MP for Busongoara North in Kasese district, William Nzoughu

MPS are divided over a proposal seeking transferring the Parliamentary Human Rights Committee Leadership to the independent members of Parliament from the NRM party members.

The rules committee had proposed that the Human Rights committee be chaired by the independent MPS but both the opposition and NRM members of Parliament want to be in charge of the committee.

Opposition Members of Parliament who include the MP for Busongoara North in Kasese district, William Nzoughu and Obongi County MP, Hassan Fungaroo, opposed to the committee’s proposal saying that the independent who would be appointed to chair this committee could be leaning to the ruling party and has conflict of interest when the matter in question is bring the government in bad light.

Similarly, the Minister of State for Planning, David Bahati, said that the Human Rights committee should remain in hands of the ruling party members because there has been no case causing for the change of the status quo.

When the matter started to be contentious the Deputy Speaker, Jacob Oulanyah, called off the debate on the matter.

There was drama in Parliament on Wednesday when some members were accused of having been bribed by the Executive Director of the Uganda Communication Commission (UCC), Godfrey Mutabazi, in order to kill a minority report pining him on conflict of interest over his failure to switch off Uganda telecom (UTL) the moment UCC realized it had become insolvent.

A minority report which was tabled by the Member of Parliament for Busongola North, William Nzoughu, had recommended that Mutabazi be investigated by the Inspector General of Government (IGG) so as to properly rule out any conflict of interest regarding the supply of packaging polythene bags, Christmas gift hampers and mineral water to UTL by Semliki Diary &Beverages a company where Mutabaazi is said to own a stake of 30% shares.

Nzoughu said the minority report which was however, later rejected by Parliament  could have been the evidence to pin Mutabazi since UCC for a long time couldn’t  crack the whip on UTL  even when it was clearly seen to be breaching the relevant laws.

However, when MPS on the floor started attempts of rejecting his report, Nzoughu instead accused them of being bribed by Mutabazi as a way of exonerating  him from the current mess at UTL.

“So of you have taken bribes from Mutabazi to kill this matter but i will not allow it happen. There was a serious conflict of interest on the part of Mutabazi to get engaged in business with UTL well knowing the company that was supplying the items had a connection with him.He has attempted to bribe me so that i drop this minority report but i stood my ground,” he said.

Nzoughu said that Mutabazi first called him for a bribe to abandon the report and when he refused he turned to bribing some MPS to kill the report on the floor which they successful did.

He also reported that while  he was going to table the minority report on the floor of Parliament, he was confronted by a group of MPs who asked him to abandon the report but insisted and tabled it.

But when Nzoughu was told by the Speaker of Parliament, the Rt.Hon. Rebecca Kadaga, to name some of the MPs whom he says were bribed, indicating when and how much each got,the MP  failed to name any of them.

“Hon. Speaker, i cannot name the MPs who got these bribes at this time but i would like to ask you to kindly this house to interest in the matter,” he said leaving his colleagues in laughter while others murmured.

However, Kadaga later ordered for the removal of the allegations from the HANSERED and Parliament approved the main report.

Ssemujju Nganda the Opposition Chief Whip.

The Kasese Members of Parliament led by the Opposition Chief Whip, Ibrahim Ssemujju Nganda, insist that the attack and killing of civilians by UPDF and police officers was unnecessary and avoidable and that such incidences should not ever happen again in the near future.

The MPs who included: Bukonjo East Halord Muhindo, Kasese Municipality MP, Robert Centenary,Bukonzo West MP, Atkins Katusabe and Busongola East MP, William Nzoughu told journalists at Parliament that if government security officers had not attack Mumbere’s palace, there would have been no senseless killings like it was.

The MPs are not sure whether the security officers were killed by the civilians since there were uncoordinated security movements during their shooting.

MP Katusabe who witnessed the killings said that the order from the President overtaken the negotiation between the Army commander, Prime Minister and King Mumbere to resolve the matter peacefully.

They demand the President to prevail over security to stop killing people in Kasese, calling for independent probe into this perceived massacre and Genocide and vowed to report the matter to international criminal court so as the individuals perpetrators are charged against Humanity.

Busongora North MP, William Nzoughu, says that the people of Kasese were consulted and that a majority are opposed to the split of the district.

Nzoghu says that it’s only parliament which has the mandate to create a new district in conjunction with the district however the district council in august this year opposed the idea. Bukonzo West MP, Atkins Katusabe, says that government should respect the people stand which opposed the curving out of Kasese district for other three new districts.

President Yoweri Museveni agreed to a proposal of splitting Kasese into more three districts which include Bwera, Kikorongo and Hima out of Kasese after plea from the NRM party leaders from Kasese district who meet him recently at state house Entebbe despite of a district council resolution blocking the split.

Kasese district voted only members of parliament belonging to the forum for democratic change in the 10th Parliament.

Members of Parliament from Kasese have warned government against splitting the district to create three proposed additional districts saying the move could further escalate the existing insecurity in the area.

The latest development comes at a time when elders from Kasese are reportedly spearheading the split of the district into three new districts namely; Bwera ,Hima and Kikolongo.

However, Kasese Woman MP Winnie Kiiza together with others ; MP  for Busongola North  William Nzoughu ,Bukonzo West MP Atkins Katusabe ,Kasese Municipality MP Centenary Robert ,MP for Bukonzo East Harold Muhindo and Busongola South MP Jackson Mbajju say that accepting the split of kasese district will  escalated insecurity in the area.

The MPs expressed their dissatisfaction about the plan during a meeting that they held at Parliament last week and vowed to fight the people planning for such a move.

According to the MPs, the proposal to have more new districts in Kasese is being fronted by the haters of Obusinga bwa Rwenzururu.

Kiiza who is also the Leader of Opposition in Parliament (LOP)said that people advocating for the new district are enemies of peaceful co-existence because this move will make the area suffer more tribal clashes.

William Nzoughu attacked the Resident District Commissioner of Nakasongola district, David Mutahunga and one Bamusedde Bwambale both from Kasese for posing as the elders spearheading the curving out of new districts.

He said such individuals harbor selfish interests for the politicians who lost in the last general elections.

Nzoughu charged that no one will make Kasese split without a resolution of a district council.
