Soumaila Cisse who is Mali’s top opposition leader has made it clear that he would reject the election results which he described involved accusations of fraud, violence and low turnout.

Ballot counting was conducted yesterday across the vast West African country where one poll worker was reportedly killed and hundreds of stations closed due to insecurity.

Cisse said at his party’s headquarters in Bamako that they will not sit and listen rather urged the masses to rise against dictatorship and fraud.

“The fraud is proven, this is why there are results we will not accept,” Cisse said at his party’s headquarters in Bamako.

“I call on all Malians to rise up… We will not accept the dictatorship of fraud,” he added.

But Cisse’s team and other opposition contenders have repeatedly accused the government of fraud, including ballot-box stuffing and vote buying.

However the African Union (AU) election observers said the voting was carried out “in acceptable conditions,” in a preliminary report published Monday.

At this stage there is “no tangible element” pointing towards voting irregulariities, the observers said, congratulating the Mali government for its efforts to improve the voting process and noting a drop in the number of untoward incidents in  the second round of voting.

The European Union also said that in the 300 polling stations its observers visited, no “major incident” occurred.

Nearly 500 polling stations were unable to open on Sunday, the government said, mostly in regions plagued by jihadist violence and ethnic tensions.

“We had a little over 3.7 percent of stations which had not functioned properly” during the first round on July 29, Salif Traore, Mali’s security minister, said on Monday.

The figure fell to 2.1 percent of the 23,000 polling booths in Sunday’s runoff vote, which Traore said was due to the deployment of more military.

The overseer of a polling station in Arkodia, in the northern region of Timbuktu, was shot dead on Sunday by armed Islamist militants, local officials said.

Aside from this “dramatic case,” the government said the poll occurred without incident.

Turnout however was just 22.38 percent, local monitors of the POCIM (the Mali Citizen Observation Pool) said.

Six members of the opposition campaign team, including four French, were arrested on Sunday, the team and Traore, the minister of security, said.

Five of the six were released without charges after being held for two hours in a Bamako police station, a source close to the team said. Their phones and laptops were seized.

With the Kenyan general elections less than a month away and campaigns in full gear, the eight presidential candidates have prepared manifestos outlining their agendas for the next five years. The candidates are hoping to convince the people to stand by them and assure them a victory in the August 8th elections. Two of these eight candidates are the ones the nation has their eye on and these are Jubilee’s Uhuru Kenyatta and National Super Alliance (NASA)’s Raila Odinga. The Jubilee party and NASA launched their manifestos within a day of each other and many promises are cited within the said documents.

However, how many of these promises embeded in the manifestos are directed to the young children of the country? Kenya’s child population (0-14 year olds) is 43% of the total population; this is one of the largest demographics in the country. A large population of children (0-14) signifies high child dependency and the need to invest in child and maternal health as well as education opportunities. With this in mind it is therefore imperative to find out what the candidates have planned for the nation’s children.

Jubilee’s vision is: A united Kenya in which wealth is created and prosperity is shared amongst all citizens; A fast-growing economy that leaves no one behind; A Kenya for all Kenyans by Kenyans; An accountable, professional and efficient government; and An influential regional power at peace with itself and its neighbours.

“Kenya has immense potential for growth, modernisation and prosperity. Growth that leaves no one behind; modernisation that secures our future for generations to come; and a prosperity that we can all share and enjoy” President Uhuru Kenyata’s address at the Manifesto launch

The manifesto noted ten points the party will work on. Out of these the promises concerning Early Childhood Development are point four and six which state:

  • Expand the free primary school programme to now include free day public secondary schools in Kenya.
  • Expand free maternity care to include government funded NHIF cover for every expectant mother for one year.

In the small print the manifesto further notes that it would:

Extend the “Linda Mama” programmes to a total of one year to cover both ante-natal and post-natal care and reduce maternal and child mortality rates.

Work towards achieving a 100% transition from primary to secondary school by providing free education in all public primary and public day secondary schools.

Maintain momentum in upgrading slums by providing clean water and sanitation, access roads, street lights, schools and health centres as well as income generating activities. This will help improve the lives of 4 million people living and working in slums.

NASA Manifesto

NASA Manifesto Launch

NASA fronted a seven pillar vision and policy platform which the manifesto then translates into a programme of action. The vision and policy platform address:

  • National reconciliation and healing
  • Resolving all historical injustices
  • Refining the constitution to strengthen devolution
  • Transforming government from master to servant of the people
  • Realizing the equality principles and goals entrenched in Article 27 of the Constitution
  • Realizing social and economic rights as enshrined in Article 43 of the Constitution
  • Eradicating poverty and unemployment

“…the manifesto is decidedly ideological and bold, at once pragmatic, alive to challenges of implementing social transformation, but uncompromising on principles and values. It is a manifesto for fundamental change”

Concerning early childhood development the manifesto includes:

Mainstreaming constitutional education in the school curriculum.

Progressively expanding income transfer programmes (presently limited to the elderly and households with orphans and vulnerable children (OVC)) to the critically food poor.

Establishing a National Universal Health Service Fund to be funded by the public budget for curative heath services and a minimal basic health insuarance contribution by citizens.

Delegating school infrastructure to the Counties- giving conditional grants.

Arresting high school dropout rate; expanding secondary school infrastructure; and expanding teacher training capacity hence making the primary school examinations (KPCE) redundant since every child will be assured a place.

All in all

Although a discussion could be held on who represents the children’s issues best, these two powerhouses did not ignore the 43 per cent but included them in their manifestos and made commitments to the children of Kenya. Whichever of these parties does take the election, we will be watching and lobbying for these implementations.

Uganda People’s Congress (UPC) President, Joseph Bbosa has confirmed that before the end of this year, the party will have held its presidential elections with a committee to lead the process yet to be named.

According to Bbosa, a team from the party will soon be moving around the country meeting members to forge a way forward on how they would love to see the party move as per the polls.
Bbosa however, pins NRM for being behind the protection of the illegal faction that is currently occupying the party offices on the 6th floor at Uganda house saying this is a plan by NRM to weaken the opposition which he says will not yield results.

The other UPC faction is led by late Milton Obote’s son Jimmy Akena where they have had confrontations on various occasion with the main faction of the party.

Supreme Court Judges

The nine Supreme Court judges have unanimously accepted the 5 amendments to candidate Amama Mbabazi’s petition challenging President Museveni’s re-election. The ruling read by Chief Justice Bart Katureebe comes after the Deputy Attorney General Mwesigwa Rukutana and lawyers representing Yoweri Museveni, objected to the amendments presented earlier by Amama Mbabazi’s legal team.

Mbabazi lodged the initial petition last week seeking to nullify the election of President Museveni on grounds that the Electoral Commission did not comply with the electoral laws and that there was outright voter rigging.

Today, at the pre-hearing conference for the trial, his team introduced 15 new grounds to the original submission in Presidential election petition with fresh evidence to challenge the victory. The grounds presented in the amended petition include proof of voter bribery, use of public servants in political activities, interference with opposition activities and misuse of government resources.

Justice Katureebe warned the media not to discuss the court issues on their platform, as the hearing of the petition starts on Monday 14th March 2016. Meanwhile court adjourns to Thursday 10th this week for another pre-hearing conference.

Hon. Amama Mbabazi after picking nomination forms

Six presidential aspirants for the 2016 race have expressed interest in vying for the biggest post of leadership in Uganda as they picked nomination forms from the electoral commission headquarters in Kampala today, among them being the former premier and secretary general for the ruling party, Hon. Amama Mbabazi, Prof.Venacious Baryamureba, Fredrick Kunya, John Mutono among others.

After picking his nomination forms, Mbabazi said he is now to embark on seeking for signatures from the electorates to endorse him for the post as he also assures the public that he will continue with his planned consultation meetings. However, Baryamureba said if he wins he will make the incumbent retire honorably but also noted that he decided to run as independent instead of running as a flag bearer from his party Peoples progressive party.

The publicist of the commission, Jotham Taremwa, said starting from today all those aspiring for the post of presidency should collect 100 signatures from each of the 75 districts in the country with the exercise to close on 21st September 2015 to give the commission time to verify the signatures.

Opposition MPs condemned the arrest of the former Prime Minister John Patrick Amama Mbabazi and Dr. Kiiza Besigye. They denounced the actions of police as the NRM party MPs celebrated Mbabazi’s blocking from going to Mbale for a consultative meeting with his supporters.

The shadow Minister for Internal Affairs Mohammed Muwanga Kivumbi told parliament that the actions of the police are causing unrest in the country. Kivumbi questioned whether it has become criminal for any person to contest as a presidential aspirant. He said that parliament must debate the role of security agencies in the upcoming 2016 elections.

However the Member of Parliament for Dokolo county Felix Okot Ogong said that what goes around comes around, adding that Mbabazi defended the Public Order Management Act now it has caught up with him jumping the prudency queue in NRM party.

The leader of opposition Philip Wafula Ogutu said that it was illogical for Amama Mbabazi to be arrested before he reached the crime scene. Wafula was bitter that NRM people are wearing yellow shirts and moving in roads but police doesn’t stop them, warning police against double standards.

In Senegal opposition won presidential elections. “Can opposition in Uganda do what the members of opposition in Senegal did?” The former spokesman of DP, Mwaka Lutukumoi whom we are told he is now a spy asks.

Mwaka says that opposition parties need less bloodshed but total mobilization of grassroots voters amidst ‘bogus’ electoral Commission’ the way it was done in Senegal for opposition to win the polls.

Mwaka says that opposition Political Parties in Senegal went down to the grassroots level a midst suppression of the president of Senegal and his anti opposition team. Instead of Senegalese picking guns and causing bloodshed; Mwaka says they mobilized funds from donors, mobilized opposition structures and won the voters hearts through right message!

This president Museveni’s spy wonders whether our political Parties in Uganda have the structures; the internal Democracy; the financial mobilization skills and the will to be the next government. “Can war or revolution help; will it work in Uganda without years of bloodshed? What is the best way? Thinking aloud as I salute the politicians of Senegal!

President Wade of Senegal even went ahead to amend the constitution to suit his age and put no term limits the way the Kampala government has done for president Museveni but still opposition members voted Wade out of power.

Scenes of jubilation and joy played out as hundreds of Makerere University students poured onto the Democratic Party headquarters to celebrate Democratic Party (DP) candidate Ivan Kata’s victory in the Guild Presidential elections.

The students paralysed business and blocked business at city house as they descended from the university through william street.

Kata won the race with 4,932 votes. He was followed by FDC’s John Paul Rubagumya who obtained 1, 974 votes.

NRM candidate, Joshua Nahurira, came third with 1, 752.

Kata Ivan is a second year student of Biomedical Radiography Sciences,

Holding tree branches and Kata’s posters, the students, who were also chanting DP slogan “DP egumire” (DP is strong) had earlier on decorated the party headquarters with green cloths, baloons and they had also mounted a music public address system at city house. The party is said to have been funded solely by Fred Mukasa Mbidde through Mugerwa Robert aka “Park Nkadde”.

In his speech to the media, the Guild President -Elect thanked Councilor Bernard Luyiga and Fred Mukasa Mbidde for the financial boost they accorded him. He was also very appreciative to Norbert Mao’s Assistant Elvis Kintu who took him through the speech induction. He said he would not be appealing to electorates especially ladies if Mr. Kintu Elvis had not inducted him to use slogans like political tedy bear, political pillow and political valu valu. He also thanked the Chairman task force Muwulya Farouk, Winston Nsibirwa and UYD Chairperson Makerere University.

He promised to copy a leaf from former Mak Guild Presidents like Hon. Norbert Mao (1990) and Mukasa Mbidde(2001). He said Makerere has problems ranging from the character of the vice chancellor to sanitation.

After the press conference, a cake was cut in the presence of Party President Norbert Mao and Secretary General Mathias Nsubuga. Kata called on Journalists to move together with him and his journey started by him cutting the cake which they enjoyed together with sodas.

The Vice Chairperson of NRM in charge of eastern region, Captain Mike Mukula has reaffirmed his commitment to contest in the 2016 Presidential elections on an independent ticket.

The informers have reported to the president that Mukula is planning to take party in elections of NRM party structures but when it comes for president polls he is planning to contest on an independent ticket.

A source in NRM told us that the news about Mukula’s plans have not gone well with Uganda’s heads of state. Mukula, according to sources, wants to hold an NRM party post and contests for president on an NRM ticket.

Mukula first declared his intentions last year during his victory celebrations as Soroti Municipality Member of Parliament in Soroti town.
