Minister of State for International Affairs Okello Oryem

Members of Parliament on the Parliamentary Committee on Foreign Affairs are bitter with State house over blocking them from meeting the President.

While  meeting the Minister of State for International Affairs Okello Oryem the chairperson of the foreign Affairs committee Rose Mutonyi said that they tried to reach the president through state house to voice the foreign affairs sector pressing issues which for long are not attended to but in vain .

She said that as a committee wants to meet the president to voice to him the sector concerns which include the Uganda’s 49 billion shillings outstanding arrears to the international organizations.

Uganda’s annual subscription to the international organizations is 20 billion shillings and government in this financial only provided 9.1 billion shillings.

The committee is also concerned with the continued appointment of non-career diplomats as Ambassadors in the various missions.

Members on the committee noted that out of 35 Ambassadors for the missions in Washington, New York, Dares salaam, Mombasa,Guangzhou  and Abu Dhabi  only six are career diplomats .

The committee chairperson Rose Mary Mutonyi pleads to the minister of foreign Affairs Sam Kutesa to prevail state house and make the committee meet the president.

She has also reported state house to the president over sitting on the committee letters which are seeking appointment for the meeting with committee.

The minister of state for international Affairs Okello Oryem asked the mps to engage the president over the appointment of career diplomat.

Major General Ali Abdalaman Bamuze

Leaders from west Nile demand for a state burial for Major General Ali Abdalaman   Bamuze who passed on Sunday last week. Addressing the press at parliament one of the members of parliament from west Nile and member of the organizing committee for the burial Hassan Kaps Fungaroo says the late deserves a decent burial, depending on his contribution towards peace and security in the country.
Fungaroo however says that Bamuze died as an unhappy man because Government did not fulfill some of the commitments in the agreement that was made when he came out of the bush.
Maj Gen Ali Bamuze was the former commander of the Uganda National Rescue Front (UNRF) II rebel group and
he died last evening after collapsing at J&M Airport Road Hotel. He will be laid to rest on October 7, 2015 at his ancestral home in Aringa County, Yumbe District.

 

Reports on Social Media and in the Monitor Newspaper under the headline “Bamuze collapses, dies”  quoted a relative as having said the fallen Major General Ali Bamuze missed a step, fell and vomited blood before collapsing in State House, Entebbe.

A statement was circulated noting that Gen. Bamuze had no scheduled appointment and was not anywhere near State House and could therefore not have collapsed there. Gen. Bamuze was however part of the UPDF officers who attended an Operation Wealth Creation meeting organized by the Commander of Defence Forces (CDF) Gen. Wamala at J&M Hotel in Bwebajja along Entebbe Road. The meeting was addressed by President Yoweri Museveni. Gen. Bamuze collapsed shortly after the President had left and was immediately rushed to Nakasero Hospital. He was pronounced dead on arrival.

The statement went ahead to note that the UPDF who are handling this matter will brief the press on the postmortem report at an appropriate time.

Local leaders in Wakiso district have vowed to block the planned take over of the Entebbe Grade A hospital by State House.

The leaders led by the Wakiso district chairman Matia Lwanga Bwanika have threatened to mobilise residents to demonstrate on Monday next week if govt does not reverse its plans.

Bwanika says the planned take over of the hospital will greatly affect health service delivery.

The hospital, which serves an estimated 6,000 people, in the districts of Wakiso, Kalangala, Masaka and some parts of Kampala borders State House Entebbe gate, which according to State House could compromise security.

The government reportedly plans to take over the hospital on November 1st and turn it into a health facility for State House staff and security personnel.

The leaders are demanding that the gov’t makes a commitmnet to construct a fully fledged hospital to ensure continued service delivery before Grade A hospial is taken over.

It is however not yet clear if another hospital is going to be built in Entebbe to provide the health services to the residents.

Suspected hackers reportedly based in US have again pulled down Uganda statehouse website. This is not the first time hackers misuse Uganda government websites.

Recently they posted a picture of FDC leader Kizza Besigye seated on a stool in a rather pensive mood on the website of the ministry of works. And no so long ago the suspected hackers post a picture of Adolf Hitler on the statehouse website www.statehouse.go.ug.

A source at statehouse told one of our reporters on Wednesday that the hackers destroyed the system of state house website and it needs repair. When we loaded the statehouse website we found there the following information.

“The State House Uganda website is currently under construction. The website will be launched soon. Thank you.”

The Uganda government intelligence network has been following up suspected international hackers who collude with Ugandans to destroy government websites. Recently the hackers superimposed on the website of the works ministry the following message: “Welcome to Ministry of Hackers and Jobless Ugandans Republic of Uganda.”

It seems the Uganda Taxi Operators and Drivers Association (UTODA) is not leaving the Old and New Taxi Parks as it was earlier anticipated following President Museveni’s directive to Kampala Capital City Authority (KCCA).

It is said that the president on Tuesday sent a memo to the clerk to KCCA council and to the KCCA executive Director, Ms Jenifer Musisi indicating that the council should reorganize the transport system in Kampala between March and April and in May 2012 the powers to run the transport system should get back to UTODA.

The memo comes weeks after the chairperson of UTODA; Hajji Moses Katongole went to state house and pleaded with the president to save UTODA. According to sources in KCCA, Museveni advises that eliminating UTODA may cause more turmoil in the KCCA transport system.

Museveni reportedly advised that the tender to run buses and taxis should remain with KCCA but KCCA should hire an organisation such as UTODA to implement the contract.

A major reshuffle has taken place at state house. President Museveni has reportedly sacked his key staff at State house over reasons best known to him.

The statehouse officials who have faced the axe include the head of the legal department, Joy Kabatsi and private secretaries to the president, Geoffrey Atwine, Juliet Kaliisa and Edward Muhoozi.

The said sacked state house officials were last month at the centre of the controversial 142 billion shillings compensation deal toKampalabusinessman, Hassan Basajjabalaba.

The police have also since last week been investigating Kabatsi and her colleagues to establish their role in the inflated Basajjabalaba claims. Recently two cabinet ministers, Syda Bbumba and Khiddu Makubuya resigned from cabinet over their role in the Basajjabalaba compensation deal. The governor Bank of Uganda, Tumusiime Mutebile is also being investigated over his role in the botched Basajjabalaba deal.

President Museveni has convened another meeting of the NRM legislators’ caucus at State House Entebbe in a bid to save the Bank of Uganda governor, Tumusiime Mutebile. The first meeting took place on Thursday last week.

During last Thursday’s meeting NRM MPs were divided over exonerating Tumusiime Mutebile for his role in the 142 billion shillings compensation to city businessman Hassan Bassajjabalaba.

The NRM MPs argued that they would not accept to be swayed by the president and would stick to the parliament’s recommendation that Mutebile be personally held liable for his commissions and omissions in the Basajjabalaba saga.

Museveni on Thursday pleaded with MPs to spare Mutebile reasoning that while Mutebile erred in not consulting, he technically committed no offence under Ugandan laws.

Museveni says that whereas Mutebile never consulted him before making the commitments, the MPs need to save him for the sake of the economy. Museveni says that Mutebile has for a long time been without blemish so the MPs should spare him.

President Museveni today (Friday)  met with the members of the Public Accounts Committee over Bank of Uganda Governor Emmanuel Tumusiime Mutebile’s future as governor bank of Uganda.

The meeting followed yesterday’s National Resistance Movement (NRM) caucus meeting in Kampala which failed to agree over the future of Mutebile in bank ofUganda. The MPs were invited for the meeting by the NRM secretariat on Kyadondo road. The meeting took place at State House Entebbe in the morning.

The NRM MP caucus which sat in Kampala failed to agree on whether to support Museveni’s position to exonerate Mutebile in the Hassan Bassajjabala compensation saga.

We are told that Museveni requested the MPs to reverse the PAC committee’s recommendation that Mutebile be personally held liable for his commissions and omissions in Basajjabalaba’s compensation saga.

Kampala lord mayor Salongo Elias Lukwago has today unearthed the illegal recruitment and payments made by KCCA executive director, Jennifer Semakula Musisi which has caused great financial loss to the authority with little done for the people of Kampala since assuming

Addressing journalists today at his office, Lukwago said, according to the auditor general’s report, Musisis has illegally recruited her technical staff naming the PRO, financial manger, legal experts,
logistical manager, drivers among others adding that most of the officers are not qualified for these posts and are still receiving double pay from URA and KCCA, a thing Lukwago says is
illegal.

Lukwago also pins president Museveni for now helping to get Musisi out of the roaming trouble by holding meetings at state house with Musisi and officers from the auditor general’s office to defend Musisi by doctoring the report.

Lukwago and the transparent councilors are now calling on the auditor general to make the report which was produced on 28th/Jan/2012 public so that laws grab the blue eyed lady of the
president.

 Hundreds of shops in Kampala, Mityana and Masaka are still closed for a second day as thousands of traders remain seated on the verandas of their closed shops.

The security in Kampala as usual is tight and the policemen are going on to arrest the people they suspect to be mobilizing traders to become violent.

Most of the closed shops in Kampala are located on Luwum, William, Ben Kiwawuka, and Johnson Street and on Kampala road. The strike started on Wednesday and it will last for three days.

The leaders of the traders in Uganda say that if the government doesn’t ask banks to reduce the high interest charges on loans, the strike will go ahead in a violent manner.

 By the time our reporters filed this report, the traders leaders were in a meeting with president Museveni. The meeting between Museveni and the traders has taken place at state house Nakasero.

In the meeting Museveni asked the traders not to become violent as the government is looking into their concerns. The traders also asked Museveni to hasten to look into their concerns. Ends
