Over $10m( UGsh40b) investment sum is estimated to be spent on capital and 400 jobs created.

The first production of LifeMobile smart phones will be launched by President Yoweri Museveni early next year as Ms Anite  stated.

According to the CTI Africa chief executive officer, Mr Michael Landau, the initiative is aimed at developing specialised applications to improve healthcare, mobile banking, insurance, microfinance and education services.

Mr Landau confirmed that his team has already partnered with Jubilee Insurance for insurance services, Jumia Uganda for e-commerce, Ecobank and Microfinance Support Centre for e-banking, Medical Concierge and Uganda Protestant Medical Bureau for healthcare services.

“Our applications will be very important in improving people’s lives. We want LifeMobile to be a lifeline to all the digital services available. This LifeMobile is about using a smart phone as a tool for life as it will have Apps for healthcare, insurance, e-commerce and banking,” Mr Landau said.

“Through the Buy Uganda, Build Uganda policy, we shall put tax barriers for importation of products similar to those produced locally. We have already done that for ceramic tiles and therefore Ugandans need to be patriotic by buying what is manufactured here,” Ms Anite stated.

The 21-year-old will not feature in Africa Cup of Nations qualification match when Botswana will take over Uganda Cranes on Saturday June 4, 2016.

“Decision time [for Lorenzen] will be after the match against Botswana,” Uganda FA communications manager Ahmed Hussein said.

He impressed for Uganda Cranes in a 2-0 defeat friendly match played with Zimbabwe  at Rufaro stadium in Harare on Tuesday.

Lorenzen was born in London and qualifies to play for both Uganda and German through his father and mother respectively.

Uganda coach Milutin ‘Micho’ Sredojevic praised the contribution Lorenzen had made during his time with the squad.

“We shall definitely miss the extra impetus he would have brought to the team as we saw in the friendly match against Zimbabwe,” the coach said.

“So for now we shall concentrate on the able players we have in the team to accomplish our mission.”

The coach will be worried about the fitness of striker Faruku Miya, who plays in Belgium for Standard Liege, after he missed the loss to Zimbabwe with concussion.

The Cranes will also be without US-based midfielder Mike Azira, who has chosen not to join the squad stating due to fatigue after a busy MLS season with Colorado Rapids.

Moses Oloya also misses out having stayed in Vietnam in order to recover from injury.

Uganda are level on seven points with Burkina Faso in Group D, but the Cranes are second on the table because the Stallions have the better head-to-head record between two.

The permanent secretary in the ministry of local government John Kashaka has been cleared of any wrong doing in the botched bicycle deal.

A state attorney in the office of the attorney general Bahagaza Suuza told court that he approved the contract for the purchase of bicycles and all the rules of public procurement and disposal of public assets had been followed.
Appearing before the Anti- Corruption Court judge Catherine Bamugemeire he added that the Attorney General of Uganda even sued NIKO Insurance Company because it had to pay back the money in case the bicycles were not brought.
So far four witnesses have already testified including the head of human resource in the ministry of local government Samuel Aitu and Joyce Nyangoma the head of the procurement disposal unit. The fourth witness to testify today Yasiin Sendawula the chairman contracts committee also cleared Kashaka of any wrong doing.
Kashaka is jointly charged with Henry Bamutara, Robert Mwebaze, Sam Emorut Erongot, Timothy Musherure and Adam Aluma all former senior technocrats in the ministry.
They are charged with 12 counts of causing financial loss of 4.2 billion shillings to the government, abuse of office and neglect of duty.
They are alleged to have committed the offence on 3rd March 2011.
Prosecution alleges that Kashaka and Bamutura in abuse of authority wrote to the Bank of Uganda amending the conditions for the final destination of the 70,000bicycles from the villages to Kampala.
It adds that the amending was done with no equitable adjustment in the contract and without reference to the contracts committee for approval as required by law and procedure.
Prosecution has lined fourteen witnesses, ten of who are yet to testify. The botched bicycle deal which rattled many Ugandans is also a subject of investigations by the parliamentary Committee on Public Service and Local Government.

Several members of parliament, staffs, soldiers and voters are feared to have contracted the deadly HIV/AIDS following alleged government’s decision to supply defective condoms to the masses.

In fact, already a suit against government Attorney General and the United Nations Population Fund (UNFPA) has been tabled before the high court seeking court orders against government to withdraw all the condoms on the market because they are defective.

In a suit dated August 17/2012 due for hearing tomorrow, the plaintiff led by Joseph Seremba through his team of lawyers headed by Lukwago & co. Advocates, wants court to declare that all male latex condoms from Asia by GAULIN LATEX FACTORY, QINGDAO DOUBLE BATTERLY GROUP, QUINGDAO DOUBLE BATTERLY CO. LTD, TIANJIN HUMAN CARE LATEX CORPORATION and KAREX INDUSTRIES) are defective and do not meet the acceptable quality level set by Ugandan standard.

The same petitioners want an order directing government to collect all the fake male condoms manufactured the named companies for destruction and be replaced with batches that meet the acceptable standards.

They also want government to bring before court all the defective condoms in government stores manufactured by these companies, in addition to directing government to carry out a compulsory compliance test on all male latex condoms on market and those to be imported to ascertain their quality.

The petitioners also want court to put an injunction retraining government from importation and distribution of condom brands that are fake and also declaring that the continued distribution of Engabu condoms to the people by the health ministry to yet they are expired is illegal and fraudulent.

The plaintiffs want an order that government makes a public apology to the citizens for its breach of duty in distributing the already condemned Engabu condoms and also an order for a statutory reward of shs2.2bn to the plaintiff.

According to this petition, UNFPA was contracted by government to procure male latex condoms and that in carrying out its duty, the world body was supposed to adhere to the set standards called the Male Latex Condom Specification and Guidelines for Condom Procurement 2003 to which the entity is a member, but according to the plaintiff, it didn’t.

Uganda government cabinet has today tabled before Uganda Parliament a motion that seeks to create more 25 new districts. If these districts are approved Uganda would have 137 new districts.
The sources in the Uganda government cabinet told us that the districts to be created include Kagadi, Kakumiro, Omoro, Namisindwa, Pakwach, Butebo, Rukiga, Rubanda, Kyadondo, Nabilatuk, Bugweri, Kasanda, Bunyangabu, Kwania, and Kapelebyong and Kyotera, Obongi, Kazo, Rwampara, Kitagwenda, Kikuube, Madi-Okollo and Kihiihi.
The sources say that these districts their creation will be effective on July 1, 2012 if Parliament approves the motion as tabled by Local Government Minister Adolf Mwesige.

The minister says that government also plans to create two new districts to be curved out of the current Kasese district after consultations with the district leadership and interest groups on the name, and boundaries.

It’s easy to point fingers and throw blame at our leaders especially when things aren’t going right or when the country seems to be headed the wrong direction.

But as we cry and demand for change, how can we guarantee that new leaders won’t repeat the same failed mistakes of Uganda’s past history? In other words, how do we avoid dictatorial history from repeating itself?

Secondly, what kinds of changes do Ugandans seek? Is it just short-term or long-term political, social and economical changes?

Third, will the opposition or any other political group take the initiative to reform the whole government system; trickling down from top to bottom–national to local, making it more effective and efficient while eliminating corruption, tribalism, incompetence, poor governance, luck of accountability, and preventing civil wars, human rights abuses and restoring the rule of law once it takeover power from president Museveni?

Some Ugandans are fond of raising these questions but let’s us be honest, Uganda has undergone the same cycle of illusion by her leaders since independence; from failed leadership to dictatorship-presidents holding a tight grip on power as if Uganda is a monarch.

The leaders of Uganda many times forget that Uganda was founded based on democratic principles, but not on the NRM political ideology.

Due to local and international pressure, the government in Kampala has allocated Buganda riot suspects a judge to hear their case. The suspects were arrested in September 2009 and since that time they have not been tried.

The development has come at a time when opposition parties mainly FDC and DP,Bugandakingdom and human rights organisations petitioned UN human rights department to intervene into the issue. Bukenya Church Ambrose, told Walakira Nyanzi, a journalist based in Kampala that he has been receiving calls from the Kampala government persuading him not to involve UN in the issue of the Buganda riots suspects. Bukenya is the coordinator of Gwanga Mujje, a group of human rights activists in Kampala with branches inUK and US.

We have learnt that on Tuesday judiciary working on a directive from statehouse assigned the Masindi High Court judge Ralph Ochan to hear the case of the 23 suspects facing treason charges and where applicable give them bail. Due to the pressure, a source in the High Court told one of our reporters that the government has requested the judiciary to hear the case of the suspects so soon before the UN diplomats visit them in Luzira prison.

There is a rumour going inKampala government that some UN officials want to storm Luzira prison without notice and meet the Buganda riot suspects. The fear is that the UN diplomat could discover that many people have been locked up in Luzira for more than five years without trial due to political influence.

Recently the relatives of the suspects broke down into tears after Prison authorities failed to produce the suspects to court as it was earlier communicated. Many people were heard cursing president Museveni’s government, his NRM party and wished USpresident Barrack Obama comes for their rescue.

Another source at the Kampala High Court told our underground informers that the Buganda Riots suspects have stayed for all long without trial because the head of state, who is the appointing authority of the judiciary reportedly had an interest. The suspects were arrested after the UPDF soldiers and some few Police officers stopped the Buganda Katikkiro, J.B. Walusimbi, from visiting Kayunga district in preparation for Kabaka Ronald Mutebi’s visit to mark the annual youth day.

Intelligence network in Uganda has started investigating claims that some Ugandans sell guns and ammunitions to Kenya. Sources in Uganda’s security told our informer that some of the people involved in illegal firearms trade include policemen and members of other security organs. It is said that the armed officers in the army, and police collude with civilians in both Kenya and Uganda in selling ammunitions to wrong hands in Kenya.

The Uganda government last week arrested four people including a police officer who allegedly murdered a Belgian tourist at the slops of Mount Elgon in Kapchorwa district while they were smuggling guns to Kenya. The suspects were identified as Fred Kipsang, a special police constable attached to Kapchorwa police station, his brother Patrick Chebules, Kenneth Chepkurui and Moses Chemutai.

The commissioner for political education in Uganda police, Christopher Kwerit, confirms that some of the police officers are involved in arms trade in Uganda and Kenya.

Uganda to fine women for giving birth

Terrible! Uganda government is set to fine women and girls who give birth at their homes. The move is intended to quash the trend of women who shun hospitals during pregnancy.

The leaders of Adjumani district in northern Uganda explain that the law has been made because many women experience unsafe deliveries in their homes.

According to the new law, the women and their male partners would both be penalized. However, sections of Ugandans have criticised the move saying that some pregnant women walk over 30 miles to reach nearby health facilities.

Nixon Owole, the district chairperson of Adjumani says the law has been put in place to force women to utilise the health facilities. He added that the law is meant to promote safe deliveries in the country.

Latest intelligence reports in East African country of Uganda indicate that the blood thirsty Al Shabaab rebels of Somalia are planning to bomb Old and New taxi parks in Uganda’s capital city Kampala.

The Uganda Government is already prepared for Al Shabaab. Uganda’s security agencies are all on high security alert. A source in the Military told us that Uganda’s army, the UPDF has already passed out 180 crime preventers to beef up the security in taxi and bus terminals.

Kampala Metropolitan Police commander, Andrew Kaweesi says that the police working with other security agencies have beefed up security at bus terminals and taxi parks.

The managers of taxi and bus parks have been instructed by the police to conduct compulsory security checks on travelers before them board buses and taxis. Suspected Al Shabaab fighters last attacked Uganda on July 11th 2010.
