Job Summary:  The Project Manager will be responsible for overall coordination and management – both programmatic and financial – of the Yumbe Restore Project across the operation area. H/She will guide, train, direct and support project staff in implementing project activities while also providing monitoring and evaluation tools to assess progress against agreed objectives. The Project Manager is ultimately responsible for ensuring timely, orderly and effective programming to beneficiaries and for ensuring timely and accurate data collection, recording and financial management according to provided guidelines. H/She will be responsible for regular project reporting to the Area Coordinator, and must ensure effective coordination of project activities with the relevant District Local Government Departments.

H/She should be knowledgeable on water facilities for semi-arid areas like Yumbe and approaches like PHAST and CLTS. A successful candidate should be well conversant with the Ministry of Water and Environment policy guidelines for Water and Sanitation sub sector players and District Implementation Manual (DIM). H/She will be based in the fields’ operation area under the Yumbe field office but should be willing to travel extensively and spend some nights in the field. All applicants must be strong Christians and agree with and uphold the values and objectives of the organization to be considered for these positions.

Key Duties and Responsibilities: 

Management & Administration:

  • Direct line management of water technician and public health educators in the districts of operation, including performance review, ongoing direction, support, encouragement and correction.
  • Update HR records for all project staff in the districts of operation, sending monthly reports to Area coordinator for attendance, leave and contractual changes as they arise.
  • Ensure effective budget management and administration of project finances, including adherence to SP financial management guidelines.
  • Act as official SP representative to stakeholders for all matters concerning WASH in districts of operation.

Programming:

  • Formulate a clear strategy and direction for the Project in the districts of operation in collaboration with the Area Coordinator and WASH specialist
  • Coordinate effective implementation of safety in project activities.
  • Ensure all project activities are conducted in accordance with agreed work-plan and project proposal.
  • Submit monthly and quarterly reports to the Area Coordinator including activity summary, progress against objectives, beneficiary caseload data, achievements to date, issues faced and project impact stories.
  • Ensure coordination of all activities at District-level with relevant Local Government departments, NGOs and CBOs, and community stakeholders, and maintain constant coordination in strategic project implementation.
  • Perform any other duties as assigned by the Area Coordinator

Qualifications, Skills and Experience:

  • The applicant for the Samaritan’s Purse Project Manager WASH job placement should hold a Bachelor’s Degree in Civil engineering or Environmental engineering or Water engineering and/or any other related field
  • Three years of experience in the Water, Sanitation and Hygiene (WASH) sector.
  • The incumbent must be dynamic, personable
  • Good team player

Division & Project Overview:
University Research Co., LLC (URC), a US-based public health organization working in Uganda since 2005, is implementing the USAID’s Regional Health Integration to Enhance Services in East Central Uganda Activity (USAID’s RHITES EC). The purpose of this project is to support the implementation of a comprehensive, integrated investment in regional health, HIV/AIDS and nutrition assistance. This five-year activity targets 11 districts in East-Central Uganda with an estimated total population of 4.1 million through a district-based integrated package of quality health, HIV/AIDS, nutrition and child development services. URC is seeking qualified candidates to fill the following positions at the Jinja town and district based offices.

Roles and Responsibilities:

The Director Monitoring, Evaluation and Learning is a member of the URC senior management team that manages the USAID RHITES-EC Activity and reports to the Chief of Party. S/he is responsible for supporting the design and implementation of the project’s Monitoring, Evaluation and Learning agenda, and provides strategic and technical leadership to the project in Monitoring, Evaluation and Learning, including reporting of results, data utilization for program decision-making and knowledge management

  • Coordinate and work with other project staff to manage a robust M&E system, identify and monitor key program activities in order to document results and what interventions contributed to the results, and ensure the integration of those results into Uganda’s health system’s decision-management processes.
  • Lead in ongoing review and implementation of the Activity’s Monitoring, Evaluation and Learning Plan (AMELP) to ensure responsiveness to evolving project, Donor and host government needs.
  • Support M&E and HMIS teams at various levels to conduct frequent and routine data verification and quality assessment exercises as per the Activity AMELP and internal needs.
  • On a regular basis, prepare and ensure timely submission of project performance monitoring plans, including developing and defining program indicators and sources of data, as well as contributing to annual work plans, quarterly and annual reports and other project documents.
  • Track project monitoring indicators for all (or specified) project health component activities and periodically provide data to the project’s Senior Management Team.
  • Document progress on various levels of indicators attributable to project interventions
  • Direct and ensure coordination and linking of data reporting with technical strategy discussions
  • Provide leadership for knowledge management and documentation for project with emphasis on dissemination and lessons learned and present results of program achievements and outputs in written reports and at conferences and meetings.
  • Develop and manage a robust and dynamic Learning and Operational Research agenda On a very frequent and regular basis, advise project COP and senior management team on trends for various performance indicators, as well schedules for project deliverables as per prescribed timelines
  • Track district-level and facility-level performance through focal technical staff, Cluster teams, and M&E team
  • Provide technical and managerial leadership in the development and design of all project evaluation and research efforts, and ensure that they are linked to project objectives and deliverables and are properly resourced
  • Manage various project databases to capture relevant data on key indicators
  • Participate in writing regular, timely progress reports of project activities and results for USAID and other stakeholders, including responding to all USAID requests for data and reporting in a timely manner
  • Engage with other program and technical staff in developing and implementing annual project work plans
  • Provide strategic, technical and coordination support to the project team to effectively support strengthening of the HMIS at district, facility and community levels

Minimum Qualifications:
Required Experience & Qualifications

  • Master’s Degree in either Statistics, Biostatistics, Public Health, Epidemiology, or another relevant field.
  • At least ten (10) years of relevant professional experience in leading M&E processes, quality improvement and Knowledge Management.

Desired Experience & Qualifications

  • Experience in implementation of Health Systems Strengthening, HIV/AIDS, malaria, family planning, maternal, newborn and child health, or nutrition is desirable.
  • Demonstrated expertise in performance management and linking data to improvement
  • Experience with managing complex data sets and databases, including conducting and supervising data analyses, report writing, and design of creative data presentation and visualization tools
  • Experience in working with USAID and/or PEPFAR funded programs
  • Ability to travel extensively with the East-Central region of Uganda
  • Demonstrated team player and experience with staff supervision

The Electricity Regulatory Authority (ERA) is a statutory body established in accordance with the Electricity Act, 1999 (Chapter 145, Laws of Uganda). The Act empowers ERA to regulate the Generation, Transmission, Sale, Export, Import-and Distribution of electrical energy in Uganda.

Job Summary: The Chief Executive Officer will provide strategic leadership through working with the Authority and staff to ensure fulfillment of ERA’s mandate.

Key Duties and Responsibilities:  

Stewardship:

  • Work with Authority and Staff to define and execute ERA’s mission, communicate it effectively, and ensure it serves continuously as an inspiration and guide.
  • Develop and recommend short and long term goals, strategies and objectives to the Authority to ensure maximization of stakeholder values and the long term success of the Authority.
  • Work closely with and provide accountability to the Authority , and ensure that the Authority is fully informed about the ongoing business at the Secretariat.
  • Keenly review and report regularly to the Authority matters concerning the Authority’s progress towards achieving its goals and any material deviations from the said goals.
  • Work with the Authority to ensure that it is properly constituted and trained to conduct effective governance.

Staff Management, Motivation and Development:

  • Provide leadership and motivate staff towards fulfilling the mission of ERA.
  • Initiate changes and innovations at ERA.
  • Create a work environment that is conducive to attracting, retaining and motivating a diverse group of top quality employees at all levels and ensure that effective delegation is observed.
  • Develop and maintain a sound and effective organizational structureand ensure that personnel systems are in place to appropriately manage the affairs of the Authority.
  • Ensure that there are clear roles and responsibilities and that there is an effective succession plan for all senior positions.

Ethical Standards and Accountability:

  • Work in liaison with the Authority to ensure adherence to ERA’s ethical standards and encourage transparent culture in which ethical policies are understood, prevent and manage ethical breaches including conflict of interest.
  • Identify the principle risks of the Authority and ensure the implementation of appropriate systems to mitigate/manage them.
  • Work closely with the Authority and staff to ensure adherence to accountability standards.
  • Facilitate the Board to effectively fulfill its functions as well as the various Board Committees and individual Board members.
  • Facilitate the Board to undertake periodic Board evaluation.
  • Work closely with the Board Chairman to ensure and enable the Board to fulfill its governance  and oversight function.

Partnership, Regional Cooperation and Corporate Leadership:

  • Work closely with other agencies in the region for efficient and reliable supply of electricity and identify potential collaboration areas in the region.
  • Ensure a smooth working relationship with Government Ministries and Agencies to properly coordinate, interpret and implement government policies and programs.
  • Ensure that effective Communication and appropriate relationships are maintained between the Authority, stakeholders and the public.

Financial Leadership:

  • Ensure that ERA’s budget is developed in a timely manner for consideration by the Authority. Ensure prudent financial management of ERA’s resources and adherence to prudent internal control systems.
  • Authorize commitments of corporate resources including contracts, transactions and Authority’s strategies, corporate plans and objectives.
  • Take reasonable steps to ensure that the Authority’s assets are adequately safeguarded and optimized in the best interest of all stakeholders.

Compliance Leadership:

  • Ensure strict adherence to the provisions of the Public Procurement and Disposal of Assets Authority (PPDA) Act in the procurement processes.
  • Ensure that all operations and activities of the Authority are conducted in accordance with applicable laws, regulations, good corporate governance principles and practices and any other policies and practices approved by the Authority.
  • Ensure safe and efficient operation of the Authority and compliance with the Authority’s environmental, health and safety policies, procedures and practices.

Qualifications, Skills and Experience: 

  • The applicant should preferably hold a Master’s Degree in Engineering, Economics, Law, Business Administration, Finance, or Management.
  • Membership of a recognized professional body will be an added advantage.
  • Candidates with engineering degrees must be registered with the Engineers Registration Board.
  • A minimum of fifteen (15) years of working experience seven (7) of which must be at a Senior Management level in a credible organization.
  • Extensive knowledge about the Electricity Supply Industry.
  • Be result oriented with very good communication skills.
  • Good research and analytical skills.
  • Good leadership skills, mentoring and coaching skills.
  • Age:  Between 40 – 55 years.

Job Summary: The Programme Officer – Research, Documentation and Advocacy (RDA) will be responsible for performing the tasks listed below towards supporting the programme. This is a highly engaging position requiring multitasking capabilities and capacities to research, write and engage with evidence.

Key Duties and Responsibilities:   

  • Supporting the RDA program’s advocacy efforts by assisting with drafting petitions, policy briefs, briefing papers, internal memorandums, and other advocacy documents.
  • Using editing skills to assist with fact-checking of reports, petitions, draft publications, and other documents as needed.
  • Carrying out legal and policy research and analysis on international law, human rights law, and foreign and comparative law.
  • Develop and share program meeting minutes.
  • Develop legal analyses of laws and bills in Uganda from a human rights perspective.
  • Constantly work in consultation and support of the Program Manager to implement health rights advocacy and documentation projects in line with the overall CEHURD Strategic Plan.
  • Actively promote appropriate linkages between CEHURD’s other programs and the health rights advocacy and documentation work.
  • Promote a rights based approach in programming work on Sexual and Reproductive Health Rights.
  • Develop health rights advocacy and documentation work plans and budgets.
  • Mapping and keeping data for the partners identified in health rights advocacy.
  • Conduct parliamentary advocacy in health including keeping abreast with relevant parliamentary committees for example committee on health and human rights.
  • Engaging with health rights related institutions in Uganda including the human rights commission.
  • Carry out and engage in all activities involving the Ministry of Health in Uganda particularly the reproductive health thematic areas and the Maternal and Child Health processes.
  • Organize and attend all meetings and training by CEHURD and or other relevant partners in advocacy for health.
  • Engage in and carry out research in health related fields of particular interest to CEHURD in given periods of time.
  • Provide support to proposal development processes in line with the strategic plan of CEHURD
  • Coordinate work that is being implemented between the different programs of CEHURD.
  • In addition to individual respective tasks, the Programme Officer will be expected:
  • Adhere to CEHURD values and to actively promote their application amongst colleagues.
  • Undertake tasks in a creative, self-driven and innovative fashion.

Qualifications, Skills and Experience:  

  • The ideal candidate for the Programme Officer vacancy must hold a Bachelors’ Degree in Law, Human Rights, Social Science, Political Science, Economics, Public Health or any related qualifications.
  • Possession of a Post Graduate qualification in any of the fields above will be an added advantage
  • Prior experience in Human Rights and the Right to Health Advocacy is highly desirable.

Job Title:    Regional Entomology Lab Technician (2 No Experience Careers)

About US:

The Infectious Diseases Research Collaboration (IDRC) is a non-profit research organization. IDRC conducts research in infectious diseases including Malaria, HIV and Tuberculosis. Our studies have led to over 150 publications and have impacted on the management of infectious diseases in Uganda. IDRC currently manages over 41 grants with an annual budget of $11 million. IDRC was established in May 2008 by Ugandan health scientists from Makerere University College of health sciences, University of California, San Francisco and the Uganda Ministry of health.

Key Duties and Responsibilities:  

  • Manage the monthly duty roster for all entomology activities in the field & field lab and ensure all required tasks are accomplished.
  • Receive specimens from the field, sort and separate mosquitoes.
  • Perform morphological identification on the common malaria vectorspecies.
  • Prepare the mosquitoes samples for proper storage.
  • Oversee the proper packaging and transportation of mosquitoes.
  • Assist with organization and filing of study forms, in collaboration with the coordinators.
  • Provide daily updates of entomology logs and notice boards/progress charts.
  • Ensure adequate supplies are available for the entomology surveys and preparation of bags/backpacks for daily routines in collaboration with the coordinators.
  • Ensure accurate labelling, packaging and timely transport of all laboratory specimens from the field.
  • Actively participate in the training and support supervision of the entomology field workers.
  • Attend regular team meetings. 

Qualifications, Skills and Experience: 

  • The applicant must hold a Diploma in medical entomology. A degree in a related course is an added advantage.
  • Additional training in Good Laboratory Practice and Good Clinical Practice is an added advantage
  • Experience with entomology surveys and laboratory work
  • Willingness to live and work upcountry in Eastern or Western Uganda
  • Ability to speak at least one language commonly used in Eastern Region or Western Uganda
