Mityana Municipality Member of Parliament, Francis Zaake is still an unchanged even after 40 days of unconscious hospital stay in India with most time spent in Intensive Care Unit.

 Mr Zaake declared that “Nothing will deter [our] quest to liberate the nation.” (Daily Monitor )

“We will continue to be peaceful but consistent on demanding for our freedoms. The cowardly acts of brute by heavily armed men will not stop us,

 “The government ruthlessness against its own children that it should care for is costing the regime as the population.” Mr Zaake said.

Recalling the Arua incidence that led to his predicament, Mr Zaake condemned the brutal nature of security operatives but said that he pardons them.

“I forgive them although I know they wanted me dead… The soldiers who tortured me kept asking why I disturb the President and one soldier shouted why after a lot of beating I could not die,” he said.

Medical condition

MP Zaake has assured Ugandans that he is in good medical condition although not yet healed.

“My skin is peeling but doctors have assured me that I am out of danger, although I suffer episodes of paralysis in my legs,” he said.

At the time of the torture, he was injected with substances, hit with gun butts and iron bars and his limbs were hit and pliers were used to pull parts of his body.

Mr Zaake added that some foreign bodies were discovered in his blood.

After government’s refusal to pay his bills, Zaake confirmed that the Shs110m will be footed by AAR Medical Insurance after government’s refusal to meet the expenses.

President Museveni yesterday released a statement condemning in the strongest terms the shooting and beating of civilians by the Police.

The president questioned as to why police fired tear gas and live bullets during the Monday demonstrations that saw the rioters, section of the public, and journalists brutally beaten and arrested.

“Youth groups of Monday were more of a nuisance and psychological warfare than a menace, unless I get new facts. Why then, shoot at them, why fire tear-gas, why fire bullets?” he wondered advising the Police to use other means.

“Those mobile, tyre burning groups, who are not attacking anybody, should simply be chased on foot, identified from light helicopters (206- Agusto type) or UAUs, arrested and be charged with appropriate offences,” he continued.

In the same statement, Museveni condemned beating up of journalists and advised the police to rather arrest and charge them lawfully in case of disobedience. He informed the security forces that they don’t have the power to beat up people.

“I condemn, again, in the strongest terms the beating of journalists by elements of the security forces. It is true that the journalists working for foreign interests or for our own local parasites tell lies, they do not do balanced reporting,”

“On account of that you can block them because sometimes they interfere with the scene of crime. If they refuse, you arrest them and charge them with disobeying lawful command

“Beating is wrong because the Security forces do not have that power. People should not be beaten even as a punishment. They can be imprisoned, fined, or hanged according to the law,” he advised.

This follows the recent riots and wave of demonstrations that have arisen from the brutal arrest of four MPs and over 30 other civilians on the eve of the ARUA municipality by-election. The MPs include MP Robert Kyagulanyi commonly known as Bobi Wine, Kasiano Wadri who won the by-election, Gerald Karuhanga and Francis Zaake whose where abouts have been unknown until of recent when he was “dumped” at Rubaga hospital where he is currently undergoing treatment.

Member of Parliament for Mityana district, Judith Nabakoba

Government has pledged to increase water provision in Mityana following the drying up of most of the water sources in many Sub Counties of Mityana district.

This after the Member of Parliament for Mityana district, Judith Nabakoba, decried water scarcity in the district which has worsened for the last one week while at the floor of Parliament.

Nabakoba said that most wells and boreholes have dried up in most Mityana district sub counties which are water stressed some of which include;   Namungo ,Manyi, Sekanyonyi,Ganda ,Bulera , Kikandwa among others.

She noted that school going children are affected since they spend long hours while lining up at few water sources which have not dried up and have no time to be in classes.

Nabakoba asked government to urgently attend to the water crisis in the area so that more boreholes are drilled.

Mityana Municipality MP, Francis Zaake, also shared the same problem but doubted the minister’s promise to avail help.

The Minister of State for Environment, Mary Goretti Kitutu Kimono, however, attributed the water crisis in Mityana to unusual drought which has affected most of the water sources and promised to ensure that Mityana is catered for water provision to reduce the current water scarcity in the area.

She also asked the public against planting eucalyptus trees in wetlands and near waters sources to avoid drying up of water sources.

Parliament has proposed to discipline the former minister of works, Abraham Byandala, for his continuous alleged assault on journalists whenever they cover the who is battling corruption related cases at the Anti- Corruption Court in Kololo.

This follows reports that Byandala again beat up NTV –journalists Denis Kabugo last Wednesday while he appeared for trail of the case.

On 23rd March 2016,  Byandala is said to have punched Ms Judith Naluggwa of Bukedde TV in the lower abdomen at the registry of the Anti-Corruption Court in Kololo, after the hearing of his case.
While discussing the matter in Parliament, the MP for Mityana Municipality, Francis Zaake, asked legislators to invoke its rules of procedure to discipline Banyandala for what he called unbecoming conduct.

Zaake said that Byandala should be sent to the Parliamentary Committee on rules, previledges and discipline to call him to order.

House Speaker, Rebeca Kadaga said that she will examine the matter and assess whether Byandala can face the disciplinary committee over his assaulting  of journalists.
