Residents of Sorong district, West Papua in Indonesia have conducted a violent operation that has left over 300 crocodiles dead after killing a man.

Bloodthirsty mob slaughters 300 crocodiles in revenge after villager eaten alive

Although the crocodile farm is legal with a working permit, it didn’t stop the villagers from invading These, after the burial, equipped themselves with machetes, clubs, hummers, knives and axes killing all the reptiles regardless of the age.

“292 crocodiles, from babies to full-grown adults were killed by dozens of villagers on Saturday,” Barsar Manullang, head of the local natural resources and conservation Agency in sorong told The post.

 48 year old Sugito, the victim, was, according to reports from the reserve, attacked by a crocodile after getting nearer to their bleeding pond to pick some of the feeds.

However, Ogilo, one of the local residents said that screams were heard coming from the farm after the victim had gone in  search for pastures for his cattle but, unfortunately, was found already dead, according to the USA today news.

Investigations are still ongoing to find out the circumstances surrounding the killing of Sugito and also the post- mob justice by the people because, according to Manullang, all their actions were illegal.

Security Minister Gen. Elly Tumwine has urged Ugandans to ignore messages on social media threatening instability.
In a brief off-the-cuff remarks to Parliament on Thursday, 12 July 2018, Tumwine said such threats amount to nothing.
“Threatening of the public is not good; Ugandans are safe, the security of the country is in the hands of the agencies that are assigned by the Constitution,” he said.
Gen. Tumwine was expected to make a formal statement on the state of security in the country, together with his Defense and Internal Affairs counterparts Adolf Mwesige and Gen. Jeje Odongo.
The ministers were asked to offer an explanation on the state of national security following concerns raised by legislators about social media messages announcing an attack on Uganda.
Gen. Tumwine conveyed the Ministers’ apology, but was interrupted by Chief Opposition Whip Ibrahim Ssemujju (FDC, Kira Municipality).
“The statement by the Ministers is an item on the Order Paper. It’s not meant to be a casual statement or an afterthought,” said Ssemujju in a point of order.
Speaker Rebecca Kadaga concurred with Ssemujju’s submission.
“We really wanted a comprehensive statement from you, a written statement circulated to Members,” said Kadaga, instructing Gen. Tumwine to appear with the agreed joint statement.

Gen. Tumwine makes a statement in Parliament assuring Ugandans about their safety

Kadaga said the Parliamentary Commission would soon meet to consider the President’s letter on providing security to MPs.
In a letter to Finance Minister Matia Kasaija, Museveni directed the purchase of a fleet of double cabin pick up trucks with ‘carrier beds’ to carry army sharp shooters to protect MPs.
Hon. Thomas Tayebwa (NRM, Ruhinda North) objected to the plan and instead proposed that individual MPs in need of such security arrangements should register with the Clerk to Parliament.
He was widely applauded.
In a special Parliament sitting, Museveni issued a 12-point master plan to combat rising killings, kidnaps and high profile assassinations.

The Speaker of Parliament, Rebecca Kadaga, has urged government to move expeditiously and present amendments to the recently passed Excise Duty (Amendment) Act that introduces taxes on mobile money transactions and social media.
“This bill was passed into law so it should not be handled lightly. There is urgent need to harmonize the existing law as it was passed, along with current demands,” Kadaga said.
The Speaker said this during a plenary sitting on Thursday, 12 July 2018, following the Prime Minister’s commitment to introduce an amendment to the Excise Duty (Amendment) Act 2018.
Quoting Rule 118 of the Rules of Procedure, the Speaker said that an urgent bill may be introduced to the House with publication.
“Where the House determines that a bill is urgent, it may be introduced and copies distributed to Members and taken through all its stages in a day,” she added.

Kadaga also stated that, “alternatively, a private member may introduce an amendment bill for this purpose”.  She however, noted that private members’ bills face challenges of certificates of financial implication, instead, she advised, the Prime Minister and Cabinet could move the amendments.
“We don’t have capacity to intervene in any amendment for now, apart from waiting,” said the Speaker.
Hon. Paul Mwiru (FDC, Jinja East Municipality) raised concern on the one per cent charge on mobile money deposits that was executed by telecom companies following the implementation of the new law, of which deduction had not been accounted for in the amended law.
“URA later clarified that they were not supposed to make that deduction, but the telecom companies had already collected this money from the public,” Hon. Mwiru said.
Kadaga asked MPs to wait for the bill before they can debate the matter, saying all matters raised in relation to it would be discussed in context of the bill upon being brought to Parliament.
The Excise Duty (Amendment) Act 2018 that took effect on July 1 2018, imposed a one percent tax on mobile money transactions, as well as a daily shs200 payment to access Over The Top (OTT) platforms like WhatsApp, Facebook, and Instagram among others.

The Speaker of Parliament, Rebecca Kadaga, has directed the Attorney General to followup the issue of paying all ex-servicemen, including those who fought in the Second World War.

The Ex-servicemen under their Association Uganda Veterans Association Board (UVAB) won a legal suit against the Attorney general but to date government has not yet paid them their gratuity.

The veterans’ struggle to get benefits has been running for long.

 In March 2004, 45,000 ex-servicemen, grouped under their Association, sued government for about US$470 million in salary arrears, allowances, gratuity, pensions and damages, covering a period of over 23 years.

Kadaga said the office of the Attorney General receives funds for the Ex-servicemen from the British government to cater for the war veterans but they have never received the money and most of them have aged and others have died while others are at verge of dying due to old age.

Kadaga said the way these aged men are being treated is not good.

This follows a letter wrote to the speaker of Parliament Rebecca Kadaga by Chairperson of the ex-servicemen under the Uganda Veterans Association Board (UVAB), Eliyabu Kavuma a 93 years   saying his struggling with prostate cancer but he has no funds to treat himself and government has not paid them their gratuity.

Kavuma also pleaded with parliament to help collect for them 500,000 shillings from parliament to fight a legal battle with government.

The Minister of Security General Elly Tumwine has maintained that the speaker of parliament is ignorant about the facts of the Nommo gallery.

This was when he was explaining to parliament about the alleged attack on the speaker of parliament over parliamentary decision calling him out of the Nommo gallery.

Recently parliament passed a resolution ordering General Elly Twine to vacate Nomo gallery and pay rent arrears worth 1.6 billion that is accumulated since 1998.

Making a personal statement yesterday evening, General Tumwine repeated his statement against Kadaga and also insisted that he will not pay any money for rent since the Nommo gallery belongs to the visual artists, of which is a patron.

Tumwine found it difficult  to defend himself against the statement that attacked the Speaker of Parliament when Rubaga North MP, Moses Kasibante tabled before parliament transcribed statement of General Tumwine that will be used as evidence while parliament is probing him.

Kadaga,however directed the legal and parliamentary affairs committee to investigate the facts behind Nommo gallery and then report to the house for action to be taken.

Parliament has dragged the Minister of Security, General Elly Tumwine to the disciplinary committee over insulting the Speaker of Parliament and undermining parliament decision.

This came after the decision by parliament ordering him to vacate nnomo Gallery.

Last week, while receiving and debating the committee of Gender report on the Ministerial Policy Statement of the Ministry of Gender, Parliament resolved to push the Minister out of Nnomo Gallery and ordering him to pay a rent arrears of over Shs1bn since 1998.

However, this decision was disregarded by Tumwine who noted that Speaker was acting in ignorance while giving such an order.

 Tumwine while responding to the parliamentary ruling rubbished claims that he owes parliament 1.6 billion shillings and noted that parliament does not collect rent.

Tumwine said that  a parliamentary recommendation is impossible because Nnomo gallery is not for government, “I repeat; Nommo gallery is for visual artists. President Milton Obote donated one of the houses that were part of State House at Nakasero and from then Nommo gallery is for artists, not government,” he charged.

The Minister’s statements have since angered legislators who led by Rubaga North MP, Moses Kasibante have asked the Speaker to summon Tumwine to make a personal statement on the issues raised.

Kasibante’s suggestion was supported by several of the members including; Buhweju County MP, Francis Mwijukye, Aruu County MP, Odonga Otto and Iganga Municipality MP, Peter Mugema.

The Speaker ruled to have the Minister appear before the house and explain himself over the matter.

A section of Members of Parliament have supported the proposal for government to bring a bill before parliament that will enable pensioners receive their pension at the time of their retirement.

The parliamentary committee on public service and local government recommended to parliament a bill known as the Public Service Fund Bill to enable government contribute a certain percentage of money to each public servant to have his or her pension cleared at the time of retirement to eliminate the issues related to pension arrears.

The Member of Parliament for Mityana district, Judith Nabakooba said that she will support such a bill once it is before parliament to have a solution to clearing pension accumulation.

She noted that if such a law was in place about 70,000 veterans could have not demanding pension arrears by now.

The Member of Parliament for Mawokota South, John Bosco Lubyayi Seguya said that this bill in offing will be good to stop retired civil servants in villages suffering while looking for their pension.

He however said the bill should be with a clause guiding the retired civil servants on how to spend such pension money.

He said that such funds should be given to pensioners in phases to avoid them investing it in projects that will make them losses and go back to zero.

The Member of Parliament for Lira district Joy Atim Ongom said that this is a good initiative of government contributing to a pensioners saving but is worried of government officials diverting such funds for their selfish interest.

The speaker of parliament Rebecca Kadaga has directed the minister of security General Elly Tumwine to vacate the nnomo gallery and also pay the rent amounting to 1.6 billion shillings owed to him by the national cultural center which he failed to pay rent since 1998.

This was during the approval of the report by the committee on Gender on the Ministerial Policy Statement of the Ministry of gender for the financial year 2018/2019.

This is after the chairperson of the committee on gender Ndeezi Alex informed parliament that creations limited a private company by Gen. Elly Tumwnine  has been occupying Nnomo gallery but has not been paying rent since 1998.

Ndeezi said that what is disheartening is that every financial year funds are allocated for the maintenance of this premises and in the FY 2018/19,44.6 million shillings  has been set aside for the same purpose.

The Committee strongly recommended that; Creations Limited immediately pays rent arrears amounting to 7.62 billion shillings before the end of 2018 and vacates Nommo Gallery.

This prompted the speaker of parliament Rebecca Alitwala  Kadaga to direct Tumwine to pay the rent and also vacate the public facility saying that if this kind of impunity is not checked someone one day will take over parliament and claim its their house just because he fought in the bush.

Hima cement and its partner suppliers Lafarge  have been asked to compensate former child laborers who used to work in the Lafarge stone quarry in Harugongo Kabarole district.

Addressing journalists together with the human rights network, the team leader Tweraneho listeners club, Gerald Kankya said it was timely to compensate and support these children for the time wasted while working in these quarries where they were immensely violated.

Kankya argued that these children neglected school to work in these quarries adding that ever since they lost their jobs, they are living in a deplorable situation.

Meanwhile the coordinator Human Rights network Patrick Tumwine said the call is in relation with United Nations guiding principles for companies to protect human rights and also ensure access to remedy to business abuse.

President Yoweri Museveni has assured crime preventers in the country that they will maintain their duties as they are now regarded as a Reserve Army of the Uganda People’s Defence Forces (UPDF), State House Uganda reports.

“A few weeks ago, I saw in the papers and somebody said that the fate of the crime preventers is to be decided by the new Inspector General of Police. I called the IGP and told him that this will be handled” he said as he received cheers from the gathering.

The President made the remarks this afternoon while addressing a delegation of over 3,000 crime preventers’ co-ordinators from all regions of Uganda at Lugogo Indoor Stadium in Kampala.

President Museveni disclosed to the attentive assembly that the strategy of the programme was that of the National Resistance Army (NRA), used during the people’s protracted liberation struggle. He added that Gen. Kale Kayihura/s role was to diligently implement the programme as he was a very loyal cadre and highly commended the former IGP for overseeing the programme to its fruition.

Kale Kayihura was a loyal cadre who actively implemented it. Therefore, I want to salute Gen. Kale Kayihura for actively implementing the programme. I now regard you as a Reserve Army of the UPDF,” he said.

President Museveni further explained that during the bush days, NRA had layers of organisation that included, among others, militias who would guard villages. He, therefore, urged the administration of crime preventers to establish and consolidate village coordinators in order to effectively combat crime as crime is rampant in villages and perpetrators can easily be identified.

Mr. Museveni encouraged crime preventers to also be exemplary actors in poverty eradication in their areas to the level of becoming role model farmers. He advised the leadership of the Uganda Police to work jointly with Operation Wealth Creation to identify crime preventers per parish to be aided.

“Crime preventers should lead in the revolution of being crime preventers and wealth creators. You should work with OWC to single out those who can become model farmers so that they do not only get out of poverty but also become examples,” he counselled.

President Museveni informed the assembly of crime preventers the sectors of wealth creation that they should sensitize the youth about in their areas. The sectors include modern commercial agriculture with calculation, industry, services and Information Communication Technology (ICT) for Business Process Out-Sourcing.

The President expressed gratitude to learn that crime preventers have formed and decentralized their SACCOs, which he pledged to support come next financial year of 2018/2019.

The Minister for Security, Gen. Elly Tumwine, advised crime preventers to be disciplined and organised so as to effectively combat crime and corruption in the country. He said the NRM revolution was founded and built along the same lines under the able leadership of President Museveni. He noted that a new generation has now emerged to continue with the struggle and will certainly deal with the vices of crime and corruption.

“The future belongs to the organised. Crime and corruption are like darkness; once torched, they will disappear and the 2 vices are in danger in Uganda,” he stressed.

The National Chairperson of Crime Preventers, Mr. Kamugisha Blaise, encouraged coordinators to continue with the noble cause of helping the Police to fight crime in order to make the country safe to live in.

The Deputy Inspector General of Police, Brig. Muzeyi Sabiiti, among others, attended the meeting.
