If you have never suffered from a Rasomware on your personal Pc or laptop and you are always online then you are very lucky.

Ransomware is a type of malicious software from cryptovirology that threatens to publish the victim’s data or perpetually block access to it unless a ransom is paid.

It actually blocks you from accessing your documents, files, media, apps and software on your computer.

I suffered an ordeal and had to flash my computer losing every single document, media, applications, and software.

Rasomware can be got from clicking on unidentified ads, software download links, random links sent to emails, removable storage devices and others.

There are a number of a million of hackers coming up with Malwares and Ransomwares but here are the common and recent dangerous examples of Rasomwares around the world:

  • GandCrab: A new strain of ransomware discovered early in January 2018. The malware demands a cryptocurrency fee for the return of any files. More worrying, GandCrab is being marketed as a ransomware as a service package to budding cyber criminals, who could split the profits with the developers at a ratio of 60:40. Meaning that you distribute the malware and when the victim pays you are given 40% of the initial Rasom.

  • GoldenEye: The ransomware attacks were reported in Ukraine, it hit the national bank, state power company and Kiev’s largest airport on June 27, 2017, which is thought to be a mixture of Petya and another ransomware, called Mischa. GoldenEye will prevent computer systems from being booted up and from victims retrieving any stored data. When the user reboots, instead of Windows they could see a skull and crossbones splash screen with a ransom demand.

  • CryptoLocker: Long gone but it deserves disapprobation because its peak in 2013 proved to cyber criminals how successful ransomware could be.

  • Locky: Locky is as bad as ransomware can get. Locky’s creators seem to have thought of everything, not only encrypting a wide range of data files but even Bitcoin wallets and Windows Volume Snapshot Service (VSS) files in case users try and restore files using that. It reaches out to attached shares and even other PCs and servers. It uses strong encryption and has found several high-profile victims.

  • WannaCry: EuroPol has described the WannaCry ransomware, which shut down hospital infrastructure all over the UK and uses a leaked exploit first developed by the National Security Agency, as unprecedented in scale.

  • VCrypt: ZCrypt tries the unusual technique of spreading as a virus. This means that it doesn’t rely on malicious emails to find victims and can spread on USB sticks.

But the Cry is almost over because as Hackers generate more torture chambers on peoples Pcs, Developers are also working Tooth and Nail to over come people’s miseries.

The Romanian Police in collaboration with Bit defender and Europol have developed project “No More Ransom.” The project released an updated and more potent decryption tool for the GandCrab ransomware in what Europol has described as the “latest victory of law enforcement in the battle against ransomware.”

The decryption tool was developed by Romanian Police, Europol, and Bitdefender, and will be made available on the No More Ransom project website for download.

The tool is an update on a first version that was released in February by Bitdefender. The new GandCrab decrypter is more potent and can recover data for more GandCrab versions –v1 (GDCB extension), v4 (KRAB extension), and v5 (random 10-character extension, also the current/latest GandCrab version), respectively.

The new decrypter also comes after Bitdefender released a more limited decryption tool earlier this week for GandCrab ransomware victims located in Syria. The Romanian antivirus maker was able to create that decrypter after the GandCrab developer released legitimate and authentic decryption keys for victims located inside Syria, out of compassion.

In a blog post, Bitdefender said they’re still working on creating a decrypter that can unlock files encrypted by GandCrab versions 2 and 3.

A representative of the Romanian Police Central Cybercrime Unit didn’t comment on the operation’s particularities, citing an ongoing investigation, but told ZDNet the new decryption tool was “a cryptographic issue rather than an infrastructure issue,” suggesting investigators found a flaw in GandCrab’s file encryption routine. Flaws in ransomware encryption schemes is how authorities and cyber-security firms have been able to decrypt most ransomware strains in the past years.

The new GandCrab ransomware decryption tool is indeed a great victory for law enforcement, and indirectly victims who had their files encrypted. While GandCrab v1 was mostly deployed in January and February, v4 and v5 have been put in circulation in July and September, respectively. This means that anyone infected with GandCrab versions released in the past four months can now recover files for free, without paying GandCrab’s ransom demand –which usually varies from $600 to $3,000 per infected computer.

GandCrab is, by far, the most active and widespread ransomware strain today, taking the place of Locky and Cerber, the leading ransomware strains of 2016 and 2017.

The GandCrab ransomware is developed by a central figure who goes by the name of “Crab” or “Gandcrab” and rented to other cybercriminals on a well-known hacking forum.

Its RaaS (ransomware-as-a-service) model allows distributors to keep 70 percent of the ransom payments, while Crab takes a 30 percent cut, although Crab used to take a smaller percentage when the ransomware first launched in January.

The decryption tool was developed by Romanian Police, Europol, and Bitdefender, and will be made available on the No More Ransom project website for download.

IT experts and Developers recommend the following to avoid being a victim of Rasomware, Malware and Cyber attacks:

  1. Back up all information every day, including information on employee devices, on offline and offsite location. So you can restore encrypted data if attacked.
  2. Norton Anti Virus Developers advice that do not pay the ransom. It only encourages and funds these attackers. Even if the ransom is paid, there is no guarantee that you will be able to regain access to your files.
  3. Restore any impacted files from a known good backup and this Backup is to be done everyday so that if you are attacked the best option is to Format all Hard disks and registries and reinstall your system and restore your data again. Restoration of your files from a backup is the fastest way to regain access to your data.
  4. Do not provide personal information when answering an email you are not sure that it is secure, unsolicited phone call, text message or instant message. Phishers will try to trick you or company employees into installing malware, or gain intelligence for attacks by claiming to be from IT. Be sure to contact your IT department if you or your coworkers receive suspicious calls about computer systems.
  5. Use reputable antivirus software and a firewall. Maintaining a strong firewall and keeping your security software up to date are critical. It’s important to use antivirus software from a reputable company because of all the fake software out there.
  6. Do employ content scanning and filtering on your mail servers. Inbound e-mails should be scanned for known threats and should block any attachment types that could pose a threat.
  7. Do make sure that all systems, including operating systems, applications. and software are up-to-date with relevant patches. Exploit kits hosted on compromised websites are commonly used to spread malware. Regular patching of vulnerable software is necessary to help prevent infection.
  8. If traveling, alert your IT department beforehand, especially if you’re going to be using public wireless Internet. Make sure you use a trustworthy Virtual Private Network (VPN) when accessing public Wi-Fi.
  9. Keep clear inventories of all of your digital assets and their locations, so cyber criminals do not attack a system you are unaware of.
  10. Segment your network: Don’t place all data on one file share accessed by everyone in the company.
  11. Train staff on cyber security practices, emphasizing not opening attachments or links from unknown sources.
  12. Develop a communication strategy to inform employees if a virus reaches the company network.
  13. Before an attack happens, work with your board to determine if your company will plan to pay a ransom or launch an investigation.
  14. Perform a threat analysis in communication with vendors to go over the cyber security throughout the lifecycle of a particular device or application.
  15. Instruct information security teams to perform penetration testing to find any vulnerabilities.
  16. Last but not least Please avoid opening ads from unknown sites, opening downloading any apps or softwares from unrecognized or not recomemded sites and don’t not download software cracks and Keys from any site other than the official site of that particular Software.

All registered candidates shall access learning material in the various courses and certification portfolio provided by Huawei free of charge such as Routing and Switch, Data Centres, Cloud computing, Network and transmission.

The three winners will represent Uganda in the regional finals in South Africa in December 2018 and in the global final in China in April 2019.

Huawei competition aims to provide a platform for global ICT talents to compete and communicate, promote high-quality ICT talent development, and drive the growth of a robust and sustainable ICT talent ecosystem.

The competitions will be conducted under the theme “Connection • Glory • Future”.

According to Mr. Liu Jiawei, the Managing Director of Huawei Uganda,  the competition will  enable students to connect to industry learning technologies to prepare for their careers early enough, acess to various learning tools and resources from Huawei and also the Ugandan students would be able to compete with other various other countries in Africa and the world if they manage to pass the preliminary stages.

“This is not only a competition, but also a platform for Ugandan I.T students to obtain professional acknowledgment from the ICT industry through the Huawei Certification. When the students pass their examination in the competition, they shall also receive Huawei Certification. They shall also receive other awards from Huawei such as Mate Book device, mobile phones, trophies, job and internship offers. Our target is that we over 1000 Ugandan students register to participate in this competition this year”, He remarked.

The speaker of Uganda Parliament, Hon.Rebecca Alitwala Kadaga, has ordered all telecom companies to return to the traditional way of loading airtime using scratch cards from the digitalized ‘easy go’.

The speaker justified her decision saying that people in the villages are not well versed with the easy go method and therefore needed time to familiarize with it.

“There is no electricity in the villages yet these machines need power to operate,” Kadaga asserted.


 According to the Minister for ICT and National Guidance, Hon. Frank Tumwebaze, technology is an unavoidable change but he agreed to engage the parties involved; UCC and telecommunication companies to ensure a gradual transformation.

“I have now directed that let us not ban scratch cards abruptly. I agree that we should have walked along with our rural people,” said Tumwebaze.

Although scratch cards were revamped,  MPs also agreed that the electronic airtime loading system will continue to be used to potential users.

The Chief Executive Officer of MTN Uganda, Wim Vanhelleputte, said that telecommunication companies will now work towards restocking the scratch cards since they are out of stock following the ban.

“We will see how market forces play. If there is a strong demand to go back to scratch cards, we will have to find a way to address those demands,” said Vanhelleputee.

“Figures on the ground show that 99 percent of customers have already embraced the electronic airtime loading system,” Vanhelleputte added.

The ban imposed by the Uganda Communications Commission (UCC), the government communications regulator, came into effect at the end of July this year, in favour of the electronic airtime loading system.

This follows an outcry and anger from the citizens who,  rather than make mobile money transactions as was before the taxes, prefer to use public means such as motorcycles, taxis to transfer money as they found it cheaper to travel than incur the extra costs that come with the tax. For social media, users have either abandoned the service or decided to bypass the blockage by using VPN.

The 1% tax that was levied on all mobile money transactions (depositing, sending and receiving) effective from 1st July 2018 has been met with stiff resistance from the public who termed it as double taxation. Telecom companies and government have since locked themselves in endless meetings regarding the matter.

URA commissioner, Doris Akol and State Minister for Finance, David Bahati, later issued statements and said that the taxation on deposits had been scrapped off after a cabinet meeting.

Mobile Money is the most popular platform widely used in Uganda to transmit cash between individuals and pay for goods and services.

However, President Museveni further weighed in on the matter; “This is to clarify that there is no tax on mere depositing money on a mobile phone account. That confusion should be clarified. The half -percent tax, not 1 percent, is only on the sender and the receiver of money through mobile money,” read part of the post on his Twitter and Facebook accounts where he termed social media chatting as a luxury by those who are ‘enjoying themselves or those who are malicious.’

He continued, “Mobile money transfer, on the other hand, is a useful service. Since the informal sector (juakali, mchomo selling etc) is never taxed and I am always against those direct taxes on those sectors, is it too much for users of the mobile money senders and receivers to also make a modest contribution to the development of their country? The 1% was a miscommunication. The actual figure was 0.5%, half of one percent. That is what we should debate, on the mobile money”

Dear Ugandans, 

Greetings.

I am using social media to share with you the reasons for the social-media tax and the mobile money tax. Our budget for this financial year is Ug.Sh 32 trillion. 

The taxes collected from within Uganda and the other fees for this financial year will be Ug.sh.17.5 trillion. The balance (the difference) is handled by borrowing from outside the country, Ug.Sh 8.3 trillion, as well as borrowing from within the country, Sh 7 trillion. We, then, also get grants from outside to the tune of Sh280bn i.e 0.28 trillions.

Why do we have to borrow or beg from outside or even borrow from within? We do so because many people who are supposed to pay tax do not pay the tax. How do we know this? We know this by using the standard measurement used all over the World. This is the GDP: tax ratio. This means the amount of taxes paid compared to the size of the GDP, the size of the economy. 

In 1991 , it was only 4% of GDP. When we formed the URA, it rose to 12% and it has stagnated there for a long time. Last financial year it rose to 14.2%. In other countries in Europe, the GDP: tax ratio is 30% or more. The avarage GDP: tax ratio in Africa is 18% . Why is the GDP: tax ratio in Uganda so low? The following are the reasons: 

(a) telephone companies have been under-declaring calls until recently when we acquired machines to see the telephone calls ourselves. Big shame to the culprits; 

(b) Many of the people who should be paying taxes of incomes from rent do not pay or underpay;

(c) Many citizens are still in subsistence agriculture (okukolera olubuto kyokka, Itiyo pi ikeni ) and informal sector (juakali) and I always oppose taxes on those sectors (gonja roasters, mchomo sellers, mechanics, carpenters etc); in any case, it is difficult to know how much they earn;

(d) Absence of scanners on the borders allows false declarations of goods in containers; the URA now has 4 scanners only. I have directed them to buy enough scanners to cover all entry points by land, water and air; and 

(e) Slowness in introducing electronic stamps to the goods imported from outside at the factory level. 

We, therefore, end up getting revenue from consumer taxes on mainly, luxuries, income tax, profit tax and import tax on consumables minus the production inputs only. That is why we end up with the low GDP: tax ratio of only 14.2% and have to borrow or beg, yet our economy is growing. 

Coming specifically to the social media and mobile money taxes, Ugandans need to ask the following questions: 

1. When you post or send communication on social media platforms like Facebook or whatever, is it for free or do you pay? 

2. Do you send mobile money for free or do you pay? 

3. If you pay, whom do you pay? 

4. Do you pay in dollars or in local shillings? 

5. If you pay in local shillings, do the ones you pay, most of whom are foreign companies, take money out of Uganda in local shillings or in dollars? 

6. If it is dollars, who earned those dollars? 

Let us answer the last question first. Those dollars are earned by us who produce coffee, tea, the milk products, by our gold, by our tourism, by our processed fish , by our manufactured goods (e.g cement, textiles, soap, mattresses, cooking oil, etc). 

Therefore, some of us, myself included, either earn the dollars or save the dollars by producing products instead of importing them, but some of our countrymen donate those dollars back to the foreigners by chatting endlessly on the social media. Is this correct or fair? Is it good for our country? 

Mobile money transfer is, of course, different from the social media chatting. Social media chatting is a luxury by those who are enjoying themselves or those who are malicious.

As to social- media tax, all the moral reasons are in favour of that tax. The social – media users have no right to squander the dollars I earn from my coffee , my milk etc by endlessly donating money to foreign telephone Companies through chatting or even lying and, then, they are allergic to even a modest contribution to their country whose collective wealth they are misusing. 

The same with those who engage in games betting. They bet in Local shillings. Since, however, our economy is an open one, the foreign owners of betting machines rush to the forex bureaus, buy dollars, the ones I earned , so as to externalize them. This is what affects our shilling.

The importers of foreign luxury goods- wines, whiskies, artificial hair, furniture, textiles, shoes etc, goods that can be made here, also squander our dollars. Fortunately, on account of our campaigns, the import bill has decreased from US$ 7 billion to US$ 5 billion. That is not enough, however. 

There are no taxes on agricultural products, no taxes on machinery for factories or agricultural machinery , no taxes on raw- materials , no taxes on scholastic materials, no taxes on medicine, no tax on exports, no graduated tax etc. Most of the inputs in wealth and job creation are not taxed because we want people to engage in production. The essentials are never taxed. 

This is to clarify that there is no tax on mere depositing money on a mobile phone account. That confusion should be clarified. The half -percent tax, not 1 percent, is only on the sender and the receiver of money through mobile money. Discuss this. 

I congratulate our Science team for demonstrating that we now have the eyes to see all the goings on in the telecommunication and financial services. No more games. This capacity will be extended to deal with the criminal pigs that have made it a hobby to kill Ugandans. They will pay. I am , however, interested in a rational and honest dialogue, especially on the half -percent tax on mobile money sending and receiving.

The Uganda Police through the Directorate of Information and Communication Technology (ICT) has today launched a Lost and Found Property App (UPF MOBI APP).

Launched by AIGP Asan Kasingye, ths App launch is in line with the force’s Strategic Policing Plan 2015 /16 -19/20.

AIGP Kasingye noted that, “many police stations are littered with many unclaimed properties or the owners cannot adduce enough evidence to prove that the property belongs to them.”

The app will have information about police stations near the people, with respective contacts of officers and the police leadership structure.

Kasingye revealed that in many instances the public never gets to know that their property is even in the hands of the police which sometimes, he said is auctioned by order of courts or if returned, it is never ever in its original form.

He said that the force has now started implementing the information management system that is expected to consist of six databases among which will include motor vehicle registration , drivers licence, license to carry fire arms, criminal database, crime statistics, traffic accidents, lost and found property, missing persons and arrest warrant database.

The App will among others improve rights of people, reduce incidences of property crime, quick and timely reunification of property and their owners and also improve access to information.

Hashtag and social media account tracking are some of the key benchmarks brands when analyzing their effectiveness and how well they are disseminating their messages on the various platforms. The need for this can’t be understated as these metrics help us know our brand performance as well as that of our competitors and areas that require more input for better results.

5G innovation aims at higher capacity speed during downloads than current 4G.

MTN in partnership with networking equipment provider Ericsson launched the first 5G trial in South Africa last November and found that the technology is at least 100 times faster than 4G

The group unveiled Africa’s quickest mobile download. This follows the signing of a memorandum of understanding with Ericsson at AfricaCom, an industry event in Cape Town, in late 2017 to collaborate on the roll-out of 5G.

5G innovation aims at higher capacity than current 4G‚ allowing a higher density of mobile broadband users‚ and supporting device-to-device‚ more reliable‚ and massive machine communications.

The research and development also aims at lower latency than 4G equipment and lower battery consumption‚ for better implementation of the internet.

“This is the highest achieved on a mobile network in Africa,” MTN said in a statement.The 5G trial is based on commercially available baseband hardware and 5G mobility is supported, the group said.

“MTN has tested a range of 5G use cases and applications in its test lab proof of concept in South Africa, which will lead to commercial deployment in the near future,” a statement said.

The 5G trial has achieved download speeds of more than 20 gigabits per second in its first trial of fifth-generation (5G) technology.

“This is the highest achieved on a mobile network in Africa‚” the service provider said in a statement on Monday.

MTN Group chief technology and information officer Babak Fouladi said at a press conference at the operator’s Fairland, Johannesburg head office on Monday that its plan is to have everyone in South Africa connected to mobile broadband, including in rural areas. He said MTN will do this by building a ubiquitous 3G network covering the entire country, while offering the latest technologies based on 4G/LTE and — hopefully soon 5G — in urban areas.

However, MTN South Africa chief technology and information officer Giovanni Chiarelli emphasised that the operator is hamstrung in its roll-out plans until it can get access to additional radio frequency spectrum.

10th Parliament members

Parliament has embarked on training members of parliament in information technology for proper management of their emails. The training was highly attended by new members of parliament whose IT capacity is lacking in this digital time.

One of the opposition members of parliament from Bukonzo west in Kasese district John Katushabe Bwambale expressed fear that putting their name on the parliamentary website and exposing their emails may expose them to security agencies like CMI, hacking into their emails looking for secrets of some members of parliament and more. The Member of Parliament for Manjiya county in Bududa district John Baptist Nambeshe pleaded to parliament to expose the members to practical sessions of IT since most of them are still with analogue brains. He said that it is better for parliament to train them when they have Ipads.

However the Assistant Director ICT Julius Wabwire  assured members of parliament their emails are secure with parliament website and said that most of the communications are done through emails including the payment.

Signing of MOU on cooperation in the field of ICT between the two countries

The Uganda government together with the republic of South Korea have launched the digital contents production and management control center that will be used to produce local TV and radio works with the center aimed at promoting local content.

Speaking at the launch of the center at the ministry of ICT offices in Kampala  the ICT minister Eng. John Nasasira said that Uganda has been challenged by production work made in the country which most of the time has not been matching the desired standard and national heritage, saying this has been representing divergent ideologies of the Uganda. He said that with the newly launched facility, the country will start producing content that truly reflects the ideologies of the country as it strives to attain middle income status. He said that the digital broadcasting will require effort by all stakeholders to increase the pace of generating local digital content especially in local languages to share it with the rest of the world.

Nasasira noted that at the moment Uganda is grappling with the challenge of relying a lot on foreign production of digital content including advertisements hence causing a problem of ideological disorientation, propaganda and some of undesirable behavior which affects cultural values, business, investment and tourism and foreign policy interests.

On his part the state minister for science and technology Sande Stephen Tikodri welcomed the Korean mentorship in the area of digital content production as Uganda is improving in science innovation.

At the official inauguration of a new Hi-Tech Information Access Centre (IAC) facility valued at 300,000 USD, the Prime Minister Dr. Ruhakana Rugunda underscored the importance of ICT. ‘Government will consider the possibility of rolling out the Information Access Centre facilities, alongside other interventions, to ensure universal access to ICTs’, he said.

IACThe Prime Minister officiated the inauguration of the facility located at the Ministry of Information and Communications Technology on Parliamentary Avenue in Kampala, built with the technical assistance from the Government of Korea. Rugunda, however cautioned against misuse of the Internet and social media platforms for malicious propaganda to undermine peace and security of the country. He warned that legal action will be taken on any person involved in cyber crimes, as provided for in the Computer Misuse Act 2012.

Information Access CentreThe centre will be used to facilitate e.government initiatives to the public and government officials with the objective to create an environment for youth to benefit from new technologies and raise IT literacy levels while promoting the use of ICT for development. It will also provide a platform for students to develop ICT ideas that can promote business development, provide an incubation facility for ICT innovations and environment for students to interact globally with other students in research and knowledge exchange through forums and discussions across the globe.

Minister for ICT John Nasasira said ICT has been a fast growing sector which has greatly contributed to the tax revenue collections in the country. ‘My ministry has developed a five year investment plan to turn Uganda into a knowledge based country’, he said. Nasasira said Hi-Tech IAC centers have been established in 35 countries through the assistance of the Government of Korea. He therefore thanked the Korean government for the technical assistance that facilitated the establishment and installation of this facility. He particularly called upon Ministries, Departments and Agencies of government, to utilize the facility in order to bridge the digital divide. Nasasira said NITA-U should publicize and devise means of sustaining the IAC facility.

The Korean Ambassador to Uganda His Excellence Park Jongdae said, the opening of the IAC facility was significant in the partnership between Uganda and Korea. He hoped that the facility will became the ICT Centre in the region and to facilitate youth development in Uganda.
