“Unfortunately, our judges in Uganda spend more time on form and not substance, on procedure and not substance” is one of the many controversial statements that President Museveni said in response to the the recent judgement on the Age-limit. In a statement released on his website, he took a swipe at the judges and boasted how the country would still be able to make constitutional changes with or without the judges casting a shadow over the relationship the Judicial arm has with the Executive.

The ruling which saw 5 judges of the Constitutional Court deliver separate judgments at the Mbale High Court denounced the increase of term of office of the current parliament to 7 years.

It remains to be seen how the Judiciary will react to this scathing attack from the President given the status of their already strained working relationship of late since the Judiciary threatened to lay down their tools over Government’s plan to beef up security of Parliament members with armored vehicles and sharp shooters. The shadow minister for Justice and constitutional Affairs Medard Sseggona says that the continuing strike by state prosecutors due to  failure by government to meet their demand for their salary hike may enhance corruption in police. Three months ago, Government asked prosecutors to call off their strike committing to meet some of their demands, which included professional allowances, salary enhancements, and tax waivers but Tuesday last week they resumed strike after government delay to respond to their complaints of low pay and poor working conditions.

He said that the police officer to give to a suspect a police bond will need to be bribed. He challenged the DPP also to join the prosecutors strike enhance their point of protesting low payment since he is the chief prosecutor.

He told the DPP to argue for bail applications for the suspects seeking for bail now as the prosecutors are still on strike. He said that he is in pain over being paid by his clients and he cannot secure bail for them.

He however supports the prosecutors strike to earn better salary so as they can purchase what is required of them.

According to the current salary structure of prosecutors under DPP, the lowest ranking state prosecutor earns a gross salary of 644, 963 shillings a month with the highest paid prosecutor at the rank of Senior Principal State Attorney taking a gross monthly pay of 2.1 million shilling.

Bugweri county MP Abdu Katuntu has called for the abolition of bail money paid by criminal suspects saying the trend is being abused by some officials in the judiciary.

Katuntu says the courts should use other things such as securities because bail money has in several occasional not been accounted for by the judiciary.

Katuntu a Kampala based lawyer says the processes of recovering the money once the case is disposed off is long because some suspects lose documents or they get misplaced in court.

He made the remarks while meeting the officials of the Uganda judicial commission during the debate of their budgetary allocation in the parliamentary committee on legal and parliamentary affairs.

The Deputy Publicity secretary of the Uganda Democratic Party (DP) Kenneth Kakande has appealed to the Uganda government to strengthen the Uganda justice system to enable fair and timely delivery of justice in the country especially for people involved in acts of child sacrifice.

The Uganda judiciary was recently reinforced with ten more new judges who promised to reduce on the case backlog which delay the delivery of justice.

Kakande congratulated the Uganda Police for conducting a quick investigation into the murder of the Ugandan child from the Kampala suburb of Bugolobi – Kham Kakama. The suspects have already been arrested by Uganda Police and they have confessed to killing the child.

The DP official also appealed for quick investigations into all the other child sacrifice cases still pending in Uganda Police. He says delay in police investigations leads to destruction of evidence and eventual acquittal of the prime suspects.

Meanwhile, the Uganda Police chief, Kale Kayihura has indicated that the Uganda Police force is setting up an anti-human sacrifice unit to help in quick investigation of human sacrifice cases in the country.
