Parliament has maintained its ban on exportation domestic workers to the Middle East following complaints from Ugandans regarding the trafficking of especially girls who were later subjected to several forms of abuse including rape and forced prostitution.

The ban was imposed about six months ago with the intervention of the Ministry of Gender Labour and Social Development (MGLSD) that intervened and transported a number of girls back home.

However, while appearing before Parliament on Tuesday August 16, officials from the MGLSD attempted to persuade Parliament to lift its ban saying the situation has since improved following their numerous meetings with officials especially from Saudi Arabia where most complaints were registered and other neighboring countries. Their attempts were however, futile as the Parliamentarians stood their ground on the matter.

State Minister for Labour, Herbert Kabafunzaki, said that a law would be made to monitor workers’ right but faced stiff resistance from members; Beatrice Anywa,Woman MP, Kitgum district, Matthias Mpuuga, Member of Parliament  , Masaka Municipality, together with the leader of opposition Winfred Kiiza, who argued that lifting the ban would endanger the unemployed youths whom they said were mixed with both the literate and the illiterate and make them slaves.

“It is a responsibility of leaders to ensure that Ugandans are not involved in the modern-day slavery. We shall not accept this because previously there have been assurances on this matter but all we continue hearing and seeing in the media are these ugly scenes where Ugandans are humiliated by their employers in the Middle East. Let us get a solution for these youths here,” Kiiza charged.
Lucy Akello, the MP for Amuru district, said that the workers taken out especially to Arab countries should be given both going and return tickets so that when they are mistreated, it is easier for them to return home.

The Speaker, Rebecca Kadaga, however, asked the gender ministry officials to take to parliament a bill in regards to externalization of labour so that there can be a mechanism that regulates the export of labour prompting the Minister of State for Labour, Herbert Kabafunzaki who said he would draft the document that he will soon table before the house.

Parliament also mandated the parliamentary committee on Gender, Labour and Social Development to investigate more into issues of labour exports and give a report to parliament.

Uganda’s opposition leader Col. Kiiza Besigye and 14 other FDC leaders have been charged with staging an unlawful assembly last Wednesday in Kampala central business area that led to the alleged murder of an Assistant Inspector of Police (AIP) John Bosco Ariong.

Besigye and 14 other suspects including FDC Women League leader Ingrid Turinawe, Kawempe Division LC3 Chairman Hajji Mubaraka Munyagwa, Kampala Woman MP Nabilah Ssempala, and FDC woman activist Catherine Dembe appeared before Buganda Road Court Chief Magistrate Eleanor Khainza this Wednesday. Besigye was also charged with injuring a policeman and disobeying lawful orders and blocking traffic flow in Kampala.

Besigye and his co accused were represented by David Mpanga. Besigye and group were granted bail and they are to reappear in court on April 17th this year. Each surety of the suspects was bonded 50 million shillings and each of the suspects produced 20 million shillings not cash. Late Ariong was hit with an object from a building on Ben Kiwanuka Street. Eye witnesses say that a man hit the policeman with an object after he reportedly saw policemen mistreating civilians.

People in their hundreds have besieged Buganda Road Court premises. The people stormed the court premises to hear by themselves the charges the government accuses opposition leader Col. Police spokesperson Asuman Mugenyi says that the police blocks peaceful processions by opposition politicians because sometimes they degenerate into chaos; leading to riots, loss of lives and damage to property. Large groups of civilians have been overheard cursing present Museveni’s military regime.

Many of the civilians at theBugandaroad court wished Museveni hell and Besigye all the good things on earth. Asuman says that the police will continue to break down assemblies by opposition leaders.

Their vehicles were recently shattered during the recent demonstrations, but the police and the government in general doesn’t want opposition leaders to walk on foot or use public means while visiting markets, courts, places of workshop… Some of the opposition leaders like Kenneth Paul Kakande (the spokesperson of the Democratic Party) have no cars because they were stolen, damaged in demonstrations or seized by the police. Kakande says that the government has impoverished them.

They don’t have the money to repair their cars but whenever they move on foot the police arrests them and whenever they drive their cars the police arrests them that mechanically dangerous conditioned cars.

For example in Kampala today, the police arrested FDC women league leader Ingrid Turinawe and Kampala woman MP Nagayi Sempala as they were walking to Court in a procession from their homes. The opposition leader Col. Kiiza Besigye describes the charges police charges opposition leaders as politically motivated arguing that the Government does not have evidence to sustain them in court.

Kampalacity is on tension as the opposition leader, Col. Kiiza Besigye and the city Lord Mayor Erias Lukwago appeared at Buganda Road court on Wednesday amidst tight security to answer charges linked to the last Wednesday city violence in which the Assistant Inspector of Police (AIP) John Bosco Ariong was killed. Lukwago did not appear in court in person because he is out of the country on official duties.

Besigye, Lukwago and many other suspects were summoned to appear at court today    by the Chief Magistrate of Buganda Road Court, Eleanor Khainza.

The accused took plea on four counts of managing unlawful society, contrary to Section 56 and 57 of Uganda’s Penal Code Act. Ariong was hit with a blunt object, thrown from a building on Ben Kiwanuka Street, as Police cruelly dispersed a crowd of opposition Activists who were in a peaceful procession.

Other notable suspects jointly charged with Besigye are FDC Women League boss Ingrid Turinawe, Kawempe Division Mayor Mubaraka Munyagwa, Kampala Woman MP Nabilah Ssempala, FDC woman activist Catherine Dembe, Harold Kaija, Robert Kavuma, Mohammed Ssebugwawo, Hanifah Nakitende, Abdu Mutwalib Kayondo, Malik Nsubuga, Ismail Kirya, Farida Nalubega and Hajj Twalib Kakande.

The government alleges that on March 21, between Kafumbe-Mukasa road,Namirembe Road and Mini-Price building onBen   Kiwanuka Street inKampala the suspects formed an unlawful assembly with the purpose of inciting members of the public against the police leading to the death of Ariong and injuring of AIPs Wabwire, Police Constable Julius Olweng.

Upcountry supporters have started arriving in Kampala in various buses to attend a court session on Wednesday and witness the appearance of opposition leaders and Activists for Change (A4C). The president of FDC Col. Kiiza Besigye has kindly requested all those who would like to stand surety for the famous five plus nine FDC supporters to be at Buganda Road Court with passports/IDs and an LC letters by 8:00am. He also called on human rights lawyers to avail their services to the opposition.

Dr Kizza Besigye, together with Kampala Lord Mayor, Erias Lukwago (DP) have been summoned to answer changes of unlawful assembly in connection with the death of Assistant Inspector of Police John Bosco Ariong.

The Chief Magistrates Court at Buganda Road, presided over by Ms Eleanor Khainza, summoned Besigye and Lukwago with Kawempe Division chairperson Mubarak Munyagwa, FDC women league leader ms Ingrid Turinawe and Kampala Woman MP ms Nabilah Naggayi to appear before her on Wednesday.  Ms Khainza also issued production warrants for the nine people who were last week remanded to Luzira Prison over the killing of AIP Ariong.

The nice suspects on remand are Harold Kaija, Robert Kavuma, Mohammed Ssebugwawo, Hanifah Nakitende, Abdu Mutwalib Kayondo, Malik Nsubuga, Ismail Kirya, Farida Nalubega and Hajj Twalib Kakande. The LC5 woman councilor for Mpigi district, ms Catherine Ddembe, was also summoned. Ddembe is currently in comma over alleged police torture and beating. Uganda police have charged eight FDC supporters with the murder of an assistant inspector of police, John Boso Ariongo. Ariongo was hit with a big stone on the head and died on spot on Wednesday.

The FDC supporters who have been charged with murder include Catherine Dembe, an LC5 woman councilor in Mpigi, businessman Yoweri Kintu, Robert Kavuma, James Kirya and Harold Kaija.

The police have also charged Col. Kiiza Besigye, Kampala lord mayor Erias Lukwago, Kampala woman MP, Nabilah Sempala, Kawempe division LC3 chairman, Mubarak Munyangwa with organising an illegal assembly.

The police spokesman, Asuman Mugenyi says that the file of the suspects is with the DPP. He says police is waiting for the reply of the DPP before it takes final action.

This is surely some good news for supporters of MP Brenda Nabukenya. The rumour we have got now is that she could be two months pregnant.

Nabukenya won the recent Luweero district woman MP by election polls. Her close pals in DP rumored to us that she could be pregnant and the man responsible if it is true she is pregnant is not yet known to the press.

We are not confirming that the legislator is pregnant. But it is only rumoured that she could be pregnant. DP insiders tell us that if it is true the legislator is pregnant, the man responsible could be one of the vibrant and loaded men in the Democratic Party.

Some of the vibrant and loaded men in the democratic Party include Deputy Lord Mayor, Sulaiman Kidandala, DP Legal advisor and Mukasa Mbidde. Our investigation team is going on to investigate whether really the MP is pregnant. Remember Brenda is not yet blessed with a baby.

Jinja East MP Paul Mwiru (FDC) and Luweero district woman MP, Brenda Nabukenya (DP) are among the list of MPs in the Uganda 9th parliament who have received government money to facilitate them acquire brand new vehicles.

A source in the accounts section of parliament told our news desk that Brenda, Mwiru and many other MPs are aware that the money have reached their respective bank accounts but they are under instructions not to reveal it to the members of the public.

The same source also told us that by the end of this week all MPs will have received their facilitation for facilitating them acquire vehicles. Each MP has received 103 million shillings for the purchase of vehicles.

The vehicles are to help MPs reach in their constituencies. The MPs who were in previous Parliaments would be the last ones to receive the money. Sections in FDC and DP have supported their MPs to receive money to buy posh vehicles when most families in the country hardly receive super.
