Buganda Premier Charles Peter Mayiga,Kyaddondo East Member of Parliament Bobi Wine, Lord Mayor Erias Lukwago, Minister Beti Olive Namisango Kamya among 12 others make a list of those targeted by assassins.

Lubaga North legislator Moses Kasibante found the list dumped into his compound, a list in which he is also in.

The list does not only include politicians but also religious and Cultural leaders.

Kasibante said he has no knowledge of where the list has come from but insisted it even includes politicains and religious leaders.

I don’t know what it means but it contains about 16 names of politicians and religious leaders,” Kasibante said.

When I contacted police, they assured me that they would investigate the matter. Apparently, this case is to be handled by Old Kampala Police Station,” added.

The other names on the list include; Ntungamo Municipality MP, Gerard Karuhanga who recently reported to police about these threats, Kawempe South Legislator Mubarak Munyagwa and NRM Chief Whip Ruth Nankabirwa.

The others are Titular head of muslims, Kassim Nakibinge, Kampala Metropolitan South Commander Siraje Bakaleke and deputy Police Spokesperson, Patrick Onyango, Saddam Rashid Lukwago, a herbalist, Sheikh Matovu and Bereko Muhammad who could indeed be Muhammad Nsereko, the Kampala Central MP.

Emilian Kayima the Police Spokesperson as police, it will provide necessary investigations and security into the matter.

We ask those people to be cautious of their personal security and safety, report anything suspicious. Our commanders will have an engagement with each of the people on the list to share information with a view of protecting them.”

The targeted list could follow former Buyende police commander Muhammad Kirumira and former Arua Municipality MP Ibrahim Abiriga who alsoreceived death threats before they were killed.

This was during a parliamentary ceremony presided over by the deputy speaker Jacob Oulanya.
He has replaced Col. Ibrahim Abiriga who was massacred by gunmen in June this year.
This is his fourth term as an MP, after representing Terego County for three terms.

He served  the 9th parliament  as the chairperson of the public accounts committee of parliament.

The MP was elected on August 16,2018 but was not present at the time of the casting because he had been detained the previous evening. district for three months.

Wadri was granted bail by the Gulu High Court on Monday this week with other co-accused colleagues who are facing treason charges but was barred from travelling to his homeThe legislator admitted that he possessed a pistol on the day of his arrest in Arua, but was acquired legally.

Robert Kyagulanyi Ssentamu commonly known by his stage name Bobi Wine is a Ugandan politician and musician who joined politics in July 2017.  He serves as the Member of Parliament representing Kyadondo East constituency in Wakiso District, Uganda.

He was born on 12th February 1982, in Mpigi District and grew up in the Kamwokya slums. He attended Makerere University in Kampala, where he studied music, dance, and drama, graduating with a Bachelor of Arts degree. In February 2018, Kyagulanyi enrolled for a course on Leadership for the 21st Century at the prestigious Harvard Kennedy School of Government.

Bobi Wine started making music under the Fire Base Crew in the early 2000s with some of his first singles being Akagoma and Funtula, which brought him into the limelight.  He continued singing and after joining politics he released “Situka,” a song which challenges Ugandans to do something about corruption and injustice in their country.

He met his wife  Barbara Itungo Kyagulanyi while he was at Makerere University, their wedding took place in August 2011. They have four children together Solomon Kampala Nyanzi, Shalom Namagembe, Shadraq Shilling Mbogo, and Suubi Shine Nakaayi

In April 2017, Bobi Wine announced his candidacy for parliament in an upcoming by-election for the Kyadondo East Constituency which he won by a wide margin, beating the two candidates Sitenda Sebalu of NRM and Apollo Kantinti of FDC.

In 2018, Robert Kyagulanyi gained more fame when he was an active participant in the “Togikwato” campaign which was against the extension of Presidential age limit. He was also on the front line of the protests against the taxes which were imposed on social media and mobile money.

He has also championed the winning of most by-elections by the candidates he campaigned for, beating the candidates of the political party in power, the National Resistance Movement as well as the major opposition party, the Forum for Democratic Change. He sided with Hon. Asuman Basalirwa who won the Bugiri by-election,  Kasiano Wadri  an independent candidate in the recent by-election in Arua Municipality to replace the late Honorable Ibrahim Abiriga, as a member of Parliament.

Kyagulanyi was arrested right after the campaign on suspicion of inciting his supporters to attack the Presidential motorcade, which resulted into the shattering of the glass of one of the vehicles in the convoy. Amdist the chaos, Bobi Wine’s driver Yasin Kawuma,was shot dead by a stray bullet. All in all, 33 individuals including MPs like Kasiano Wadri who won the by-election of Arua  Municipality, Gerald Karuhanga of Ntungamo Municipality and Francis Zzake of Mityana Municipality were arrested and detained by Uganda Police, assisted by the Special Forces Command (SFC).

Bobi Wine was arrested due to illegal possession of fire arms, and inciting violence. He was detained by Police and transferred to Gulu town. While in detention, he was allegedly beaten and tortured. This led to discontent among his supporters and sympathizers who staged a number of riots and demonstrations that spread to different parts of Kampala city and the world demanding that Bobi Wine be freed using the slogans , “FreeBobiWine” and “PeoplePowerOurPower.”

On  23 August 2018, the state dropped the charges of possession of fire arms against Robert Kyagulanyi in the court Martial and he was handed over to the civilian court to be tried for Treason. He was remanded to return to court on the 30 August 2018. However, Robert Kyagulanyi’s lawyers did their best towards his bail application and on 27 August 2018, he was released on bond. From the court cells, Robert Kyagulanyi was taken in an ambulance for medical attention. But he together with other suspects are expected to appear before court on 30th August 2018.

 Kassiano Wadri (Independent) has won the Arua Municipality parliamentary seat after getting 6,528 votes representing 38% of the vote in the by-elections.

Although Wadri was not able to cast his ballot as he’s still in police custody in Gulu, he beat 11 others, among them, Nusura Tiperu, a member of the ruling National Resistance Movement (NRM) party who finished second position.

Tiperu got 4,763 (27%) followed by Robert Ejiku (Independent) with 2,703 (15%). Bruce Musema of the FDC followed with 1,372 (4%).

At some polling stations in Oli B Cell, a group of youths jubilated in front of the soldiers and policemen after Wadri won there.

The former Terego county legislator now takes the seat previously occupied by Col Ibrahim Abiriga who was gunned down in June this year. The total number of votes cast were 17,089 while invalid votes were 613.

The Ugandan security forces have allegedly shot dead Kawooya Yasin, the driver of Kyadondo East MP, Robert Kyagulanyi during the Arua Municipality by-election campaigns.

According to Kyagulanyi popularly known as Bobi Wine, the hotel where he is scheduled to sleep has also been sealed off by security forced.

“They shot him because they thought I was in the car,” reads a statement released by the legislator’s team.

It is also indicated that Bobi Wine, fellow MP Francis Zaake, and several members of Bobi Wine’s team have also been arrested.

Kyagulanyi is in Arua to campaign for fellow independent candidate Kassiano Wadri ahead of the municipality by-election scheduled for Wednesday.

Nine candidates are in the race to replace slain MP Ibrahim Abiriga.

The Minister of State for Water, Ronald Kibuule, has said security officials are behind the recent assassinations of top government personalities stating that the Armed personnels are so close to the civilians which has resulted to misuse of Arms.

“Initially, there was fear of the gun. But because of the friendly nature of the forces, the gun is not feared now, which is an achievement as NRM. Our armed officers are very close to the population and that has come with the challenge of misuse of the weapon by killing Ugandans,” Kibuule said.

He continued to say that the assailants are trained and execute the killings with such perfection and professionalism that cannot be executed by a layman. Asked whether the reference ‘armed officers’ meant the security officials, Kibuule said “Yes, these are security officials and trained. When you look at the killings that have happened, they are done professionally. This is what I call misuse of arms by our comrades the armed officials. The killers have been smart, they have used boda bodas to run away. They cannot be just common wanainchi. Eyewitnesses said they shoot using one hand, nobody can do this unless they are experts.”

“These cannot be mere casual people. For example, the death of Ibrahim Abiriga, these could have been sharpshooters but had never got a chance to practice this at the battle ground,” he added.

Kibuule urged security agencies to investigate the killings to find out why people are dying in a similar way (shooting).

“We need the security apparatus to come top on these particular issues. People are continuing to die; they are putting our security in the country at stake,” Kibuule said.

Uganda has witnessed the killing of more than five big personalities in government and several others in the religious circles in less than 4 years.

The recent murder of Arua Municipality MP Late Hon. Ibrahim Abirirga was the last to be witnessed in the country and tends to be the base of Kibuule’s claims. It should be remembered that Abiriga was shot dead alongside his bodyguard by gunmen moving on motorcycles in Kawanda on Bombo Road.

After the assassination, some Members of Parliament (MPs) tasked the government to provide protection for fear they would be the next targets.

President Museveni. thereafter ordered the Ministry of Finance to procure bulletproof escort cars manned by sharpshooters as extra protection to the legislators.

The decision however, sparked a storm among the civil society, general public and some MPs, questioning its justification and cost implications.

So Opposition MPs said they would shun the escort vehicles, arguing that security for the general public is more critical than the individual protection.

However, Kibuule noted that its cheaper to protect an MP with an escort car and sharpshooter than bury and organize a bi-election.

“Ensuring Ugandan security is key but securing an individual’s security is key, especially for some figures. We are a representation of a bigger society that is why we are called MPs. We can be targeted for different reasons,”

“They need to be protected but the only problem is the money to procure the protection. We will spend much more money to give MPs state burials and later conduct by-elections than buy for them the pick-ups. We shall get softer solutions to this,” Kibuule lamented.

Police spokesperson Emilian Kayima said he could not confirm the allegations of the minister until all the ongoing cases have been cordially investigated.

“I do not want to be taken like I am answering him but we need to get to the bottom of the investigations before we draw any conclusions. Yes, there can be some cases of misbehavior, negligence and careless mistakes but since no one has been convicted, I cannot confirm anything,” Emilian said.

Uganda People’s Defence Forces (UPDF) deputy spokesperson Deo Akiki declined to comment on the issue because of its sensitivity and referred the Matter to his boss, Brig Richard Karemire.

“It is a minister making a statement here, I would not want to answer him because the issue is sensitive. You can talk to my boss for a comment or the Minister of Internal Affairs,” he said.

Yoweri Museveni the President of Uganda has ordered deployment of army sharp shooters and the purchase of escort cars for MPs’ protection in his letter to Minister of Finance Matia Kasaijja.

This came in shortly after Members of Parliament raised concerns over threats of insecurity particularly, a concern raised by Gulu municipality MP, Hon. Lyandro Komakech during the sitting on Wednesday, 11 July 2018. “There have been messages on social media threatening that on the 17th of this month, there is going to be an attack,” Hon. Komakech said.

“The Members of Parliament have been singled out for intimidation and possibly attack also. I have, therefore, decided to protect the Members of Parliament,” said Museveni. This seems like a response to assassinations of high profile individuals, the recent one being Arua municipality MP Ibrahim Abiriga.

It should be noted that alternative measures such as installation of the CCTV cameras, registering of sim cards using national IDs among others were sighted in order to curb crime. These measures were introduced after the assassination of AIGP Andrew Felix Kaweesi, Sheik Maj. Mohammed and other Muslim sheiks.

Museveni also noted that, “The Members of Parliament already have some Police guards. Those will stay with them. I will, however, add two other elements: the sharp shooters of the army and follow up pickup trucks.” He concluded by telling Minister of Finance, “Act fast. I thank you and I expect speed.”

Museveni said the UPDF sharp-shooters will get personal body armor and helmets that are bullet proof.

One great writer said that, to the living we owe respect, but to the dead we owe only the truth but when death comes more so abruptly and in such a gruesome manner like it happened to my Honourable brother Col.Ibrahim Abiriga, truth ceases to matter but the fact that a life is lost.

I would therefore on my own behalf and on behalf of the people of Mukono Municipality wish to express our condolences to his family, relatives and to the people of Arua Municipality for this gruesome assisination that only adds to the trauma we are already suffering as a country over unexplained murders.

I am however, not going to insult Abiriga’s memory by pretending that he was my friend. He was far from it….He wasn’t shy about expressing his opinion….which I highly doubt was his opinion.

To me he was a loud speaker for the people who have chosen to love power more than the future of our Uganda.

He knew how to offend and irritate those of us who find Museveni’s government a curse to our country.

He invested all himself to maintain the status quo and it’s within this status quo that he has perished.

When one day I ran towards him to grab his yellow cap at Parliament,my intention was to show him that even with the guards the regime was fooling him with, it couldn’t secure him fully.

For that act and another of grabbing Pecos Kuteesa’s military cap, I paid with my backbone. I am now maimed for life and when I returned to Parliament after hospitalisation Abiriga tried to mock me, for which I almost physically fought with him.

But when news of Abiriga’s assassination came, I went cold with pain…I cried tears, but deep inside I knew I wasn’t crying for Abiriga, he was gone, I was crying for my country…..

We need our colleagues like Abiriga to stay around to realise the mess we have sunk our country in and maybe join forces to dig it out of the pit.

We need to reject any politics that targets people because of their political beliefs. This isn’t a matter of political correctness. It’s a matter of understanding what makes us strong.

Uganda will be better not through elimination of those we don’t agree with or innocent people to traumatise the Nation but because of our effort to put up systems that will work for us all irrespective of our political beliefs.

Every life must be respected and every murder must be condemned.

As we bury Abiriga, leaving his young family without a provider,it high time we all raise in one voice to say that the status quo is hopeless, there are no winners in a sinking boat.

IT IS TIME TO CHANGE even when Museveni still insists that those terrorising us are idiots we must come out boldly to tell him that we have no use with a Regime and a President who cannot successfully deal with “idiots”.

Rest in peace Abiriga.

Police has opened up investigations against four people believed to have incited or participated in the assassination of Arua municipality member of parliament Col Ibrahim Abiriga last week.
They include Mukono municipality MP Betty Nambooze, on the basis of a video in which she explains how easy it is to attack Abiriga even with his bodyguards all around him. A source privy to the ongoing investigations said that Nambooze was being investigated for inciting violence.

The second file is opened against Nasser Mugerwa, who sent out an audio recording claiming responsibility for Abiriga’s assassination. Mugerwa details how they used crime preventers that have been trained by the government to kill Abiriga and that many other supporters of the ruling party National Resistance Movement (NRM) who backed the age limit amendment bill are on the waiting list. 

He listed MPs Evelyn Anite, Ruth Nankabirwa, Simeo Nsubuga and Raphael Magyezi as the next possible targets. Mugerwa also threatened President Yoweri Museveni and his son Muhoozi Kainerugaba.

“All of you who touched on the constitution, you will pay. Even you Museveni and your son Muhoozi we are following you step by step,” Mugerwa says in the audio which is making rounds on social media. 

The third file is against one Jane Kuli, whose facebook post on May 24, 2018, ‘foretold’ that Abiriga would die in the first week of June.  

The fourth file is against a Ugandan based in Sweden known by the pet name Peng Peng who circulated a video this morning stating that Museveni and the NRM were behind the murder of Abiriga.

With the exception of Nambooze, the three others are looked at as persons of interest in the murder of Abiriga and his brother Saidi Buga Congo. The two were gunned down on Friday evening in Kawanda, Wakiso District. 

“Someone like Mugerwa, he has gone on record and confessed to being behind the assassination. We have to bring him in and find out what he knows. The rest will be subject to investigations,” the officer who preferred anonymity said.
