It is eight years now since Ugandans woke up to the sad news that the former Attorney General, Francis Ayume had died in a motor accident.

On the morning of Tuesday, May 18, 2004, the people of Uganda woke up to the sad news of a grisly accident that had claimed the life of Ayume.

But prior to the accident, the Attorney General had got a ‘headache’ in explaining to the President of Uganda, Gen. Yoweri Museveni the correct constitutional process through which Article 105 (2) of the constitution of Uganda on the two presidential term limits could be lifted to allow Museveni to extend his rule.

Ayume had told Andrew Mwenda of the daily Monitor news paper that it would set a dangerous precedent to amend the Constitution of Uganda using unconstitutional means.

The president reportedly wanted the ruling party in Uganda to mobilize two thirds majority within Parliament to Amend Article 105 (2).

But what is shocking the family of Ayume is that the survivors in his accident have never told Ugandans what actually happened and the vehicle which crushed Ayume was not found! It is suspected that the accident that killed Ayume could have been planned.

A family of one of the cadres of the ruling National Resistance Movement (NRM) split over a son who joined opposition Forum for Democratic Change to work with Col. Kiiza Besigye.

Hajji Abdul Nadduli’s son, Juma Nadduli separated with his dad Nadduli over Besigye. The son announced that he had joined FDC to support Besigye and Nadduli, the NRM chairman in Luweero told him that that was impossible because their family was part of the ruling party.

The son however told Nadduli what was on his mind. Juma told Nadduli that he was to join Besigye and escort him wherever he goes. Nadduli was overheard telling his pals that Juma is determined not to turn back.

Juma’s action reminds us of a boy Martin Luther King talks about who was been refused by his dad to join the Negros struggle and the boy told the Dad that “if u lock me I will jump the fence, if you are to punish me, I will take the punishment. I am not walking for freedom I am also walking for you dad and mum, I want you to get freedom before you die.”

The members of opposition are complaining that the ruling party, the National Resistance Movement (NRM) has created a ‘stone throwing group’ with a purpose of discrediting the rallies of action for change (A4C).

The coordinator of A4C Mathias Mpuuga says that the group is planted in opposition to throw stones at the police such that the force gets a chance to ban the A4C rallies.

The police last week warned to ban A4C rallies on grounds that the leaders of A4C have failed to control their members from being violent.

The Inspector General of Police Kale Kayihura last week warned A4C to stop holding rallies without police permission. However Mathias Mpuuga says the government created the stone throwing group to discredit opposition.

Mpuuga says that the government and the Police own these stone-throwing men who disguise as opposition activists and throw stones at police and innocent citizens.

One of the conditions reportedly set by the central government before the reopening of radio CBS FM was to respect government, ruling party, the National Resistance Movement and its officials.

But we have been told that the Inspector General of Police, Lt. Gen. Kale Kayihura has reportedly written a letter to the management of CBS FM warning them against belittling government officials and workers.

Sources from Bulange Mengo, the home of CBS FM told us that Kayihura wants the management of CBS FM to stop referring to him as Lt. Gen. ‘Kalekeezi’.’

The police boss tells CBS FM that he is called Lt. Gen. Kale Kayihura but not ‘Kalekeezi Kayihura. The police boss reportedly informs radio CBS fm management that calling him Kalekeezi is equivalent to defamation and that if the radio station doesn’t stop the vice it risks closure and prosecution in courts of law.

Other officials in Uganda government who declined to be named because they are Baganda told this reporter that they are also not happy with the way some presenters on the station dramatize peoples’ names. For example, the government officials told us that some times news anchors on CBS FM refers to Hajji Kirunda Kivejinja as Kirunda ‘Kiveidinda,’ and president Museveni as ‘Sabagabe, Lugonda Magya, Nakwale (dancer who doesn’t leave the dancing hall) and Nakyemalira (dictator).

Intelligence reports have it that some groups of rebels have started recruiting members in western Uganda, an area known as the back borne support of the Uganda ruling party, the National Resistance Movement.

The intelligence reports indicate that the police have already arrested an LCI chairperson of Kasharara Village in Sanga Sub-county, Kiruhura District with boxes of ammunition.

The South Western Region Police Commander, Paul Nkore confirms that the police have arrested an LCI chairperson with boxes of ammunition. He says that the police are also investigating the guards at the home of late Maj. Gen. James Kazini’s home in Sanga.

The region police commander says that police have interrogated the LCI official and it has got crucial information highly needed in security circles.

We have landed on shocking information that the government of Uganda is planning to close all private and government aided schools in

Uganda’s capital city Kampala.

A source in government told us that one of the ministers of Education and sports has already directed Kampala Capital City Authority (KCCA) to ensure that all schools inKampalaare removed before the end of 2012.

The KCCA official in charge of planning, Joseph Sentongo says that the move is intended to decongest the city.

The development is likely to affect thousands of pupils and students who have been trekking miles to study inKampala. Some children of the rich persons, especially those who have connections with the ruling party, the National Resistance Movement have been transported twenty miles away to study in Uganda’s capital city Kampala.

It seems in Uganda whoever disagrees with the policies of his or her political party becomes a rebel. In Uganda’s ruling party NRM, the MPs such as Mohammad Nsereko for Kampala Central and Theodre Sekikubo who have been challenging the dictatorial practices of president Museveni and NRM have already been branded rebels.

For the Democratic Party (DP) the story is not so different. MPs Betty Nambooze and Lulume Bayiga have already been branded rebels for their parallel views. Now the Forum for Democratic Change (FDC) of Col. Kiiza Besigye has also named MPs Reagan Okumu, Geoffrey Ekanya, and Nabillah Sempala over their parallel views about the party administrations.

The FDC rebel MPs have now threatened to tire FDC apart if the leaders of FDC don’t reconcile with them. Wait for more details in our next report coming shortly.

The members of Parliament on NRM ticket have been asked by the NRM Chairman Gen. Yoweri Museveni to increase the money they contribute to the party’s consolidated fund per month.

According to sources, President Museveni and NRM Secretary General Amama Mbabazi have proposed that each MP on NRM ticket pays a monthly tax of 15% of their monthly income to NRM. Remember the MPs have to remit funds to NSSF and contribute to social events in their constituencies and families among others.

Before the President’s proposal, the MPs have been paying a monthly tax of 10% to NRM head offices on plot 10 Kyadondo road in Kampala. The request by the president to NRM MPs to cough more money to the ruling party has been delivered to the members concerned today by the party’s treasurer, Amelia Kyambadde.

However some MPs have vowed to disrespect Museveni’s proposal saying that they can not increase the amount of money they remit to the party when shilling has lost value and inflation is so high. Some of the MPs who have vowed to challenge Museveni’s proposal include Mohammad Nsereko for Kampala Central and Theodre Sekikubo for Lwemiyaga County.

Although he is a state minister in charge of Regional Affairs, Asuman Kiyingi has been described as a mere servant in NRM. NRM stands for the National Resistance Movement.

Kiyingi has been termed as a servant after he accused Kampala Central MP, Mohammad Nsereko on NBS TV yesterday of fighting the ruling party.

Nsereko in retaliation has told off minister Kiyingi that he is not supposed to talk anything related to NRM because he is an independent MP in the ninth parliament.

Nsereko says that people like Kiyingi misguide president Museveni to think that anyone who criticizes NRM is a rebel. MP Nsereko says that he will continue to criticize the ‘bad’ policies of the ruling government until they are collected.

The people who have been planning to contest for president in 2016 should better read this first! An impeccable source at State House Nakasero has told this writer that there is a proposal for MPs to start choosing the country’s president

A source explains that this proposal is still under discussion. The ruling party wants the party with majority MPs to produce the president for the country.

 A source further explains that using the parliamentary system to choose the president will help the country to save the resources it has been using in organising presidential polls. 

The source also says that this will help NRM to remain in power for a long time because chances are high that it will remain with majority MPs. Even currently NRM has over 80% of the MPs in the 9th parliament.
