Some male teachers engage in defiling school girls because they have taken drinking alcohol as their hobby.

The Mawogola south MP in sembabule district Joseph Ssekabito Kitayimbwa and Budadiri’s East Vincent Wobwoya have asked the district public  service commissions to conduct serious vetting  of teachers before they are posted in schools to minimize bad practices spread to children

The MPs are concerned about the poor screening of teachers that has resulted into defilement of the girl children by immoral teachers.

Hon Kitayimbwa said that there are few male teachers posted in village schools who do not go through serious vetting hence exposing their indiscipline to children.

Ssekabito said that some time service commissions recruit teachers on basis of bribes hence posting unethical teaching staff in schools who take taken drinking alcohol as their hobby.

The parliamentary legislative council is expected to propose a new section to the parliamentary legal committee to be inserted in the sexual offences bill 2015 to charge women with rape.

Currently it is only men who have been facing rape charges against men though women especially the old rich ladies have been accused of forcing young boys into sex.

However this proposal would cause division among members of parliament under the Uganda parliamentary women Association (UWOPA) where some members are opposing the proposed section against women charged with rape and others are gearing to push for this law.

While attending the training of MPS on women laws at hotel Africana organized by Plan International  and Uganda women parliamentarian  Association ,the  woman mp for Buyende district, Veronica Babirye Kadogo, and the Member of Parliament for Kumi municipality, Silas Aogon, this law will be rendered redundant since it is difficult to prove rape cases against women.

The woman mp for Mitoma district, Jovah kamateka, said that the proposal to charge women with rape is necessary though it is not common for women to rape men.

She said that some women put young boys in compromising situation and force them into sex.

The sexual offences bill 2015 was tabled before parliament by the woman mp for kumi district, Monica Anoding, and its now before the parliamentary legal committee for scrutiny.

President Museveni has said that Forum for Democratic Change (FDC) outgoing president Col. Kiiza Besigye wants to annoy soldiers and they topple him (Museveni).

“He (Besigye) wants to annoy my soldiers (Uganda Peoples’ Defence forces) and they topple me,” the president reportedly told NRM caucus MPs yesterday.

Museveni adds that “if there is no security in Uganda, there is no peace.” The president says that defence is a sensitive area.

He says that once defence is neglected the soldiers may come on the streets and loot, rape, and cause havoc on the people of Uganda like those soldiers of the past regimes.

The police in Mityana have arrested a man, Fred Sempala who has been camouflaging as a ghost and rape women in gardens.

Fred Ssempa was arrested yesterday as he attempted to rape an HIV positive widow in Bukoma village, Tanulu-Busigi Sub County in Mityana district.

Hundreds of people stormed police to see by themselves a man who has been camouflaging as a ghost and rape women.

The police swung into action and started following up this man after traditional doctors and born again Christians told them that there was no evil spirit raping women.

Today in history! It was like today when the soldiers under the Milton Obote II regime reportedly split pregnant women’s bellies.

The LC5 chairperson of Luweero district, Hajji Abdul Nadduli recalls that during that time some people had their hands and lips cut.

He also recalls that some soldiers in Obote II regime would rape women and go away without being charged.

Nadduli likens the acts of Obote’s soldiers with those of LRA rebels. He says that LRA soldiers reportedly rapped women, kidnapped people and displaced millions of others.

Palma says that her husband, Charles, 42 was an engineer working with Nile Breweries in Jinja municipality, eastern Uganda. Akello says that the suspects shot dead Eturuket as he walked out of his home to take a bath in January.  Palma Akello says that Charles died in the door way where he fell after he was shot in the head by the suspects.

Akello narrates that  one of the suspects (Ssengendo) demanded to be given all the money the deceased had in the house while the second suspects (Magero) collected the deceased’s items.
