Moses Kasibante, MP for Rubaga North

Parliament has directed the Ministers of Security and Internal Affairs to explain the ongoing killings of people and brief the country under what circumstances police is shooting live bullets to the people.

The matter was raised before Parliament by the Member of Parliament for Nansana Municipality, Wayima Nsereko and Rubaga North MP, Moses Kasibante in relation to cases involving the killing of 2 women in Nansana Municipality and shooting a woman who was in the company of former cranes strike, Godfrey Massa.

Rubaga North MP Moses Kaisbante raised the matter before Parliament and asked government to explain why the police used live bullets to shoot at the former Uganda Cranes captain.

Last Thursday, police reported that Massa’s car was shot at by their officers near the Namboole flyover in Bweyogerere.

The MP for Kapelabyong County, Julius Ochen, criticised the government for not taking action when the civilians are being killed and demanded to know the causes of the rampant killings of people in the country.

The government Chief Whip, Ruth Nankabirwa, says that all the issues regarding killings and shootings will be forwarded to the Security Council that sits every Thursday.

The Deputy Speaker, Jacob Oulanyah, ruled that the Nankabirwa gives the House a report next Tuesday after the Security Council’s meeting.

Members of Parliament have failed to agree on whether to grant Mukono Municipality MP, Betty Nambooze Bakireke her motion she wants to introduce on the floor of Parliament a private members bill regulating the manufacture, sale and consumption of alcohol.

Presenting her motion to the house, Nambooze said regulating alcohol consumption in  the country is a matter of urgency noting that the current laws Enguuli (manufacture and licensing) Act, Cap 86 and the Liquor Act, Cap 93 are outdated and no longer fit for purpose.

Nambooze said that the unregulated nature of the sale and consumption is what gives easy access to young people hence alcohol abuse resulting into effects such as irreversible physical, mental and social effects usually resulting in death.

However, Nambooze’s request to table the bill titled “The Alcoholic Drinks Control Bill 2016” met stiff resistance from a cross section of MPs including; MP for West Budama, Richard Othieno Okoth, Rubaga North MP, Moses Kasibante and Aruu County MP, Odonga Otto who all said the bill is not needed because it seeks to regulate those who manufacture alcohol which may affect our GDP.

Odonga Otto, was submitting before Parliament presided over deputy speaker Jacob Oulanya.

Some Voters from Rubaga North Constituency have said since February this year, they don’t have a parliamentary representative and that the seat is vacant.

Michael Mpoza and Bashir Serwanga, who were Moses Kasibante’s polling agents, have told court that they knew him as the area MP when the Electoral Commission declared him on 20th February, but were surprised that he was not sworn in.

Serwanga and Mpoza said they heard on radio that there is someone called Singh who was sworn in before his set date, yet he was not elected for the said position.

Kasibante sued the Electoral Commission and Singh Malwaha Pamindah challenging the vote recount exercise which the High Court has stopped.

The EC had declared Kasibante the winner but the vote recount overturned the results handing the victory to Singh.

Justice Kibuuka Musoke is presiding over the case which continues next Thursday and Friday.

Kasibante wants court to nullify Singh’s election and compel the EC to conduct fresh elections.

Dr James Akampumuza represented NRM’s Singh while Enos Tumusiime appeared for the Electoral Commission.

Medard Lubega Seggona and Abdullah Kiwanuka represented Kasibante.

Kampala High court has asked the Electoral Commission to avail the former Lubaga North Parliamentary candidate Moses Kasibante with the two sets of tally sheets used in declaring election results for the post.

Moses Kasibante still hoping to be re-declared MP for Rubaga North

This was after Kasibante’s lawyer Elias Lukwago informed court that his client had asked for the same in the two letters dated 29th March and 4th April of this year but in vain to date.

Lukwago said he needed the tally sheets the EC based on to declare the victory of Kasibante and those it premised on to declare Singh winner so that he can be able to file the necessary affidavits after examining the various polling stations where results changed.

Justice Kibuuka Musoke has adjourned the case till the 3rd to be heard expeditiously up to 17th June.

Lukwago has appeared together Abdullah Kiwanuka while Simon Tendo Kabenge represented Singh.

Enos Tumusiime and Tom Magezi represented the EC.

Kasibante sued NRM’s Singh Marwahah Pamindah and the EC seeking for court orders to declare the election of Singh null and void and also compel the EC conduct fresh elections.

In the petition, Kasibante contends that the vote recount by the EC was illegal due to the high court order that had stopped the same.

The EC has declared Kasibante winner but after the vote recount, Singh was declared winner and Kasibante’s victory annulled.

Kasibante also wants the EC and Katongole to pay costs of the petition and any other relief court may deem fit and proper in the circumstances.
