The government will spend Shs700bn in the coming 2021 general elections, according to the State Minister for Finance in charge of Planning, David Bahati.

Minister Bahat made this revelation on Thursday while appearing before the Local Government and Public Service committee.

This came after the minister was summoned alongside the Ministry of Local Government to explain why Government has taken long to formalize the newly created Sub-counties and Town Councils.

State Minister for Finance in charge of Planning, David Bahati while appearing before the Local Government and Public Service committee where a revelation was made of  Shs700bn  for the next general elections.

The 2021 expenditure will be higher than Shs419.9bn that was spent in the recent 2016 general elections.

“The figures we are receiving indicate around Shs700bn for the general elections and we plan to allocate some resources in 2019/2020 for the preparations and then in 2020/2021 for the general elections.

“The elections we are talking about are from level one to the President,” Bahati said.

The minister went on to explain in support of why the budget has increased more than that of the 2016 general elections saying democracy is expensive.

“The cost of democracy isn’t cheap. Democracy isn’t cheap if you don’t want democracy, try the other. The other is more expensive with war and violence,” Bahati said.

The minister informed the Committee that Government’s resources envelop isn’t well prepared and there will be another plan developed in consultation with Ministry of Local Government to operating on the remaining Sub-counties and Town Councils.

The Parliament passed a motion in 2017-2018, that led to the creation of 198 sub-counties and 204 Town Councils which required Shs151bn.

President Museveni yesterday released a statement condemning in the strongest terms the shooting and beating of civilians by the Police.

The president questioned as to why police fired tear gas and live bullets during the Monday demonstrations that saw the rioters, section of the public, and journalists brutally beaten and arrested.

“Youth groups of Monday were more of a nuisance and psychological warfare than a menace, unless I get new facts. Why then, shoot at them, why fire tear-gas, why fire bullets?” he wondered advising the Police to use other means.

“Those mobile, tyre burning groups, who are not attacking anybody, should simply be chased on foot, identified from light helicopters (206- Agusto type) or UAUs, arrested and be charged with appropriate offences,” he continued.

In the same statement, Museveni condemned beating up of journalists and advised the police to rather arrest and charge them lawfully in case of disobedience. He informed the security forces that they don’t have the power to beat up people.

“I condemn, again, in the strongest terms the beating of journalists by elements of the security forces. It is true that the journalists working for foreign interests or for our own local parasites tell lies, they do not do balanced reporting,”

“On account of that you can block them because sometimes they interfere with the scene of crime. If they refuse, you arrest them and charge them with disobeying lawful command

“Beating is wrong because the Security forces do not have that power. People should not be beaten even as a punishment. They can be imprisoned, fined, or hanged according to the law,” he advised.

This follows the recent riots and wave of demonstrations that have arisen from the brutal arrest of four MPs and over 30 other civilians on the eve of the ARUA municipality by-election. The MPs include MP Robert Kyagulanyi commonly known as Bobi Wine, Kasiano Wadri who won the by-election, Gerald Karuhanga and Francis Zaake whose where abouts have been unknown until of recent when he was “dumped” at Rubaga hospital where he is currently undergoing treatment.

Donald Trump’s former campaign chairman Paul Manafort, was found guilty on five counts of submitting false tax returns, one count of failing to report foreign bank and financial accounts, and two counts of bank fraud.

This happened just two years after he helped President Donald Trump secure the Republican nomination for the White House. The cases arose from special counsel Robert Mueller’s investigation into Russian interference in the 2016 presidential election which the president had referred to as a “witch hunt.”

Donald Trump with this former campaign chairman Paul Manafort

It all happened in Alexandria, Virginia, where the jury found Manafort guilty of bank fraud, tax fraud and failure to report a foreign bank account. The charges carry a maximum sentence of decades in prison. He avoided conviction on some charges, however, with the jury saying it could not reach a consensus on 10 out of 18 total counts. In addition, Manafort will also face additional charges in a separate case, to convene in Washington DC next month.

Trump told reporters “This has nothing to do with Russian collusion. These are witch hunts and it’s a disgrace.”And called Manafort a “good man” despite the conviction.

It is a bulletproof armored vehicle that was allegedly hit by a stone that shuttered its hind screen in Arua. As a result, the president’s security together with the police unleash live artillery that killed one person – Bobi Wine’s driver.

As a result, the public is still outraged about how an armored Toyota Land Cruiser was yesterday ‘allegedly’ smashed by a mere stone in Arua.

According to the research, it is impossible for a stone to inflict such damage basing on the unique features that are built in the luxurious monster ride.

Arua stone

The alleged stone that is believed to smash President’s bullet proofed vehicle

Here are some of the things you need to know about the stone that was thrown at the President’s convoy in Arua.

The stone is made of vibranium and it is believed to have been stolen from Watkanda around the time Parliament voted to lift the Presidential age limit. Initial reports shows that the stone had been smuggled out of the country but found its way back through an arms dealer who sold it to the people of Arua District.

Magical Arua stone

It is alleged to have been used to cover the tombs of Jesus

A smart stone was programmed by T’challa’s sister Shuri, who has a genius level of intellect. According to intellectuals, the stone has the ability to do something other than simply follow its given trajectory, such as turning, changing speed or sending data.

This magical stone disappears after a successful hit and cannot be traced. In the earlier times, the stone would be found at the intended target but not anymore since the new technology allows the stone to escape from the crime scene. This simply explains why Uganda Police was not able to find it at the scene.

President's car

According to the research, it is impossible for a stone to inflict such damage basing on the unique features that are built in the luxurious monster ride

This magical stone is believed to have the power to annihilate and obliterate anything within a 4 – meter radius. It can only be countered if the target is also made out of Vibranium and this probably explains why the stone only shuttered the glass which was made with only 5% of vibranium.

The kinetic energy in the stone was used to charge the vehicle and it is believed that the car will now be able to move for 30 years without fuel.

The stone can expand up to 500 times its size and ancient mythology believes it was the same stone that was used to cover the tomb of Jesus.

The  West Nile region police spokesperson, Ms Josephine Angucia, claimed that AK-47 guns, a pistol, 15 phones, six red T-shirts, 46 white tablets in a tin labelled extra were recovered during a security search at Pacific Hotel in Arua Town where Bobi Wine and other opposition MPs were staying for the campaigns for Arua Municipality parliamentary by-election.

“While searching the rooms of Kyagulanyi at around midday on Tuesday, the security team found a small bag containing 15 phones, a GPS reader, SMG rifles, six red T-shirts and other items. Kassiano Wadri was also arrested and found with a pistol with 12 rounds of ammunition,” Ms Angucia said.

However, according to Mr Luiji Candia, the owner of Pacific Hotel, the security personnel looted all rooms, stole money, laptops of guests and many other valuables.

“These people (security operatives) did not get any gun here. They should be ashamed of telling lies to the public that they got guns here. If they got the guns from somewhere, they should tell the public instead of blaming our hotel,” Mr Candia said.

According to Gen Ali, Kyagulanyi is at Gulu hospital where he is receiving treatment. Other 3 MPs will appear before the Chief Magistrate tomorrow in Gulu and over 33 people were arrested.

Soumaila Cisse who is Mali’s top opposition leader has made it clear that he would reject the election results which he described involved accusations of fraud, violence and low turnout.

Ballot counting was conducted yesterday across the vast West African country where one poll worker was reportedly killed and hundreds of stations closed due to insecurity.

y Herman Nnyanzi - No Comment It’s now time to put the election period behind us and embrace the future, says Emmerson MnangagwaIt’s now time to put the election period behind us and embrace the future, says Emmerson Mnangagwa

Cisse said at his party’s headquarters in Bamako that they will not sit and listen rather urged the masses to rise against dictatorship and fraud.

“The fraud is proven, this is why there are results we will not accept,” Cisse said at his party’s headquarters in Bamako.

“I call on all Malians to rise up… We will not accept the dictatorship of fraud,” he added.

But Cisse’s team and other opposition contenders have repeatedly accused the government of fraud, including ballot-box stuffing and vote buying.

However the African Union (AU) election observers said the voting was carried out “in acceptable conditions,” in a preliminary report published Monday.

At this stage there is “no tangible element” pointing towards voting irregulariities, the observers said, congratulating the Mali government for its efforts to improve the voting process and noting a drop in the number of untoward incidents in  the second round of voting.

The European Union also said that in the 300 polling stations its observers visited, no “major incident” occurred.

Nearly 500 polling stations were unable to open on Sunday, the government said, mostly in regions plagued by jihadist violence and ethnic tensions.

“We had a little over 3.7 percent of stations which had not functioned properly” during the first round on July 29, Salif Traore, Mali’s security minister, said on Monday.

The figure fell to 2.1 percent of the 23,000 polling booths in Sunday’s runoff vote, which Traore said was due to the deployment of more military.

The overseer of a polling station in Arkodia, in the northern region of Timbuktu, was shot dead on Sunday by armed Islamist militants, local officials said.

Aside from this “dramatic case,” the government said the poll occurred without incident.

Turnout however was just 22.38 percent, local monitors of the POCIM (the Mali Citizen Observation Pool) said.

Six members of the opposition campaign team, including four French, were arrested on Sunday, the team and Traore, the minister of security, said.

Five of the six were released without charges after being held for two hours in a Bamako police station, a source close to the team said. Their phones and laptops were seized.

Following yesterday’s shooting of Robert Kyagulanyi’s driver, Yasin Kawuma, motormouth Tamale Mirundi has come out to give his two cents on the incident saying criminal gangs have infiltrated Bobi Wine’s circles.

According to Mirundi, Ugandans should first understand that it’s criminal to raise your hand up while holding a stone when the presidential convoy is passing.

He further states that Bobi Wine’s ‘People Power’ circles have been permeated by criminal gangs who are only experts in causing chaos.

Mirundi then heaved in former FDC president, Dr. Kiiza Besigye, saying he has handed his “hooligans” to the Kyadondo East legislator.

“Bobi Wine has inherited Besigye’s hooliganism groups of unemployed Baganda youths. It is evident that the so far registered death in Arua is of a Muganda man,” Mirundi alleged.

Over 34 people have been arrested including journalists. The whereabouts of Bobi Wine together with fellow MPs are yet to be known.
