Our news desk has been besieged by calls asking our journalists to report something about the many unwanted advances males have got to endure in Kampala night clubs.

Many people have called us saying that homosexuals sometime hang in top Kampala night clubs and target to woo single males going who are looking to have fun in these clubs. One of the bitter callers said, “Please you journalists help us, some men want to turn their sexual libido on us.”

The caller said that recently he was at one of the top night clubs in Kampala and a man suddenly bumped on him. This caller who identified himself as Joseph Lukyamuzi said he was forced to ask what his problems was, the man asked him (Lukyamuzi) to meet him in private. Lukyamuzi at first thought it was a deal only to be told that he looked so ‘beautiful’ to this stranger.

So young men, beware what that guys calls you, what he will tell you might nit be usual guys talk.

Parents under their umbrella body, National parents network together with The Uganda coalition for moral values have re-energized their campaign against homosexuality in the country.

The two groups today launched another campaign to pester the government to support the passing of the anti homosexuality bill into law to cub down the cropping vice.

Speaking to journalists in Kampala today, the coordinator of the parent’s network, Pastor. Stephen Langa says absence of the legislation on homosexuality has greatly contributed to the increase of the vice among young nationals with groups now cropping in schools and universities. He says Makerere law faculty has been pointed out to be leading in recruiting young people into homosexuality.

Langa is asking parliament to quickly pass the anti homosexuality bill into law to save the nation from what he calls immoral acts. He blamed the cabinet for keeping a deaf ear on the bill which they have refused to support.

Dr. Shira Sara Ndyanabangi of the Uganda coalition for moral values attacks western countries which she says have been at the fore front of promoting immoral values into the young generation. She wants the government to start scrutinizing NGOs from western countries before allowing them to operate in Uganda.

At the meeting, Justine Bakadde a teacher by profession called upon the education ministry to set up protection guidelines that will be followed by those who wish to stage promotions in schools as a way of prevent immoral values from not getting into schools.

She also called upon the police to seriously investigate all case related to homosexuality and bring them before court for trial.

A move by government to throw out the controversial Anti Homosexuality bill has been scoffed at by Ndorwa West MP, David Bahati.

At a Cabinet meeting last week, it is reported that NRM party lawyer and Local Government minister, Adolf Mwesige called on Cabinet to drop the bill on grounds that it was unnecessary since government has a number of laws in place criminalizing homosexuality.

However addressing the press today, Bahati insists that the bill was in good faith and he is not ready to give in to pressure to back off the controversial Anti Homosexuality bill.

Bahati, who is the architect of the bill, says Cabinet’s decision will not affect his resolve to promote the bill in Parliament and push for a stringent law that criminalizes homosexuality.

The controversial bill caused uproar, particularly human rights activists and the donor community, with some threatening to withdraw aid to Uganda.

Another Ugandan gay activist Nicholas has reportedly gone missing, after receiving constant death threats from his community and also abandoned by his family members and friends.

Nicholas has been working for Matuga Youth Health Intervention organization an NGO, located in Matuga town, Wakiso district as a Senior Youth Advocate and he has also been freelancing with the Sky Magazine Uganda.

“ His disappearance comes as a results of many gays and their activists fleeing the country due to many death threats imposed on them from their local communities, relatives and friends saying it’s a course to associate with gays in their communities,” the Managing Editor, the Sky Magazine Uganda Bashiri Khamis said.

He added, “Nicholas has been insulted by his own family. Hate messages are sent on his phone from friends and strangers. Reported Police harassment, saying he is advocating for activities that are against their cultural and religious norms, “he said.

Even before the gay bill is passed by Ugandan parliament there are reports that gays and lesbians are now massively fleeing the country to the neighbouring countries fearing they might be killed.

This comes months after the gruesome murder of David Kato, a prominent sexual minority rights activist and member of the gay community in Mukono by a young man whom he was allegedly having an affair with before their relationship hit the rocks leading to kato’s murder.

Another Ugandan gay activist Pasikali Kashusbe was also discovered murdered mid last year, when Ugandan police found his severed head, when had been thrown down in a latrine

Nicholas was prominent members of Lesbian, Gay, Bisexual and Transgender Group (LGBT) an organization which advocates for the rights of the sexual minority groups in Uganda.

“He started running away after the murder of David Kato this year and many others have gone missing and some are hiding in Kenya, Tanzania, Rwanda, and other countries like the US and Britain where they are welcome,” Bashiri said.

According to some of Nicholas’s family members Ronald and Sarah, they last heard from him two months ago and since then they have never seen him again.

Ronald said, Nicholas’ life has been in danger because before he disappeared he was beaten up three times by unidentified people who also organised police officers to arrest and detained him because of his sexual orientation.

Homosexuality in Uganda is illegal, with punishment up to life imprisonment. A bill, known colloquially in the U.S. as the “kill the gays bill” was introduced in October that would make those convicted of homosexuality subject to the death penalty. The bill is being met with much criticism from the international community, though it appears to have been sparked by a visit from U.S. evangelical missionaries.

The Ugandan lawmaker who proposed the bill, David Bahati, has refused to cancel the bill, despite international pressure.

In the bill, members of the public are obliged to report any homosexual activity to police with 24 hours or risk up to three years in jail – a scenario that human rights campaigners say will result in a witch-hunt. Ugandans breaking the new law abroad will be subject to extradition requests. . Even landlords could be imprisoned for renting to homosexuals.

President Yoweri Museveni also warned youths in Kampala that he had heard that “European homosexuals are recruiting in Africa,” and saying gay relationships were against God’s will.

Some influential religious leaders have also warned about the dangers of accepting liberal western attitudes towards homosexuality.

Gay rights activists say the bill, which has prompted growing international opposition, promotes hatred and could set back efforts to combat HIV/AIDS. They believe the bill is part of a continent wide backlash because Africa‘s gay community is becoming more vocal.

Gay rights activists say the legislation is likely to pass. But the bill is still being debated and could undergo changes before a vote, which has not yet been set.

Gay rights activists abroad are focusing on the legislation. A protest against the bill is planned for in London; protests were held last year in New York and Washington.

The legal and parliamentary affairs committee of parliament has entered its final day of conducting the public hearings on the controversial anti homosexuality bill.

Uganda Information and national Guidance Minister, Kabakumba Masiko

The chairperson of the committee Steven Tashobya says that the bill has been overshadowed by other government programs but says that it is high time parliament gives it a priority.

He says that by the end of the Tuesday, the report will be ready and if the committee is given an opportunity they will go ahead and present the report on the floor of parliament before the end of the 8th parliament so that the bill is discussed and passed by Parliament.

Although the government through Information and National Guidance minister Kabakumba Masiko has come out to say the bill is not necessary because the current penal code already outlaws homosexuality, Tashobya says that the committee has decided to deal with bill due to public demand.

Several religious groups have been demanding for the enactment of the anti homosexuality bill they say should bring more punishment to those promoting homosexuality, and those forcing other people into the act.

There is strong concern from human rights groups that the anti homosexuality bill is being discussed so fast in the parliament and MPs whose term expires on Thursday might pass it without further debate.

Renowned anti-gay activist Pastor Martin Sempa has appealed to the Parliamentary legal affairs Committee to expeditiously pass the Anti- Homosexuality bill.

During his submission to the Committee on Legal and Parliamentary Affairs, Sempa says that they agreed under the Uganda Joint Christian Council to remove the death penalty from the bill because it was not a behavioral corrective measure.

Pastor Martin Ssempa

He says they agreed that such a person who is convicted of aggravated sodomy should serve a life sentence or any sentence defined by the law.

He notes that they want the law to be fair in dealing with the rape and defilement of boys just like it is to the same acts against the girls.

Sempa however says that many Religious leaders softened on their stern opposition of the act following threats from donor countries.

He says there are many people in schools, media, legal profession and other professions who are promoting and recruiting young people into homosexuality.

Sempa says such people need to be severely punished under a more stringent law so that people can distance themselves from such characters.

The Committee on Friday started public hearings of the controversial bill and is expected to pass it into law before the end of its term on May 12th 2011.

The committee on Legal and Parliamentary Affairs has started conducting public hearings on the anti-homosexuality bill.

Stephen Langa

According to the committee chairperson, Stephen Tashobya the bill has generated a lot of interests from the public and the members of parliament and that’s why they have decided to give it time before the 8th Parliament ends its term by 12th May 2011.

Some people have however complained that the committee is trying to handle the bill too quickly so it is passed by the outgoing Parliament without due scrutiny.

But Tashobya says that the committee has been busy and that’s why they delayed in handling the bill till last minute. He says that the committee will conclude the public hearing on Monday and thereafter embark on report writing.

Meanwhile Steven Langa the executive Director of the Family Life Network who appeared before the committee urged parliament to have the anti-homosexuality bill passed immediately in order to protect children from being violated by what he called homosexual promoters.

Langa says that parliament should not listen to gays who say the new bill will abuse their human rights, because according to him, homosexuality has never been a human right.
