Some of the housing units for police that are so dilapidated having been built several years ago.

While on a fact finding mission recently, the committee led by Jovah Kamateka, who is also the Mitooma Woman MP, said officers and their families are staying a dehumanizing state and hence called for an urgent address to the problem by demolishing dilapidated structures.

Kamateka who was accompanied by other committee members who included:Maracha Woman representative, Rose Ayaka  Atim, Gulu Municipality, Lyandro Komakech, Kaberamaido,Veronica Eragu, among  others also toured mid-west Bunyoro region  to assess human rights situations in police detention centers, prisons and other areas.

MPs got shocked to see police officers leaving in dilapidated units made of grass and mud with poorly wired electric cables that could catch fire any time and lead to the death of officers and families.

The MPs wondered how the officers can be able to investigate crime, when they live in such undesired houses with only one toilet.

General Kale Kayihura, the Inspector General of Police.

They noted that the housing condition of the officers is so degrading and inhuman to be used by people, therefore call upon the inspector general of Police, Kale Kayihura, to quickly construct better accommodation for them.

They said government should demolish the houses immediately to avoid fire break out on the officers, if government really appreciates their service to the nation, otherwise the police station should be closed.

DRCongoOver 300 Ugandans are rotting in the Democratic Republic of Congo prisons over different crimes without facing justice. This was disclosed by Uganda’s top envoy to DR Congo, Ambassador James William Kinobe, while appearing before the Parliamentary Committee on Public accounts chaired by the Woman MP for Serere District Alice Alaso. He said that most of the arrested Ugandans are youth being misguided by some individuals to join rebel activities.

Ambassador Kinobe said most of these arrested Ugandans cannot be helped quickly out of jail because DR Congo is too big to move in all prisons where Ugandans are detained. He noted that many of these Ugandans are in jail over rebel cases while others are facing charges of illegal entry, stealing cars and conning. Kinobe who is the former Minister for Youth and Children Affairs warned youth against being tricked that in Congo there are jobs, saying many are taken to Congo for rebel activities; in Kinshasa alone there 100 youth in prisons.

Members of Parliament and the Ministry of Foreign Affairs represented by the Permanent Secretary Ambassador James Mugume agreed with the committee to ensure that Goma and Bunya consulates are reopened. They asked Parliament to first approve 1.8 billion shillings for re-opening Goma consulate so as Ugandans in Eastern DR Congo are given assistance on different issues as they wait for more fund allocation for Bunya consulate

Stephen Kiprotich, who is the 2012 London Olympics Marathon gold medalist, has been promoted from the rank of Prison Warder to Assistant Superintendent of Prisons in recognition of his recent performance at the Olympics games.

Kiprotich has gone into the books of history as the first Ugandan serving Prisons Officer to get promoted to the rank of assistant superintendent of prisons jumping seven positions at once, according to the Commissioner General of Prisons Dr. Johnson Byabashaija.

Kipritich’s promotion was in line with the Prison Service’s policy of recognizing and promoting its sportspersons who might have performed better in a given sport of an international nature.

The event was presided over by the internal Affairs minister, Hillary Onek, who together with Byabasaija decorated Kiprotich. Kiprotich, 23, won a gold medal in the marathon at the 2012 London Olympics in the month of August 2012.

Following an outbreak of Ebola in Uganda, the Uganda Prisons authorities banned all visits to prisons including Luzira prison. But the FDC president Col. Kiiza Besigye says this could be a ploy by the government to block the assistance FDC has been sending to political prisons whom president Museveni’s government imprisoned without trial.

However Frank Baine, the prisons spokesperson says that the visits were banned as one of the measures to prevent the spread of Ebola in prisons.

“The suspension of visits at Luzira prison is aimed at preventing infected persons from coming into contact with prisoners at Luzira,” he says.

But Col. Besigye has challenged the prisons authorities to sensitize prisoners on the spread of Ebola than banning normal visits.

Ebola broke out in Uganda three weeks back and it has so far killed over 30 people around the country and scores of others are still under doctors’ surveillance.
