Rubaga south Member of Parliament Kato Lubwama, has defended Boda Boda 2010 group led by , the National Resistance Movement NRM party chairperson in Rubaga division which is being accused of brutal acts on Ugandans with protection from the Uganda Police Force.

Lubwama said, he has never received any complaint from the people he represents in Rubaga constituency of having been beaten up by the members of Bodaboda 2010. He stated that the conflict is between Boda boda groups over their business operations.

At the end of November Bunya East MP Waira Kyewalabye moved parliament to resolved and constitute a select committee to investigate activities of Boda-Boda on grounds that they are involved in criminal and other unlawful activities.

In october, a gang from this group, attacked the bus belonging to Winterland primary school, Kyebando, beat up 27 pupils, two teachers and ten security guards, including plain clothes police personnel accompanying them.

The children dressed in red, black and yellow national colours were, ironically, going to perform at celebrations marking the annual police week held at Nkumba University.

The bus was stopped and the pupils asked to change from red to any other colour so that they are not mistaken for opposition politicians who have adopted the red colour as a symbol of their fight against lifting of presidential age limits.

NRM party members of Parliament have mixed reaction whether the presidential term in office be extended to seven years. This as some MPs in the ruling party are supporting the President term in office to move from five years to seven years.

Some MPs are arguing that five years are not enough for the president to fulfill his pledges made during campaigns.The member of parliament for Bbaale County George Wilson Kumama Nsamba said that five years are few because the sitting president starts implementing what he or she promised in the 3rd year yet the term is ending.

However, Ngora county MP in Ngara district David Abala is opposed to seven year proposal which is still within MPS circles for consideration whether it’s a viable amendment of article 105 (1) of the constitution to provide seven year term.

Rubaga south Member of Parliament Paul Kato Lubwama said that a five year term for the president is enough to serve before he seeks another term of office, adding that seven year would be considered when the majority of Ugandans are in for it.

MTN has revealed that it will switch off unregistered customers even before the government’s deadline of 30th August 2017.

The announcement comes as the deadline for simcard registration extended by government in April this year clocks down to only 9 days.

This was revealed by the MTN chief executive officer, Mr.Wim Vanhelleputte, while appearing before the Parliamentary Committee on ICT and National guidance chaired by the Tororo County MP, Annet Nyakecho.
The committee was on Monday meeting with officials from telecommunications companies of MTN, Afritel, K2 and Airtel to assess their progress on the verification and registration of Simcards in the country.

Mr.Vanhelleputte said that MTN will close the simcard registration on 26th August to have enough time to sort out unregistered subscribers warning customers to be compliant of the 30th August 2017 deadline to avoid switching off those fully verified.

He told the committee that about 700,000 MTN clients are at risk of being disconnected starting 26th this month to heed to the UCC guideline that no unregistered simcards should be on air by 30th midnight or else the companies’ are at risk.

However, MPs who included; Kampala Central’s Muhammad Nsereko, Gideon Onyango of Samia Bugwe, Kato Lubwama of Lubaga South among others questioned where MTN gets the mandate to act contrary to government’s deadline before describing the attempt as illegal.

The K2 Telcom’s Corporate and Communication Affairs Manager, Livingstone Kiataka, said that government should consider giving more time for simcard registration and verification because there are still a group of people who have not registered their simcards.

The Member of Parliament for Rubaga South, Paul Kato Lubwama, said that government should consider legalising the sale of Simcards by vendors as a way of creating jobs for youths.

MPs noted that the current system used for registration is ineffective in ensuring public security.
They say that it is not easy to trace a crime due to the lack of an application programming interface (API) which would be a go between the operators and the National Identification and Registration Authority by placing a photo on the data provided by the person registering.

According to data given by the telecom companies, 26% of Airtel clients and 7% of MTN risk being disconnected if no more time frame is accorded for the simcard registration exercise as pleaded by the service providers while in the committee.

It is estimated that about 100 billion shillings will be lost by MTN if those numbers are switched off.

The Buganda Parliamentary Caucus last Friday elected their new office bearers to replace the old executive.

In the elections conducted at Ridar hotel in Seeta, Mukono, the members of Parliament from Buganda voted Mukono South MP, Johnson Muyanja Senyonga as the new executive chairperson deputized by the Mpigi district woman MP, Sarah Nakawunde Temulanda.

Senyonga defeated Theodore Sekikubo with 40 votes while Sekikubo got 17 votes out of 57 voters.

The election was conducted by Mathias Kasamba, Patrick Nsanja and Joseph Balikudembe.

Busuju County MP, David Kalwanga voted as treasurer, Bukoto East MP, Florence Namayanja voted the secretary for the caucus, minister for micro finance, Haruna Kasolo is the in- charge as Secretary for Cabinet Affairs, Paul Kato Lubwama is the Secretary for Culture Affairs, Babirye Kabanda is the Secretary for Welfare, Amos Lugolobi was voted for Secretary for External Relations, Nakaseke district MP, Mariam Najuma is in charge of mobilization.

The meeting is said to have been attended by the Lord Mayor, Erias Lukwago, Minister for Kampala Beti Kamya ,Division Mayors who included; Charles Musoke Serunjogi,Ali Kasirye  Nganda, Ronald Balimwezo ,Joyce Sebugwawo and Emmanuel Serunjogi .

Also in attendance were Members of Parliament from Kampala for Kawempe North Latif Sebaggala, for Lubaga South Kato Lubwama ,Makindye East’s Ibrahim Kasozi and Lubaga North’s Moses Kasibante .

Speaking to journalists soon after the meeting, the Chairperson of the City Parliamentary Caucus, Latif Sebaggala, said that each person in the meeting was given chance to speak on how they can move together to give Kampala people the service they deserve.

He revealed that the Lord Mayor, Erias Lukwago and the Minister for Kampala, Beti Kamya, agreed to work together despite the recent misunderstanding.

Lukwago and Kamya recently clashed in Parliament where they had been called to give account of KCCAs activities to the legislators among other issues.

However, the two failed to agree on the point of procedure prompting Parliament to throw them out until ‘they sort out their differences’ before they can reappear before the house.

Sebaggala said they plan to have a follow up meeting within 2 weeks’ time to track their progress on working together.

Some Opposition MPs in the 10th Parliament are seeking for the constitutional amendments to change the title of the Leader of Opposition to at least minority leader in parliament. They say that the old title known as the leader of opposition has a negative connotation which government portrays as opposing its programmes yet in most cases they try their best to advise and to account to the people they represent in parliament.

Soroti District Woman MP Angelina Osege says the opposition should be seen as a complementary agent. She says whenever they bring issues that aim at sharpening government’s ruling side (NRM) in parliament government sees it as an evil which is not the case.

Lubaga South MP Paul Kato Lubwama says the Leader of opposition tittle should be changed and the opposition leader change the character to negotiating with government on different issues instead of opposing everything  which causes the people they  represent  to lose out on government programs. He also added that parliament needs a leader of opposition who is popular in his or her constituency.

Kasiro County MP in Serere District Elijah Okupa, however says it there is no need to change it since it is not easy to cause constitutional amendments at this time.

Today 2016 Kampala MP nominations have kicked off with an overwhelming number of aspirants flocking the district returning registrar’s office to be nominated but the number of over 68 aspirants chasing only 8 posts in the district is amazing. The exercise that kicked off at a few minutes past, 9am at Lugogo UMA hall manned by the district registrar, one Charles Ntege, has seen over 15 aspirants being nominated with most of these elevating their ranks from being council representatives to legislature,

Among them being Councilors Nakuya Hanifa, Dr. Ian Clerk, Shifrah Lukwago among others but surprising, there has been a return of one Betty Kanya who contested for presidency in the 2011 exercise and now wants to retain her Rubaga north seat under the federal alliance with also old faces not giving up the hunt.

Some of the nominees include Hon. Muhammed Nsereko (Kampala central) who promised more fire brand in the parliament and is sure of a landslide win as he intends to resume his seat and speak for the common man, Shifrah Lukwago ( K’la woman MP) also pledging to fight for the cause of the locals and fight graft in govt, Hon. Fred Ruhindi (Nakawa) pledging to fight poverty and give electorates good laws, Betty Kamya (Rubaga north) also on fighting poverty, graft and campaigning for federalism, Kato Lubwama fighting for the common man (Rubaga South) Ian Clerk ( Makindye east) pledging to lobby for his electorates, Nanyunja Robbina (Kawempe north) Sam Simbwa (Makindye east)  and many others.

National woman MP for persons with disability Sofia Nalule has been nominated to contest for the same seat in the next year’s general elections. Nalule says since she is reelected her priority shall be to ensure that the government allocates funds for the disabled persons in every financial year.

Relatedly the former minister of state for disabled Florence Ssekabira has been as well nominated to vy for the seat of national woman MP for disabled. Also Hellen Asamo has been nominated to vy for the post of PWDs in parliament representing those from eastern Uganda. The returning officer in charge of this exercise Stewart Tamale explains that all the nominees have fulfilled the requirement and are free to start hunting for votes. The nomination of persons with disability is city conducted at the
head offices of the electoral commission in Kampala.

Like so many other Fridays when most people are bidding farewell to the busier part of the week and ushering in the weekend in different ways, there is a crowd of people waiting outside Bart Valley Theater this evening.

This crowd is not waiting neither for the usual dramas or even the Kina Uganda film that pulled many Ugandans to the theatre. They are waiting to go in for “Omusomo Gwabakulu” as advertised by the poster at the theatre.

Omusomo gwabakulu loosely translated to mean a lesion for adults is a Senga session aimed at advising adults on how to make their sex life more fulfilling.

Many young girls are craving for sex education

In many Ugandan cultures, a Senga (paternal aunt) is supposed to train and guide their teen nieces in sexual and marriage affairs, but this is dying out as modernization has its toll. Also, the fast disappearance of the homogenous family where all relatives lived in almost the same environment has made the cherished Senga institution to disappear.

That there is more instability in Uganda families leading to broken homes was what prompted Kato Lubwama and company to start up this traditional sex education session. This group, as they said in their preamble believes that the main cause of these family breakups is dissatisfaction between lovers in families.

“This lesson therefore addresses issues that result into catastrophes which in the long run result into family breakups. We get into the lovers bedrooms and discuss issues that they would not otherwise have addressed even if they had wanted to,” explained Omulangira Ndawula, one of the teachers in the group.

The session, which kicked off at 7:04pm though the poster indicated 6pm as starting time, involved lectures in Luganda and English from Ssenga Namatovu Hamida, Omulangira Ndawula, Nassali Salima, Ssenga Nassanga and Kato Lubwama acting as the master of ceremony.

It addressed issues connected to sex performance in any way like dress code and its effect on sexual performance in both adults and babies, breastfeeding and how it influences a child’s future sex life.

“Today women opt for bottle feeding of their babies. When the children grow up and start behaving like cattle having sex with everything, the mothers don’t know it is their fault for feeding them on cow milk,” said Ndawula in his introductory speech on the aims of the study.

Omulangira Ndawula made it clear that he believes that instilling the eroded cultural and tradition values again would greatly reduce family instability. The people giving the lecture are people with traditional experience in love and sex matters and have not let these values be influenced by the western world values, Ndawula said.

Ssenga Namatovu also hosted on a show every Monday at 9am on CBS to address family issues like cleanliness, sex and the like. “Dressing your baby boy in a nappy all the time will make him a poor sex performer in future,”she cautioned the audience.

Handling Sex matters in the bedroom

Kiganda sex traditions like what Ndawula referred to as the nkumbi were revived. “This is a piece of cloth you lay on the bed before you have sex so that you do not soil the beddings. It is equated to a hoe to emphasize its importance since you cannot go to the garden without a hoe,” he explained. “You don’t want people or children to come to your bedroom in the morning and they leave knowing what you did in the night,”added Ssenga Hamida.

Ndawula said this piece of cloth could help you ward off all possibilities of being haunted by your loved one. “When you bury this cloth immediately after the burial of your loved one, they never come back to haunt you,”he explained.

“It does not matter that we are Baganda and base our teachings on Kiganda tradition really, we believe sex has a universal language the whole world over,” argued Kato Lubwama.

Though they required everybody to pay five thousand shillings to enter, the group said money is not their driving force. “This is not financial project really. We noticed an increasing problem amongst our families that we thought we could help reduce and here we decided to give it a shot, ”explained Kato Lubwama adding, “From the 5000 shillings each person paid today for instance, we can cover the cost for hiring the theatre and facilitate our transportation.”

The organizers are also convinced that the success of their first session only goes to affirm their belief that people need sex education.

“I rarely see this hall this packed when there are dramas showing. We could increase the fee and still people would come,” exclaimed Kato Lubwama expressing his surprise at the huge turn up of people who exceeded two hundred.

More need for sex education

Some of the people who attended expressed support and need for such an education.

“Of course it is relevant,” agreed Diana, a student from Makerere University who declined to offer her full names. “You don’t get this much information elsewhere in a language you understand with chance to ask as many questions as you want at just shs5000,” she said after the session.

A male friend who came along with Diana, also a university student, said the internet was limited to western information and not even friends would give him as much information as he was able to gather from this “Senga sessions”.

Cissy, a working lady agrees that this kind of traditional sex education is relevant but wishes the timing could be changed.

“It’s on a working day and ends really late yet some of us can not afford to keep around even if we wanted to,” she said.  By 9:30pm the show was still going on with Ssenga Hamida discussing scenes in a blue movie they had played for the audience to watch.

Kato Lubwama explained that the training was placed at a time and place where it raises less suspicion. He says they cannot publicize the show because most people do not even want their spouses to know that they attend such classes.

Ssenga Hamida also said they plan to organize different sessions for women and men separately. “There are some things for instance that I would like to discuss with women without the men’s presence,”she told Ultimate Media after the session.

So what do you expect if you decide to attend? If the coming sessions are going to be like this first one, then you can expect lectures on anything in connection with sex like how to seduce the opposite sex, cleanliness, how to get and give your partner orgasms, sex traditions, sex language, and all those weird tunes of the bedroom.

Step by step sex tips for the learners

“How can you keep shouting “onzitta” or ‘you are killing me’ when having sex? What will you shout when you are being killed?” asked Ndawula.

At the end, they played another blue movie, which one of the sengas discussed step by step. She advised the audience on what to take on and what not to from this western sex movie and answered all questions raised by members of the audience. Ultimate Media was requested not to publicize individuals’ sex concerns and questions.

So as most paternal aunts fail to provide sex education to their nieces, commercially available sex education lesions are surfacing to give you information about what most people agree is not easy to come across. But whether a commercialised senga will continue to provide reliable relationship and sex advise remains to be seen.

1. Doka Zaitun (15 years), 2. Paulo Kato (12-years), 3. Christine Nalubwama (15 years) and 4. Maliro Aminsi (17 years).

Democratic Party (DP) has donated Two Million Shillings (2.000.000/=) to Diamonds Ensemble Entertainment. This took place at Royal yesterday when the DP Legal Advisor Fred Denis Mukasa Mbidde was delivering a speech on behalf of the Party President Hon. Norbert Mao.

Mbidde who also referred to himself as a general in the legal fraternity argued Ugandans to borrow a leaf from the Play “Akasasambulabbwa 2016” which was written and directed Kato Lubwama.

Mukasa Fred Denis Mbidde told the audience that each of them had a role to play towards Regime change. He said he gave the two million Uganda shillings offer to boost the Actors as they take the play to upcountry districts. General Mbidde said this amidst a cheerful audience in the Theatre.
