The UNEB chairperson, Mary Okwakol, yesterday applauded UNEB management for taking an initiative to reduce on the number of cases of withheld results from 4525 in the year 2017 examination to 1825 in 2018.

“I am pleased to report that of the 4525 candidates whose results were withheld, 1977 were cleared and had their results release. Regrettably, results of 2548 candidates were cancelled’’. Okwakwol said.

Christian religious education, history, geography, agriculture, chemistry and physics were the worst done subjects.

The Uganda People’s Congress (UPC) has advised the Uganda government to borrow a leaf from Liberia and make University education free to all Ugandan students.

In a press conference held at Uganda house on Wednesday, Michael Osinde, the UPC spokesperson showed concern on the number of students admitted to higher education compared to the number of students who are given government scholarships each year.

“As UPC, we welcome the recent initiative in Liberia, where government has taken on full sponsorship of university/tertiary education at all public universities compared to Uganda, where government caters for only 4,000 university students annually.” he said.

The president of Liberia,George Weah, declared all public universities in Liberia tuition-free which Osinde believes was a good move.

“Uganda needs to take keen interest in studying how such countries are managing to achieve that grand objective and borrow a leaf from them if the country is to achieve education for all,” Osinde added.

The speaker further expressed fear at how the world is fast producing highly skilled manpower that Uganda’s education system can not produce.

“We therefore urge government to heavily invest in vocational training institutions, purposely to enhance skills development,” the UPC spokesperson remarked.

Osinde wished the primary seven candidates success in the forthcoming Primary Leaving Examinations (PLE) 2018 and on this note demanded that government devises means of neutralizing the school dues to ensure a free education for all.

“UPC calls on the parents to strategically engage their children in domestic work and skillful activities, which can bring income to the family in order to address the above captioned challenge as well as mitigating the negative consequences during the forthcoming vacation,” Osinde said.

“Some have prematurely opted to leave school without attaining a PLE certificate due to teenage pregnancy, high increment in school fees among others, yet writing PLE is a fundamental step towards success,” the party mouth piece noted.

According to the National Curriculum Development Centre (NCDC), an ethics subject will be taught on a national level and an individual value assessment tool shall be developed. NCDC also adds that two certificate; academic and moral […]

The new development was announced by the NCDC deputy director, Ms Bernadette Karuhanga during a dialogue between the Office of the Inspector General of Government and Education ministry officials in Kampala last Friday.

“We are also mindful of the loss of values. If we can get funding to procure materials, we should be ready to roll it out. We are coming up with guidelines for assessing subjects that are currently not assessed by Uneb (Uganda National Examinations Board) and are looking at assessing values,” Ms Karuhanga said.

Hon. Janet Museveni, the Minister of Education, however challenged teachers who will teach the discipline to uphold moral values as well and be exemplary to their students.

“Teaching ethics and integrity as a lesson in class is not an easy thing because you must practice ethics and integrity to know how to pass it on to a child,” Ms Museveni said.

According to Ms Pauline Nansamba, the officer in the IGG’s Directorate of Legal Affairs, 20 per cent of corruption cases registered in 2018 were from the education sector.

“Although we put ethical value and anti-corruption studies on the curriculum, teachers will only put emphasis on the examinable subjects so that their students can pass highly. I recommend that a student is given two reports, one on academics and the other on ethical performance,” State Minister for Ethics and Integrity, Fr Simon Lokodo.

West Budama MP, Jacob Markson Oboth-Oboth

Parliament has approved the scrapping of the pre-entry examinations for the students joining the Law Development Centre.

The decision was taken following a report from the Committee on Legal and Parliamentary Affairs based on ministerial policy statements that were submitted by different sectors to the committee including Law Development Center.

The committee report noted that the quality of lawyers is not determined at Pre-entry, but at the Centre.

The chairperson of the committee, Jacob Oboth Oboth justified its removal since there are some lawyers who are making money from this exercise.

The Minister of Defense, Adolf Mwesige said that there are sufficient checks and balances in the system even before the pre entry examination.

He further stated that the pre-entry exams do not make sense, since there are hard processes that a student who is admitted to LDC goes through.

The minister of Justice and Constitutional Affairs, Kahinda Otafire also supported the scrapping off of these exams saying  the exam was un fair to students as many students who have been failing these exams have gone on to succeed in other neighboring countries.

However this was opposed by MPs including the Bukooli North’s, Guster Mugoya, Aruu County, Odonga Otto, Bududa Woman MP, Justine Khainza and Kawempe South MP, Mubaraka Munyagwa saying that scrapping them will allow every student who does not deserve to study bar course to have access.

The promoters of the   pre- entry exams had argued that Uganda’s education system is marred with malpractices during UNEB exams hence the need for such exams.

At Makerere University, pre-entry exams for Senior Six leavers joining the School of Law were introduced between 2012 and 2013 academic year.

The member of parliament for Labwor county in Abim district, Micheal Ayepa, has tasked the Uganda national examinations board executive secretary Dan Odongo to release the primary leaving results of her daughter.

Ayepa made the demand as the executive secretary was appearing before the parliamentary  education committee of parliament chaired by Mbale woman MP, Connie Nakayenze Galiwango,  to defend of the board.

Ayepa said that her child is innocent and should not be punished for the incompetence of the board that failed to hire trusted people that could manage exams and saying that he wants his daughter’s results released as ‘she has suffered enough.’

Ayepa further revealed that the girl was meant to sit for the exams three years ago but due to an accident he chose to keep her at home as she recovered and when she finally sat for the exams UNEB decided to withhold them.

The executive secretary Dan Odongo said that the results were with held after three different committees confirmed that the students could have engaged in activities of cheating.

Odongo revealed that the pupils were found to have answered the questions in the same way and failed the same questions in the same manner which is questionable.

Students at Kiyuni Secondary School a government aided School in Mubende district are stranded, after their head teacher Byaruhanga Joseph disappearing with their money which was paid in for their registration for Uganda Certificate of Education Exams this year.

It is alleged that Mr. Byaruhanga Joseph disappeared with monies worth Ug Shs 7,260,000 for 44 students which they had been, leaving them stranded since the registration exercise at UNEB is soon closing.

Speaking to some of the students at the school, they added that they didn’t sit even for mork exams which were scheduled for July, much as they had paid Shs 50,000 each for these exams.

The Mubende district education Officer Benison Kayiwa has strongly issued a strong warning to all head teachers to ensure that students are registered on time, and assured to take strong measures to see that the said head teacher accounts for these students.

In a letter to Mr. Byaruhanga Joseph dated 6th August 2017, the D.E.O issued an ultimatum of 7 days for the head teacher to address the matter or else he face law.

The Member of Parliament for Butebo County, Fred Mudukoi Oduchu, says the recent report by the Uganda National Examination Board (UNEB) that indicated that over 80 percent of primary school teachers can neither read nor count is untrue on the basis that for one to qualify for enrollment at a teachers’ college, they should have passed mathematics and English.

Oduchu, a teacher by profession argues that joining the teachers’ colleges is on merit and there is no way one can pass at the different levels of education and then fail when already a professional.

He instead argues that government is to blame for not putting in place refresher courses for teachers and adequately supervising teachers to ensure quality standards.
Oduchu says government needs to monitor teachers and carry out necessary evaluation instead of lamenting about the poor quality of education in schools today.
