

This committee chaired by the Speaker of Parliament, Rebecca Kadaga last week vetted the first group of Ministers and Presidential Appointees will vet another group of Presidential Appointees this week

Some of the appointees that the committee approved last week are the new Chief Justice Bart Katurebe and his Deputy Steven Kavuma.

The Kampala High court has declined to grant an application in which Hon James Kakooza was challenging the decision of the Parliamentary appointments committee in failing to avail him with its vetting decision on his ministerial appointment.

In his ruling, Justice Eldard Mwangutsya has advised Kakooza to wait and hear from the President who may appeal to the house over the outcome of his vetting.

The Judge added that court will not interfere in the process of Kakooza’s appointment or the workings of the Parliament unless when Parliament performs any constitutional actions.

The Parliamentary Appointments committee has asked court to dismiss an application in which Hon. James Kakooza is seeking court orders to compel the said committee issue him with its vetting decision on his ministerial appointment.

Goretti Arinaitwe, who represented the committee in the suit today, has told the high court session presided over by Justice Eldard Mwangutsya that under their rules and procedure of Parliament, the appointments committee is obliged to communicate its vetting decision to the President and not any other person.

She added that this application is bad in law and wrongly before court since court cannot compel the committee to communicate the decision to Hon Kakooza.

She therefore asked court to dismiss the application with costs.

Court shall rule on this matter on Thursday.

Hon. Kakooza sued the Parliamentary appointments committee and the Attorney General challenging the committee’s refusal to avail him a decision regarding his appointment as health minister in Primary health.

In the application, he contends that he was nominated by the President and duly appeared before the said committee for vetting.

Kibuku county MP and former ministerial nominee Saleh Kamba has rubbished and blasted the appointments committee of Parliament calling it a collection of people filled with malice.

Kamba who had been nominated for minister of state for Bunyoro affairs says the committee members, having failed to pin him on academic grounds, resorted to his being a member of the Kalangala Action Plan, which they say is responsible for lots of political turmoil.

He says most of the committee members are full of malice. The committee dropped Kamba on moral grounds and questionable academic papers. However, Kamba says over 75% of the ministers passed are members of Kalangala Action Plan.

He says he is now consulting his lawyers on the next move. Kamba says he is contemplating suing the Government for politically sabotaging him and denting his career.

The appointments committee was chaired by the speaker of Parliament Rt.  Hon Rebecca Kadaga and deputized by Jacob Oulanyah the deputy speaker of Parliament.

Sources that attended the committee chaired by Rebecca Kadaga say  Kakooza’s approval was deferred awaiting him  to bring more evidence regarding his academic credentials.

Sources say that unlike Kakooza who spent several minutes in the committee being questioned , the other nominees have been approved.

The sources said Kakooza still has a task to bring supporting evidence about his papers before the committee can take a final decision on his appointment.

Meanwhile, when he emerged out of the committee, Kakooza who paraded his papers before journalists to prove his qualification for the job said he has all papers for this job and therefore criticized those who continue to peddle what he called lies against him.

He says when approved as a minister, his main task will be to ensure that all health centers have drugs in addition to increasing on his monitoring capacity to ensure that health workers do their work.

The parliamentary appointments committee on May 31 disqualified the appointment of the Hoima Municipality MP, Henry Muganwa Kajura as a cabinet minister for Public Service due his advanced age. Kajura will make 77 years in July 7 2011

Kajura who had been appointed by President Museveni on Friday as the second Deputy Prime Minister and Minister for Public Service was told to retain the second Deputy Prime Minister office and relinquish the Public Service Ministry. He has been in the same offices before the reappointment.

The appointments committee told Kajura that the Service ministry is sensitive and it needs to be occupied by a fresh-minded person.

The issue of age was raised by the Leader of Opposition in Parliament, Nathan Nandala Mafabi and it was anonymously seconded by the committee.

The committee told the Parliament Speaker, Rebecca Kadaga who chaired the committee to inform the President to appoint another person for the ministry of Public Service.

Sources from the committee say that in a few minutes they talked to Kajura, he was already dozing. The sources added that the committee observed that Kajura is no longer making coherent statements and the fact that he has served in the same sensitive position for ten years he deserved replacement.
