The NRM group opposed to age limit removal from the constitution is up for a move to censure minister of state for investment and privatization Evelyn Anite over her plot to remove the age limit from the constitution. The anti-age limit group which include the mp for workers mp Dr.Sam Lyomoki ,Kasanda north MP Patrick Nsamba ,manjiya county mp Johnbaptist Nambeshe ,Lyemiyaga county mp Theodore Sekikubo,kumi district woman mp Monica Amoding ,mp for Buyag west Barnabas Tinkasiimire  and Dokolo south mp Felix Okot Ogong  called for disciplinary action taken against Anite for involving the army in the violation of the constitution to do away with age limit.

The Member of Parliament for Manjiya county in Bududa district John Baptist Nambeshe said that if Anite does not stop her move to abrogate the constitution  and the appointing authority is not taking action will mobilize mps  signature to censure her.

The MPs asked the UPDF to come out and speak out over this controversial issue which is   tinting their image in public.

The woman member of parliament for kumi municipality monica Amoding question whether the president in his youthful years could have been confortable seeing people amending the constitution to remove age limit.

The MP for Dokolo south Felix Okot and mp for kasanda north Patrick Nsamba  said that if the age limit removal from the constitution is right ,it should have been first cleared by the NRM party leadership and added that there a number of NRM mps opposed to the  age limit issue but are still fearing.

Lwemiya county  Thodore Sekikubo said that the group agitating for age limit removal should bring a report showing the number of each area support in the whole country  if they have a genuine cause.

The parliamentary committee on public Accounts has summoned the Ministry of Public Service officials suspected to have been involved in the pension scan worth over 268 billion shillings. The summons was issued by the Committee chaired by Serere woman Member of Parliament Alice Alaso in a meeting with the officials of the Ministry of Public Service led by the Ministry’s Permanent Secretary Adah Muwanga.

The summoned officials include the former Permanent Secretary Jimmy Lwamafa, the Ministry’s registrar Jennifer Atoo, former head of the department of Compensation Stephen Kiwanuka Kunsa, former Principal Accountant Obe Christopher, former Commissioner Human Resource JJ Nansera, and Wycliffe Mugume working in the Ministry of Health now, among others.

Members of Parliament detected that Mar. JJ Nansera approved the ghost payment without verification from the audit department. They noted that on several transactions the ministry officials irregularly paid ghost pensioners and left out the genuine ones. MPs noted that the ministry paid 165 billion shillings to ghost pensioners; this case against the accused taken to court was dismissed due to lack of evidence and the suspects are now pleading the ministry to lift the interdiction and resume work.

The PS Muwanga told the committee that she was surprised that there was such a case and added that up to now she has got no proof this money was lost. MPs also learnt that 88.8 billion shillings was irregularly budgeted for as contribution to social security in the financial year 2011/12 and caused parliament to approve this alleged ghost payment.

The committee further observed that the Ministry of Public Service paid 15 billion shillings to HUL AND PARTNERS, which is stated as a law firm, and this was done with approval from the Attorney. In this case MPs noted that this ghost law firm had asked for 12 billion shillings in respect to damages to ghost pensioners due to delays in their payment but was given15 billion shillings yet its location was not known and the Uganda Law Society could not trace its existence.

Members of Parliaments were surprised that this law firm was irregularly paid by the Ministry of Public Service and it did not go to court. The MPs who include Alice Alaso, Gerald Karuhanga, Theodore Sekikubo, Emmanuel Dombo, Paul Mwiru and Jacob Apolot said that the summoned officials should appear before the committee as the committee begins fresh investigations into this pension scam. They were furious that people retire at 60 years, live miserable lives after retirement and die without getting their pension and those still alive get it after more than 20 years. The fresh investigations into the matter will kick off next week with the summoned officials.

Nabagareka Primary SchoolMembers of Parliament have demanded that government secures land belonging to schools.
The legislators who include Theodore Sekikubo, Moses Kasibante, Joseph Sewungu and Noemi Kabasharira  while appearing before the probe committee on illegal demolition of schools in Kampala chaired by Buvuma Member of Parliament Migadde Ndugwa said that government should have land titles for all  government schools  to stop their illegal demolition.
The Member of Parliament for Kalungu West Joseph Sewungu and Moses Kasibante said that the Ministry of Education should explain why it has failed to obtain titles for the schools.
The Members of Parliament also questioned why most of the schools do not have playgrounds yet this is a requirement for setting up a school
In a related development the committee has ordered Kampala City Council Authority to pull down the fence on the former land of Nabagereka Primary School.
Members of Parliament and KCCA agreed that this land was fenced off illegally and the Executive Director KCCA Jenifer Musisi assured the legislators that the directive will be effected before Easter day.
The Commitee barred KCCA from approving the building plan for possible structures on the former Nabagereka primary school land.
The Members of Parliament also ordered KCCA to evict all encroachers on Nateete Primary School, Nakasero primary school and Kawempe Muslim Primary School land.

Jenifer Musisi told that committee that land of about 75 schools in Kampala is under threat in the land grabbing wave that has swept the country.
KCCA pleaded with the  committee to prevail over Uganda Land Commission and stop the commission from dishing out school land.

Lwemiyaga county MP, Theodre Sekikubo says the parliament should amend the constitution in order to have the government officials who reportedly received oil bribe to be charged in the military court martial.

Sekikubo says that probably the corrupt in the government will develop fears and stop miss managing public resources.

Sekikubo says that corruption in Uganda is affecting Ugandans in all walks of life but the corrupt continue to walk scot free. Sekikubo says that civil courts waste a lot of time looking for evidence.

Currently Ugandan civilians can only be tried in court martial under the anti terrorism act, which provides that a civilian found with a gun can be tried in a court martial.

In fact the act says that the state has to produce evidence that the weapon found with a civilian is a monopoly of the Uganda People’s Defense Forces.

Sekikubo also says that even workers at statehouse who are reported to be corrupt should be always tried in court martial to create fear among public officials not to engage in corruption related acts. Recently president Museveni also proposed that the corrupt people should be tried in court martial.

The Secretary General of Uganda’s rulling party, the National Resistance Movement John Patrick Amama Mbabazi has today been criticizedby the Member of Parliament for Lwemiyaga County Theodore Ssekikubo for alleged abuse of office and using the position for personal gain.

The MP says Mbabazi exhibited abuse of office by printing his photo on the party’s official booklet titled ‘The Roadmap to the 2011 elections’. Sekikubo says this gave Mbabazi undue influence on the NRM delegates at the delegates conference yet the plan for elections was drawn by several organs of the party.

Sekikubo is also blaming Mbabazi for the various flaws that marred the recently concluded delegates conference of the National Resistance Movement at Namboole in Kampala.

Ssekikubo has been one of the most vocal critics of the NRM Secretary General for the various problems in the party and has even claimed before that Mbabazi is not fit to continue as the Secretary General of the party.

Ssekikubo has told journalists at Parliament that he realized that during the registration of members of the party recently at Kololo airstrip, there were incidents of multiple voter registration.

Ssekikubo was in possession of some of the cards of people who were registered and has shown the multiple cards of the various people to the journalists.

He says that some of the people that were registered more than once are Sekanya Joshua, Shyaka Richard.

Ssekikubo says there was also registration of ghost voters like Nababi Imaculate and that he knows Nababi Imaculate who he claims lived in Ssembabule died a few years ago.

He says such flaws in registration are a result of the weakness of the Secretary General and that Mbabazi by exhibiting such weakness is therefore not worth continuing as the Secretary General of the party.

Ssekikubo says no wonder that Mbabazi was booed when he tried addressing NRM members at the delegates’ conference and that clearly shows how disappointed the NRM members were with the NRM Secretary General.

Efforts to get a comment from Mbabazi were not successful by the time the story was filed, as his phone was switched off.
