Few women have reportedly turned up for the Local Defence Unit recruitment exercise according to Deborah Mbabazi, the Kampala Resident City Commissioner.

Mbabazi who took time to visit the recruitment grounds to oversee said women have not actively involved themselves into the exercise thinking its only for men.

Women think that the training is only meant for men and not women,” said Mbabazi.

The Kampala Resident City Commissioner while at Old Kampala Secondary School playground on Thursday said women were also supposed to be part since this is a country matter and not gender or political ties.

When there is insecurity in the country, it will not discriminate and only affect members of the NRM and spare opposition or only affect opposition members and spare those in the ruling party.

It will affect us all equally, so let us work together as a team to see that security is beefed up in our country,” said Mbabazi.

Mbabazi cautioned politicians who take this matter as being political discouraging people from joining the exercise.

Some politicians want to use it as a political platform to discourage people by telling them that the exercise will not cause any change about the killings that have been occurring in the country,” she said.

The LDU’s recruitment exercise is aimed at eliminating the various murders in the country as directed by President Yoweri Museveni’s after seeing killings of former Buyende DPC, Muhammad Kirumira.

However contrary to Mbabazi’s comments, Henry Obbo, the spokesperson in charge of the recruitment exercise said at least 60 women have turned up for the exercise which is affair figure.

If you can have 60 women participate in the LDU exercise which involves vigorous training, then that is a good number,” said Obbo.

About 37 civilians were reportedly killed in Ethiopia’s eastern Oromia region by the Somali special paramilitary force known as Liyu police, according to BBC.

Mayu Mulukke district, Tizita Abay who is the head of communication revealed that more than 40 peopled that include Women, Children and blind elders grabbed injuries.

A witness, who survived several shots and a cut on his ear, said the paramilitary troops left him, thinking he was dead.

‘‘While we were sleeping they opened the door and killed my wife, son and neighbour’s child [who was sleeping at his house],’’ he added.

Somali officials have not yet commented on the allegations.

Human Rights have come up to accuse the attacks, rapes, killings and abuses on the special paramilitary force.

The border conflict between the Somali and Oromia region has left thousands of people dead and has forced more than one million to flee their homes in the past year.

Federal government troops have set up a base in the region as they carry out operations to curb the conflict.

An explosive device in Mandera County Kenya this morning left three people killed and one seriously injured after the victims unexpectedly ran into it, Police reports.

The 10am incident targeted a team clearing a road on the Kenya-Somalia border, that’s according to Mandera South Deputy County Commissioner Paul Kemei.

“The victims have been clearing a road along the security wall and they were hit by what we suspect to be an improvised explosive device,” Mr Kemei said.

According to Kemei,the explosive must have been planted early in the morning by suspected Al-Shabaab militants.

The reason for the team lacking escorts at that time remains unknown, Kimere reveals.

“All teams working on the security wall have security provided but it remains unclear how this team went on site without security officers,” he said.

He said investigation are underway to establish why the contractor and his team went to the site unaccompanied.

Several terror incidents by suspected Al-Shabaab militant have been reported since 2015 when the Kenya national government announced the plan to build a security wall along Kenya-Somalia border to fend of attacks.

The Minister of State for Water, Ronald Kibuule, has said security officials are behind the recent assassinations of top government personalities stating that the Armed personnels are so close to the civilians which has resulted to misuse of Arms.

“Initially, there was fear of the gun. But because of the friendly nature of the forces, the gun is not feared now, which is an achievement as NRM. Our armed officers are very close to the population and that has come with the challenge of misuse of the weapon by killing Ugandans,” Kibuule said.

He continued to say that the assailants are trained and execute the killings with such perfection and professionalism that cannot be executed by a layman. Asked whether the reference ‘armed officers’ meant the security officials, Kibuule said “Yes, these are security officials and trained. When you look at the killings that have happened, they are done professionally. This is what I call misuse of arms by our comrades the armed officials. The killers have been smart, they have used boda bodas to run away. They cannot be just common wanainchi. Eyewitnesses said they shoot using one hand, nobody can do this unless they are experts.”

“These cannot be mere casual people. For example, the death of Ibrahim Abiriga, these could have been sharpshooters but had never got a chance to practice this at the battle ground,” he added.

Kibuule urged security agencies to investigate the killings to find out why people are dying in a similar way (shooting).

“We need the security apparatus to come top on these particular issues. People are continuing to die; they are putting our security in the country at stake,” Kibuule said.

Uganda has witnessed the killing of more than five big personalities in government and several others in the religious circles in less than 4 years.

The recent murder of Arua Municipality MP Late Hon. Ibrahim Abirirga was the last to be witnessed in the country and tends to be the base of Kibuule’s claims. It should be remembered that Abiriga was shot dead alongside his bodyguard by gunmen moving on motorcycles in Kawanda on Bombo Road.

After the assassination, some Members of Parliament (MPs) tasked the government to provide protection for fear they would be the next targets.

President Museveni. thereafter ordered the Ministry of Finance to procure bulletproof escort cars manned by sharpshooters as extra protection to the legislators.

The decision however, sparked a storm among the civil society, general public and some MPs, questioning its justification and cost implications.

So Opposition MPs said they would shun the escort vehicles, arguing that security for the general public is more critical than the individual protection.

However, Kibuule noted that its cheaper to protect an MP with an escort car and sharpshooter than bury and organize a bi-election.

“Ensuring Ugandan security is key but securing an individual’s security is key, especially for some figures. We are a representation of a bigger society that is why we are called MPs. We can be targeted for different reasons,”

“They need to be protected but the only problem is the money to procure the protection. We will spend much more money to give MPs state burials and later conduct by-elections than buy for them the pick-ups. We shall get softer solutions to this,” Kibuule lamented.

Police spokesperson Emilian Kayima said he could not confirm the allegations of the minister until all the ongoing cases have been cordially investigated.

“I do not want to be taken like I am answering him but we need to get to the bottom of the investigations before we draw any conclusions. Yes, there can be some cases of misbehavior, negligence and careless mistakes but since no one has been convicted, I cannot confirm anything,” Emilian said.

Uganda People’s Defence Forces (UPDF) deputy spokesperson Deo Akiki declined to comment on the issue because of its sensitivity and referred the Matter to his boss, Brig Richard Karemire.

“It is a minister making a statement here, I would not want to answer him because the issue is sensitive. You can talk to my boss for a comment or the Minister of Internal Affairs,” he said.

Boda boda cyclists around Kampala ganged up and rioted against the way they are treated by the police officers on Thursday 19th July 2018. In Uganda  motorcycle taxi (boda boda) is used as the fastest mode of transport since it can beat Traffic Jam delays and can pass through narrow roads used as shortcuts.

The rowdy Boda Boda owners and cylists closed various roads leading in and out of Kampala using stones and igniting fires in the middle of roads hence causing heavy traffic jam.

This forced police to fire teargas and live bullets in order to disperse the chaotic men especially on roads such as Namirembe road, Mengo, Bakuli among other roads.

It is reported that traffic police arrest cyclists and impound their motorcycles with no good reason and always made to pay huge amounts of money like Shs100,000 in order to retain the motorcycles.

Kampala Metropolitan Police Spokesperson Luke Owoyesigire, said, “the money collected from the cyclists as fines is given to URA” he added “the cyclists are arrested because they lack driving permits, use the wrong side of the road as well as ride along  pavements.” He advised the cyclists to always inform the police instead of rioting about such issues. He also noted that a number of people have been arrested during these riots.

The Refugee Law Project (RLP) has today donated two brand new Double Cabin pickup trucks and eight motorcycles to help Police in Northern Uganda provide security in refugee camps.

They were handed over to the Inspector General of Police John Martins Okoth Ochola at a function held at Police headquarters Naguru by the Dutch Ambassador to Uganda H.E Henk Van Bakker.

“The project aims to secure peace and safety within and between refugee settlements and host communities, “Said the Dutch Ambassador in his opening remarks.

He highlighted activities that will be implemented by the Refugee Law Project among which include, Building the capacities of rule of law of stakeholders, like Police, Prisons, UPDF Immigration, Magistrates and Local Leaders to ensure that they have both technical and social knowledge and skills to interact effectively with refugee communities and mediate between hosts and refugees.

Empowering refugees to speak for themselves and to be able to engage in full dialogue with the hosts, Police and other structures.

He added that”, the vehicles and motorcycles handed over to the Police are a token of pattern-ship and mutual confidence between Refugee Law Project and Uganda Police Force.”

“It is also shows that the Netherlands is convinced that these investments can and will make a difference, well trained band, well equipped Police Officers are an asset to the communities they serve” he noted.

 

In his address the IGP Okoth Ochola noted that “this ceremony marks an important milestone in our collective effort to secure life and property in a committed and professional manner in patternship with the public in order to promote development”.

He added,” it also demonstrates the close relationship that exists between the Uganda Police Force and the Refugee Law Project in promotion of justice for all.”

“As Uganda Police Force, we are happy to be able to secure and make contributions to asylum seekers, refugees, deportees, IDPS, and host communities. The Uganda Police ensures that individuals in those various categories enjoy their rights and lead dignified lives. “He added.

The assets will go a long way in enabling the police handle refugee law related policing.

Ugandan President Yoweri Museveni and senior Chinese official Wang Yang on Friday commissioned a new toll road linking the capital to the country’s only international airport.

The four-lane, 51km “Kampala-Entebbe Expressway” is expected to cut the journey time on the currently congested route from several hours to around 30 minutes.

Wang, a member of the seven-member Communist Party Politburo Standing Committee, joined Museveni at a ribbon-cutting inauguration ceremony at a toll booth.

China’s Exim Bank lent $350m of the $476m cost.

The work, carried out by the China Communications Construction Company, began in 2012 and was due to have been completed last year.

Critics complained about the cost and wrangles over compensation for land-owners forced the diversion of a section of the road.

Entebbe, on Lake Victoria, is the location of the president’s principal residence as well as a large UN base servicing the wider region.

ugandan marine issues orders during one of the routine patrols

Three Kenyan security officers in are being detained by Ugandan soldiers in what could be the latest controversy surrounding fishing rights in Lake Victoria.

The officers were arrested and disarmed by the UPDF soldiers on Monday near Mageta and Hama Islands in Lake Victoria and taken to the neighbouring country by boat. The officers’ guns and phones were taken away before they were taken to Bugiri Mainland Prison in Uganda at about 6pm. Priscilla Kemunto of KDRTV wrote.

Siaya County Administration Police Commandant Patrick Lumumba said the 3pm incident involved up to eight soldiers on patrol. He also said the officers were rounded up and put together with Kenyan fishermen found catching fish in Ugandan waters.

Lumumba further said the attackers, who were heavily armed, first hijacked five Kenyan boats and took away their engines. “Our officers were overpowered by the heavily armed attackers who lay an ambush on the officers who assumed they were civilians and fishermen,” said Lumumba.
Nyanza Regional Commissioner Moffat Kangi was set to visit the area to try and resolve the conflict.

In November last year, the Foreign ministry had to intervene after 17 fishermen in Homa Bay were arrested and detained in Uganda over illegal fishing. A number of this group claimed they were also forced to pay fines before they were released.

While Kenya sends police officers to patrol the lake, Uganda has sent the Special Forces Command, a unit of the Uganda People’s Defence Forces.
In February this year, President Museveni argued he sends the military because his police officers and the marine authorities were too corrupt to protect Ugandan fish.

Meanwhile in Siaya, fishermen are up in arms and do not intend to hold more meetings. They are instead demanding for a patrol team that equipped with sophisticated weapons to match their Ugandan counterparts.

The Forum for Democratic Change (FDC) party have asked President Museveni to apologise to Ugandans over the murder of Arua Municipality Member of Parliament Ibrahim Abiriga and others who have died in a similar way.

Addressing journalists at the party headquarters in Najjanankumbi, Kampala, yesterday, the party deputy Secretary General, Mr. Harold Kaija, said the President has been issuing careless statements every time such murders happen and no one has ever been convicted for the same.
“The President has failed in his duty of protecting the citizens. He promised to secure CCTV cameras and several other modern equipment to fight murder in the country but all in vain. When Abiriga died, he called those who killed him pigs and senseless but these are the same people terrorizing Ugandans,” Said Kaija.

He added: “President Museveni should admit failing to provide security to citizens and seek knowledge from the Opposition on how to end crime in the country instead of blaming it on other people.”
Abiriga and his brother Saidi Buga Kongo were last Friday gunned down a few meters from their home in Kawanda near Kampala by unknown assailants.
During yesterday’s press briefing, FDC also denied being part of the chaos in Arua Municipality on Sunday evening after the body of Abiriga and his brother arrived for burial.

Arua RDC Peter Debele accused the Opposition of staging the protest, which saw mourners confiscate the two caskets containing the remains of Abiriga and his brother as well as destroying the chairs and tents that were meant for guests.
However, FDC yesterday said Arua residents were protesting the manner in which their sons were killed and they had kept their anger for a long time.

As Christians prepare for the yearly pilgrimage to Namugongo shrines for the Uganda Martyrs Day celebrations on 3rd June of every year, traffic police has issued guidelines for traffic regulation showing which roads are accessible and those that are cut off.

According to a statement issued on Wednesday 30 may 2018, traffic officials say there will be cut off points in areas such as Nalya Roundabout, Kireka Trading centre, Kiira Town Concil Roundabout, Bweyogerere Tading Centre, Seeta Trading Centre and Kyaliwajjala Trading centre.

“Private vehicles, taxis and motorcycles will not be allowed beyond the inner cut off points,” said SSP Norman Musinga, the Kampala Metropolitan Traffic Commander.

He noted that there will be no parking for the general public at both Catholic and Anglican Churches.

“There will be normal traffic flow along Jinja-Kampala Highway. VIPs with vehicles bearing stickers will be allowed to access their parking adjacent to both shrines. Only VIPs with vehicles to the Catholic Church bearing red stickers will access Namugongo through Kyaliwajjala via Ssemambo road and park at Namugongo Boarding Primary School,” SSP Musinga added.

Meanwhile, VIPs with vehicles to the Anglican shrine bearing red stickers will access the venue through Bweyogerere, Butto Road and park at the Protestant Playground.

“Foreign pilgrims to the Catholic Church with vehicles bearing blue stickers will be dropped off at Kyaliwajjala Trading centre and the vehicles will park at Vienna College School,” he said.
However, pilgrims from Northern Bypass from areas of Ntinda, Hoima road and Bwaise will park at Hillside Nursery and Primary School and St. Peter’s SS-Nalya.

Pilgrims from Northern route via Kasangati will park at Kiira Town Council Playground and Kiira Municipal Council (Mayor’s) Gardens.
Pilgrims to the Anglican Church will access the venue through Seeta, Sonde, Bweyogerere and Butto Road and park at Church Farm and All Sisters’ Parking.
Pilgrims to the Anglican Shrisne from Kiira Town Council can access through Mamerito Road via Kironde Road to Namugongo Road and park as directed by traffic police.
Pilgrims from Eastern Route to the Catholic Church will access the venue via Kireka.

Police further noted that from Kyaliwajjala Trading centre to the venue will be pedestrian walkway. Pedestrians will keep right and left side will be reserved for VVIPs and emergency vehicles.
“Kireka-Kyaliwajjala Road will be a one-way for vehicles heading to the venue and one-way from the venue after celebrations. Parking along the road is prohibited and vehicles abandoned along the designated routes will be towed at owners’ costs.”

Public service buses will be allowed to drop those intending to use public means at Kyaliwajjala and Butto-Namugongo near Anglican Church.
Buses accessing Kyaliwajjala from Kireka will connect back to Kireka via Nalya as the road from Kireka to Kyaliwajjala will be one-way.
Musinga noted that whoever contravenes any of the guidelines will be dealt with in accordance with the Traffic and Road Safety Act 1998.
